Job Description Position: Program Director Type: Salary, Full-Time Compensation: • Base Salary: $70K-$90k per year, • Performance Bonus: Up to $20k per year (based quarterly reviews) Position Summary Regal Treatment is looking for a new substance abuse Program Director who will be is responsible for the leadership, oversight, and daily management of all substance use disorder (SUD) treatment services within our program. The Director ensures that clinical, administrative, and operational functions meet state and federal regulations, licensing requirements, evidence-based practices, and organizational standards of care. This role provides supervision of clinical and support staff, ensures adherence to ASAM criteria for placement and continuing care decisions, and maintains a safe, therapeutic, and recovery-focused environment for clients. In this role, the Program Director provides regular updates on clinical operations, program outcomes, and regulatory compliance matters to ensure alignment with DHCS licensing requirements and JACHO accreditation standards. Key Responsibilities Program Leadership & Administration • Oversee daily operations of all SUD treatment services, including intake, assessment, treatment planning, group/individual counseling, case management, and discharge planning., • Ensure program compliance with regulatory bodies (e.g., state licensing, Joint Commission/CARF, Medicaid, county requirements)., • Develop, implement, and monitor program policies, procedures, and workflows to ensure quality and consistency of care., • Maintain accurate documentation and clinical records in accordance with federal, state, and agency standards (HIPAA, 42 CFR Part 2, DHCS, etc.). Clinical Oversight • Ensure all assessments, treatment plans, and interventions align with ASAM criteria and evidence-based practices., • Provide clinical supervision, coaching, and support to counselors, case managers, nurses, and paraprofessional staff., • Review clinical documentation for quality assurance and regulatory compliance., • Facilitate case reviews, multidisciplinary team meetings, and clinical staffing. Quality Improvement & Compliance • Lead continuous quality improvement (CQI) initiatives, including chart audits, outcome tracking, and corrective action plans., • Monitor incident reports, grievances, and safety concerns; ensure timely follow-up and reporting., • Stay current with evolving SUD treatment trends, regulatory updates, and best practices. Staff Management • Recruit, hire, train, evaluate, and supervise program staff., • Develop staff schedules, manage caseload distribution, and ensure adequate staffing coverage., • Provide ongoing professional development, performance coaching, and disciplinary action when necessary. Client Care & Program Outcomes • Ensure clients receive individualized, culturally responsive, trauma-informed care., • Oversee development and implementation of therapeutic groups, educational curricula, and recovery-oriented services., • Monitor client progress and ensure proper level-of-care decisions based on ASAM dimensional criteria., • Promote a safe, supportive, and structured environment that minimizes risk and supports recovery. Financial & Operational Management • Assist with budget planning, expense management, and resource allocation., • Monitor billing, authorizations, and documentation required for reimbursement., • Collaborate with leadership to maintain operational efficiency and sustainability. Community & Stakeholder Relations • Serve as primary liaison with external partners, referral sources, county agencies, courts, probation/parole, and healthcare providers., • Represent the program at community meetings, professional events, and agency collaborations., • Promote the organization’s mission and maintain positive professional relationships. Qualifications Education & Credentials • Bachelor’s and Associate's degree required. Preferred but not required: Master’s degree in social work, Psychology, Behavioral Health, or related field., • State SUD Certification or Licensure (e.g., CADC, LADC, LCAS, LMFT, LPCC, LCSW, or equivalent depending on state requirements)., • Minimum 3–5 years of experience in SUD treatment, preferably in a leadership or supervisory role. Knowledge & Skills • Strong knowledge of ASAM Criteria, evidence-based practices, trauma-informed care, motivational interviewing, and harm-reduction strategies., • Understanding of regulatory compliance (HIPAA, 42 CFR Part 2, Medicaid documentation standards)., • Excellent leadership, communication, and organizational skills., • Ability to manage crisis situations and provide decisive, trauma-informed guidance., • Proficiency with electronic health records (EHR) systems and documentation requirements.
