Job Description JOB TITLE Tax Roll Records Specialist I Role & Level: A3 DEPARTMENT: Administrative Services Pay Grade: 1 WORKER CATEGORY: Regular FLSA STATUS: Non-exempt JOB SUMMARY: Performs administrative duties in the specialized areas of customer service and eligibility determinations of property tax exemptions, and research of property ownership records for the Hillsborough County Property Appraiser (HCPA). Work is performed under general supervision with moderate latitude in the use of initiative. Position relies on experience to determine the best approach by using and interpreting policies and procedures. Employees may also perform other duties as assigned. • Provides courteous and professional assistance to taxpayers via phone, emails or in-person interactions; responds to customer queries for information such as, qualifications, retaining exemptions, loss of exemptions, exemption corrections, and homestead tax liens, • Researches and resolves questions, issues, and concerns related to areas of customer service; elevates complex issues to higher level staff member as needed, • Reviews, sorts and scans incoming mail and emails to determine appropriate action required, • Researches various databases to verify and determine homestead exemptions, • Enters, updates, and files information and documentation such as, building permits, appraiser notes, and agricultural applications into related computer software, applications, and databases, • Provides support, as needed, to all departments, division, sections, and areas of the agency, • Performs standard mathematical and geometrical computations used in property valuation, • Represents agency in a courteous and professional manner, • May ensure snack store is closed at end of each day and collect money received for items sold daily, • May train and verify the work of new employees To qualify for this position, an individual would have a combination of education, certification, training, and/or experience equivalent to what is described below. High school diploma or GED and two (2) or more years of experience working in a customer service or data entry position for a government property appraisal office or real estate company/agency; OR associate degree in business or related field and some experience as listed above In addition to meeting the minimum qualifications listed above, an individual must be able to perform each of the established essential functions in order to perform this job successfully. Special Qualifications (May be required depending on area of assignment): • Valid Florida Driver’s License, • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations, • Successful completion of the HCPA Tax Roll Records Specialist Training Program, • Knowledge of appraisal practices and procedures related to customer service, transfer of property ownership, data-entry, and property tax exemptions, • Knowledge of draft, aerial and variance maps and related fee schedules, • Knowledge of procedures, policies, and practices for property ownership, • Knowledge of clerical procedures and systems such as word processing, managing files and records, and other office procedures, • Skill in the use of Microsoft Office products (Word, Outlook, and Excel) and applicable department and organization specific software and ability to learn and become proficient in the use of other specialized software as may be required, • Ability to research and resolve questions, issues, and concerns related to the areas of customer service, transfer of property ownership, and property tax exemptions eligibility, and compliance, • Ability to research requests for property appraisal information from multiple sources, • Ability to represent the Hillsborough County Property Appraiser’s office in a courteous and professional manner, • Ability to clearly communicate and understand information in English, both orally and in writing, • Ability to follow oral and written instructions, • Ability to read, update, and maintain various records and files in numerical, alphabetical, or chronological sequence, • Ability to review, compile, and organize forms, documents, and related records for efficient processing and ready retrieval, • Ability to establish and maintain effective working relationships with those interacted with during work regardless of race, color, religious creed, national origin, ancestry, sex, sexual orientation, gender identity, age, genetic information, disability, political affiliation, military service, or diverse cultural and linguistic backgrounds The job description does not constitute an employment agreement between the Hillsborough County Property Appraiser and the employee and is subject to change by the employer as the needs of the employer and requirements of the job change.
