Senior Development Engineer – Facility Development (PAYE Contractor) Location: Aberdeen, UK Contract: 1-year PAYE contractor Purpose: The Senior Development Engineer (Facility Development) provides process engineering expertise and project management support for early-phase oil and gas facility developments and modifications. This contractor role focuses on ensuring technical excellence, regulatory compliance, and safe, efficient project delivery in the early stages of development. Key Responsibilities Project and Technical Delivery • Lead early-phase projects (Appraise and Select) with a focus on process engineering solutions., • Develop key project documentation: SORs, BODs, Project Execution Plans, and framing charters., • Generate cost estimates, schedules, and economics to support business case assessments., • Manage technical studies and contractors, ensuring delivery against budgets and timelines., • Facilitate handover of early-phase development projects to execution teams. Safety, Compliance and Standards • Ensure all activities comply with HSES, legislation, and Harbour Energy procedures., • Participate in HAZOP, HAZID, LOPA, and constructability reviews., • Maintain adherence to Harbour Energy’s Ethics and Compliance Policies. Governance and Assurance • Prepare budget/AFE requests and decision-support packages., • Support Phase Gate readiness and ensure lessons learned and technical data are properly retained., • Develop contracting and procurement strategies in alignment with Harbour Energy’s supply chain. Cross-Functional Collaboration • Collaborate with internal disciplines (operations, commercial, subsurface) and JV partners., • Lead integrated project team meetings and maintain inter-discipline technical interfaces., • Support other engineering or business development activities as required. Leadership and Mentoring • Coach less experienced engineers and act as a technical role model., • Promote a positive, collaborative team environment. Qualifications and Experience • Chartered Engineer with a Master’s (or equivalent) in Engineering (preferably Chemical/Process)., • Strong background in process engineering for early-phase facility projects., • Experience in facilities engineering, including brownfield/greenfield projects, subsea, and drilling., • Exposure to project development processes, stage-gate frameworks, cost-estimating, and risk evaluation., • Beneficial: project management, decision analysis, and direct operations experience.
