JOB SUMMARY The Director of Youth and Young Adult Services (Director) manages and provides mental health counseling, independent living support, CAPIT services (child abuse prevention, intervention, and treatment), and other related services. This includes whole-family/two-generation (2Gen) services for pregnant and parenting youth and young adults. The Director oversees and conducts individual and group acute therapy, crisis intervention, and assessments. They also assist with program budget management, supervise staff and interns, provide consultations, and promote awareness and education about trauma-informed care. Ensuring the program adheres to standards set by Allies, licensing bodies, and regulatory agencies, the Director leads staff in delivering high-quality services and achieving positive outcomes for clients. The Director also supports interagency and cross-departmental collaboration to advance the agency’s mission. Additionally, they work with state, county, and agency partners to promote ongoing quality improvement. Program Oversight and Management: • Direct, coordinate, and oversee the administration of specific youth and transition-age-youth (TAY) services and programs and related contracts within Allies, including Unlimited Possibilities for Youth (UP4Youth), youth/TAY mental health services, Healthy Families Allies, CAPIT, and other applicable programs and services as assigned. This involves planning, developing, and implementing comprehensive clinical and independent living services for youth/TAY, including those who are pregnant and parenting, as well as creating and maintaining program policies and procedures to ensure the efficient operation of assigned programs. • Support the expansion of TAY continuum-of-care services (e.g., a future residential program and a 2Gen approach for pregnant and parenting youth/TAY). • Provide clinical leadership, supervision, and support to Allies’ mental health providers (therapists, case managers, prevention and support staff, etc.). • Ensure compliance with all applicable licensing and regulatory standards, including COA Accreditation. • Support the mental health internship program and serve as a primary site supervisor for interns in compliance with the Board of Behavioral Sciences and/or the American Psychological Association. • Assign and evaluate clinical staff caseload and standards. • Promote and emphasize inclusive/affirming, client-centered, and trauma-informed care knowledge/practices, as well as their utilization by staff. • Support/assist in hiring and onboarding competent and committed program staff; evaluate and ensure compliance of program staff training and requirements. Direct Services: • Participate in the intake process to gather information on clients (i.e., family, social, employment, medical, and mental health treatment histories). This includes conducting interviews and diagnostic assessments of clients to develop personalized treatment and recovery plans. • Develop urgent crisis care plans to resolve and help clients cope with acute mental or emotional problems, which may include referral to another treatment source, such as a psychiatrist, a psychologist, a rehabilitation counselor, or another agency. • Provide crisis intervention, mental health treatment (i.e., one-on-one counseling and/or group/family counseling, as applicable), and other related mental health care services to clients (and their family members as applicable). • Utilize evidence-based treatment modalities that are consistent with program goals and that best fit with clients' age and treatment needs (e.g., motivational interviewing, trauma-focused cognitive behavioral therapy, etc.). • Participate in a multi-disciplinary team to review client cases, treatment approaches, clinical issues, client progress, and treatment recommendations. • Participate in the development of individual treatment plans designed to address presenting problems identified through the assessment process. • Coordinate supportive services by linking clients to community resources as needed to maximize client self-sufficiency and well-being. • Maintain accurate and up-to-date documentation in accordance with agency policies, licensing and regulatory standards, and COA accreditation requirements. • Evening and weekend work required. Interagency and Cross-Departmental Collaboration: • Support on-call staff and supervisors across all Allies programs in handling escalated facility or client crises (e.g., youth runaways), which may require after-hours support. • Partner with the Head of Educational Excellence, the Healthy Families Allies Program Manager, and the Early Childhood Mental Health and Child Welfare programs to coordinate services for pregnant or parenting TAY, utilizing a 2Gen approach. • Work closely with the CPO to support the agency’s participation in the All Children – All Families (ACAF) program, including developing and monitoring related policies and procedures and required training plans, implementing and/or monitoring required activities, completing agency-wide assessments of conformance to ACAF standards and benchmarks, and communicating with ACAF on an ongoing basis as needed regarding all program requirements. • Stay informed about relevant legislation, issues, and best practices in child/youth and TAY mental health and related services; provide recommendations to executive leadership on expanding and improving services. • Collaborate with the CPO, CDO, and other departments to explore and pursue state-funded and private/public grant opportunities. Partner with the communications team to develop and share impact stories. Quality and Performance Improvement: • Monitor quality of care through chart/case reviews, staff training, and outcome evaluation. • Provide leadership to ensure program staff prioritize continuous, data-informed quality improvement and quality assurance efforts. Evaluate program strengths and deficiencies and work closely with appropriate personnel for problem resolution and practice improvement. • Understand and implement regulations, policies/procedures, and relevant contract requirements (COA, DCFS, and reasonable knowledge of any of the contracts they are providing services for). • Work closely with the Allies Evaluation Team and CPO to develop/update relevant program logic models and related plans that align with strategic priorities. • Ensure the timely and accurate completion of monthly, quarterly, and annual program activity reports, as well as other required documentation. Community and Stakeholder Engagement: • Represent Allies in community stakeholder or partner meetings and forums as needed. • Build a referral pipeline with community organizations serving the target population (e.g., pregnant and parenting youth and young adults). • Collaborate with the Department of Children and Family Services (DCFS), Juvenile Probation, Los Angeles County Office of Education, and community-based organizations to support youth/TAY needs. • Maintain effective relationships with public and private organizations, including county departments, advocacy groups, and community-based organizations. QUALIFICATIONS & EDUCATION Preferably, the ideal candidate will: • Be experienced in project management, providing leadership, and participating in planning and implementing organizational/programmatic change and performance improvement that is supported by best practices. • Understand system-of-care issues as they relate to youth/TAY services, the importance of a continuum of care that addresses crisis stabilization and transitional support, and 2Gen approaches that provide families with holistic access to the services and resources they need to build intergenerational health and well-being. • Have experience conducting dyadic therapy with parents or caregivers and their young children, focusing on supporting attachment, protective factors, and parenting skills. Knowledge and experience with key evidence-based models like Child-Parent Psychotherapy (CPP). • Understand child and adolescent development and how adverse childhood experiences (ACEs) and positive childhood experiences impact development. • Be adept at developing relationships with community members and community-based organizations to reach shared goals and foster engagement. • Be dedicated to creating and supporting culturally responsive services provided by a culturally diverse workforce. • Be experienced in developing and managing comprehensive, multi-disciplinary, multicultural mental health programs with the potential to have countywide impact. • Understand the National guidelines for Child and Youth Behavioral Health Crisis Care. • Previous experience in a clinical and/or residential setting working with youth/TAY. • Know of or have experience working with the LGBTQ+ community and familiarity with issues of particular relevance to LGBTQ+ people. • Have experience developing and implementing program goals, objectives, and policies/procedures; conducting or participating in the preparation of requests for proposals and contract negotiation with outside vendors, consultants, or organizations; and administering and monitoring the program budget and performance outcomes. • Possess strong analytical capability and data analysis skills. • Be bilingual in English and Spanish. • Be experienced with DMH contracts, Medi-Cal billing/documentation, or EHR systems. The candidate must have: • A master’s degree in Marriage and Family Therapy, Social Work, Counseling Psychology, or Clinical Psychology. • A current license as an LMFT, LCSW, or Psychologist in the state of California. • Two (2) years’ post-licensure and the ability to provide clinical supervision to clinicians working towards LMFT/LCSW licensure according to the California Board of Behavioral Sciences (BBS). • Five (5) years postgraduate work experience with increasing levels of responsibility. • Fingerprint background clearance (DOJ, FBI & Child Abuse Clearance Index), or approved exemption • Successful completion of pre-employment physical, PPD risk assessment, proof of immunizations for pertussis (Tdap), measles (MMR), and influenza (can decline). • Class “C” driver’s license, proof of automobile insurance, and access to reliable transportation. Personal transportation is required. • Alignment with Allies’ mission and philosophy. • Excellent Knowledge of: o Principles and practices of program management, including planning, implementation, evaluation, and reporting. o Principles and methods of community mental health services, including current trends in education, research, treatment, prevention, and related issues. o Crisis Intervention Theory, Systems Theory, and other relevant theoretical approaches (and an ability to incorporate this into both the mental health assessments and treatment interventions). o Wellness and recovery practices, evidence-based clinical interventions (e.g., trauma-focused cognitive behavioral therapy, motivational interviewing), and crisis intervention skills. o Laws, codes, and regulations governing community mental health care and knowledge of county, state, and federal legislative developments applicable to contemporary mental health issues. o DSM-5 and the application of diagnoses. o Community resources, public/private services, and funding sources. o Microsoft Office (Word, Excel, Outlook) • Experience with/Ability to: o Plan, organize, and coordinate comprehensive, county-wide programs and services to meet community needs. o Integrate a variety of activities and services to achieve program goals, objectives, and priorities. o Provide youth/TAY and group/family mental health services. Experience with TAY, people experiencing homelessness, or co-occurring issues, and working with TAY and high-risk populations is required. o Respond to crises, support de-escalation, and harm reduction. o Promote and safeguard the rights and well-being of LGBTQ+ clients through education, advocacy, and community support. o Provide field-based services.
