Executive Director of Special Populations Job Description About Capital Preparatory Schools Capital Preparatory Schools is a charter school management organization operating a network of educational communities. Our mission is to build a path where there was none. The Capital Preparatory Schools, has four school locations: one in Harlem, one in the Bronx, and two locations in Bridgeport providing students in grades K-12 with a year-round, college-preparatory education that encourages students to become scholars and agents of change. Further, Capital Prep New Rochelle will open in August 2026. Capital Preparatory Schools seeks passionate educators who have demonstrated leadership. The Executive Director of Special Populations will work directly with staff of scholars who are English Language Learners, receive services through Individual Education Plans (IEPs), or who have 504 plans. RESPONSIBILITIES INCLUDE: • Works directly with the LEAs to insure compliance and services in accordance with state and federal guidelines, • Plans, directs, and leads special education programming, development, and implementation to ensure equity and access for all students, • Plans, directs, and oversees 504 compliance and management of services and service providers, • Builds, directs, and monitors EL services and programming, • Coaches network and school leaders on special populations and other matters of compliance, • Builds a continuum of service within budget allocations, • Supervises, in conjunction with principals, Coordinators for Special Education, • Recruits and hires qualified special education and EL Illuminators, • Conducts professional learning for faculty and staff on special populations, • Develops staff related to support services and special populations, • Works with sending districts to develop strong partnership, • Oversee the development and implementation of SAT/RTI process and compliance, • Engage in network leadership functions and oversight, inclusive of planning, monitoring, and management, • Monitors compliance with all legal mandates related to scholars, • Perform other duties as may be required, • Collaborate with the directors of curriculum so that all scholars in special populations have access to high quality curriculum, • Provide direct support to special population illuminators in understanding their role aligned with core instructional programming and resources, • Create, design, and provide content-area illuminators in professional development., • Use scholar data to inform instructional practices and develop special population plans (IEPs/504/ELL)., • Evaluation of Special Population Illuminators, utilizing observations and providing direct feedback to illuminators using the Capital Prep evaluation system, • Responsible for the caseload of special populations students and the implementation of services for ELL /IEP/504 plans, • Insure appropriate delivery of special population instruction, • Insure compliance by the school with all local and Federal laws and regulation relating to scholars identified as ELL, scholars with IEPs/504 plans and students referred for special population services including all documents are prepared and completed in a timely manner, • Collaborate with ELL providers to insure compliance with State and Federal ELL process, • Coordinating with a special education team to complete quarterly IEP progress reports and provide quarterly IEP progress reports to parents/guardians., • Maintaining student files (paper and electronic) according to state and federal standards., • Provide professional development, training and technical assistance in the area of special populations, • Ensure IEPs are developmentally appropriate, and aligned to curricular and state standards., • Collaborating with administration to insure the success of special education students, • Engaging parents and families in their student's learning and acting as an ambassador for the school in the community., • Work with principals and school leadership teams to provide differentiated coaching and professional development for staff., • Maintaining confidentiality of student records and student information, • Other duties as assigned., • Plans, directs, and leads special education programming, development, and implementation to ensure equity and access for all students, • Plans, directs, and oversees 504 compliance and management of services and service providers, • Builds, directs, and monitors EL services and programming, • Coaches network and school leaders on special populations and other matters of compliance, • Builds a continuum of service within budget allocations, • Supervises, in conjunction with principals, Coordinators for Special Education, • Recruits and hires qualified special education and EL Illuminators, • Conducts professional learning for faculty and staff on special populations, • Develops staff related to support services and special populations, • Works with sending districts to develop strong partnership, • Oversee SAT/RTI process and compliance, • Engage in network leadership functions and oversight, inclusive of planning, monitoring, and management, • Monitors compliance with all legal mandates related to scholars, • Perform other duties as may be required Qualifications: • Certification in special education and administration, • Masters Degree in Special Education; or a Bachelor's Degree and certification in Special Education., • Demonstrate an advanced understanding of instructional strategies for students with autism, developmental delay, specific learning disabilities, and behavior disorders., • Demonstrate excellent oral and written communication skills and the ability to communicate effectively with a diverse group of colleagues, parents, families, and community members., • Receptive to ongoing feedback, • committed to meeting the needs of a diverse student population., • Have excellent time-management skills, attention to detail, and ability to work independently., • Have a passion for urban public schools., • Adhere to a high level of professional and ethical standards., • Exemplary professional values, • Two years of special education administration experience (preferred) Skills: • High level of knowledge in special education/504/ELL federal and state laws and policies., • Highly effective collaborator, communicator and relationship builder, • Demonstrate excellent oral and written communication skills and the ability to communicate effectively with a diverse group of colleagues, parents, families, and community members., • Receptive to ongoing feedback, • committed to meeting the needs of a diverse student population., • Have excellent time-management skills, attention to detail, and ability to work independently., • Have a passion for urban public schools., • Adhere to a high level of professional and ethical standards., • Exemplary professional values, • Highly flexible and comfortable with change, growth, and possibility. Time Commitment & Compensation This is a 12-month, full-time salaried exempt position. Supervision This position reports to the Chief of Schools. Compensation: Salary for this position is competitive and commensurate with experience. Capital Preparatory Schools offers a comprehensive benefits package. This is a full-year, full-time, vacation eligible exempt position.
