This is a key senior leadership role within the Trust, providing strategic clinical leadership across our primary care services and supporting the continued development of integrated, neighbourhood-based care. Working as part of the senior leadership team, the Clinical Director will help shape the future direction of primary care, ensuring high standards of quality, safety and patient experience while supporting the delivery of care closer to home., The Clinical Director will provide visible clinical leadership across the Trust's three GP practices, ensuring consistency of clinical standards, governance and service delivery. The post-holder will work closely with operational and clinical colleagues to drive service improvement, transformation and innovation, supporting the Trust's strategic ambitions and wider NHS priorities. The role will lead on clinical governance, quality improvement, workforce development and engagement with system partners, helping to strengthen integrated working across primary, community and acute services. This role would suit a forward-thinking clinician who is passionate about developing sustainable, high-quality primary care services and driving transformation across organisational boundaries., The Clinical Director for Primary Care will provide leadership across all Practices forming a critical part of the Primary Care Triumvirate. They will fulfil a key role in building relationships with primary care colleagues, PCNs and in the emerging INTs. They will work with both operational and clinical leads and with the Senior Management Team to ensure the delivery of Safe, Personal and Effective Care. The CD will lead by example, inspiring others to deliver the Primary Care Strategy on behalf of East Lancashire Hospitals NHS Trust 1. Responsibilities for delivery of safe care Ensuring that the Directorate (in liaison with the Medical Director) has safe levels of appropriately trained medical staff cover at all times. Ensuring that clinical staff contributing to rotas have the required competencies. Ensuring that all staff have received appropriate induction in ELHT and specifically Primary Care. Ensure effective clinical governance arrangements are in place across all Primary Care Practices, including oversight of clinical effectiveness, risk, complaints, safeguarding, audit and regulatory requirements, with actions monitored and improvements embedded in practice. Foster a positive patient safety culture, including the reporting, review and proportionate response to patient safety incidents in line with the Patient Safety Incident Response Framework (PSIRF), with learning identified, shared and translated into improvement. Ensuring that a Directorate Risk register is maintained and regularly reviewed and that appropriate action is taken to minimise risk. Ensuring that harm to patients is minimised in line with the trajectory set out in the Trust Quality Strategy. Ensuring that systems are in place for monitoring service specific clinical indicators and that any lessons learned are shared and resultant action plans completed. Monitoring the implementation of trust policies and procedures within the directorate. 2. Responsibilities for delivery of personal care To ensure General Practitioners and clinicians work within established clinical standards and follow Trust and Primary Care policies and procedures. To provide clinical leadership in the development, implementation and review of clinical pathways, supporting safe, effective and coordinated care across Primary Care and relevant partner services. Ensure that patients are treated in a timely manner and that local and national performance targets are met. Reviewing and developing actions to improve GP and Friends and Family survey results. Ensuring that the medical staff communicate adequate information in an appropriate manner to patients and the wider clinical team. Provide clinical oversight and support to ensure complaints are dealt with in a timely and compassionate way, ensuring that any learning and improvement arising from these is shared with the relevant clinical teams. Ensuring that any claims are regularly analysed and actions taken to minimise further claims. 3. Responsibilities for Delivery of Effective Care Ensuring that care delivered in the Directorate is in line with best practice guidelines. Ensuring that the care delivered is sustainable in terms of the resources available both financial and manpower. Champion education, innovation and the use of current best practice approaches to the delivery of care, Will work to develop and monitor key performance indicators striving for the best results, To deliver the above the CD will need to ensure that: There is an effective audit programme, There is a departmental quality improvement plan, The annual business planning incorporates actions from the two points above, There is regular budgetary review to ensure sustainability of the service, There is a workforce plan, That effective annual job planning is undertaken, 4. Corporate responsibilities of the CD The CD will contribute to the senior clinician on call rota, The CD will attend the Clinical Leaders Forum, The CD will work with the Divisional and Executive Teams to support the overall Trust strategy and to deliver Trust targets, 5. Individual responsibilities The CD will lead by example, The CD will chair the DMB or in his/her absence, arrange suitable representation. Will meet with the Directorate management team weekly as a triumvirate. Will meet with the Divisional Director monthly.
