Head of HSE Reports to: Head of EPC | Location: United Kingdom (Hybrid) | Type: Full-time, Permanent About the Company Tyler Hill Consulting (now part of Zenexa Group) is a renewable energy developer who specialise end to end development of onshore renewable energy assets across the UK, from origination all the way through to RTB. Tyler Hill Consulting recently received platform-level funding to develop, build and operate our 5GW pipeline of onshore renewable energy assets. Zenexa Renewables Limited has been set up to own these projects long-term to become a leading IPP platform to support the UK's transition towards net zero. About the Role We are seeking an experienced and values-driven Head of HSE to join our leadership team and take ownership of health, safety, and environmental performance across our growing portfolio of utility-scale renewable energy projects. Reporting directly to the Head of EPC, this is a critical role that carries responsibility for setting HSE strategy, building a proactive safety culture, and ensuring full regulatory compliance across all phases of project development, construction, and operations. The successful candidate will be a confident and credible HSE leader who combines deep technical expertise with strong people skills; someone who can operate equally effectively with site operatives, project managers, and Board members, and who is passionate about delivering projects in a way that protects people, communities, and the natural environment. Key Responsibilities • Develop, own, and continuously improve the company's HSE management system, policies, procedures, and standards, ensuring they are fit for purpose across all phases of utility-scale renewable energy project development, construction, and operations., • Act as the company's senior competent person for health, safety, and environmental matters, providing authoritative advice to the Board, senior leadership, project teams, and external stakeholders., • Discharge the duties of Principal Designer under CDM 2015 where required, overseeing pre-construction HSE planning, reviewing designs for buildability and safety in execution, and ensuring Health & Safety Files are prepared and handed over at project completion., • Lead the development and implementation of Construction Phase Plans, Environmental Management Plans (CEMPs), and site-specific risk assessments across the project portfolio, working closely with the Head of Construction and site management teams., • Establish and maintain a proactive, positive safety culture across the organisation and supply chain, providing clear leadership, visible presence on site, and ongoing coaching and engagement with all project personnel., • Manage and audit the HSE performance of EPC contractors, specialist subcontractors, and consultants, ensuring all parties meet or exceed contractual requirements and regulatory HSE obligations., • Oversee the implementation of risk management frameworks, including RAMS reviews, permit-to-work systems, site induction programmes, toolbox talks, and regular HSE inspections and audits., • Lead incident reporting, investigation, and root cause analysis processes, ensuring lessons learned are systematically embedded across the portfolio and reported transparently to senior leadership., • Ensure compliance with all applicable UK health, safety, and environmental legislation, including the Health and Safety at Work Act 1974, CDM 2015, Environmental Permitting Regulations, Wildlife & Countryside Act, and other relevant statutory instruments., • Manage environmental compliance obligations on construction sites and operational assets, including habitat protection, noise and dust control, water management, waste management, and species protection requirements under planning consent and Environmental Permits., • Lead the discharge of environmental planning conditions and coordination with the Environment Agency, Natural England, NatureScot, NRW, and local planning authorities as required., • Interface with the Development and Planning teams to review environmental impact assessments, support consenting activities, and ensure HSE considerations are embedded in early-stage project design., • Manage relationships with the Health and Safety Executive (HSE), Environment Agency, and other regulatory bodies, acting as the primary point of contact for statutory notifications (F10), enforcement matters, and regulatory enquiries., • Develop and deliver HSE training and competency frameworks for in-house staff at all levels, ensuring teams are appropriately qualified, trained, and aware of their duties., • Provide regular, accurate HSE reporting to the Board and senior management, including leading and lagging indicators, incident statistics, regulatory compliance status, and trend analysis., • Build and lead a small team of HSE professionals as the business scales, fostering a culture of high performance, integrity, and continuous improvement. Requirements • 10+ years of experience in health, safety, and environmental management, with at least 5 years in a senior leadership role within the UK renewable energy, power generation, or broader infrastructure sector., • Demonstrated experience managing HSE across the full lifecycle of utility-scale solar, onshore wind, and/or BESS projects, from development and consenting through construction and into operations., • Expert knowledge of CDM 2015, with proven experience as Principal Designer and/or Principal Contractor, including preparation of pre-construction information, Health & Safety Files, and Construction Phase Plans., • Strong working knowledge of UK health, safety, and environmental legislation, including HSWA 1974, Environmental Permitting Regulations, Wildlife & Countryside Act 1981, and the requirements of the Environment Agency, Natural England, NatureScot, and NRW., • Experience managing environmental compliance on large infrastructure construction sites, including CEMPs, habitat and species protection measures, environmental monitoring, and planning condition discharge., • Proven track record of managing and auditing contractor HSE performance, including conducting site inspections, reviewing RAMS, and driving behavioural safety improvements across supply chains., • Demonstrated experience in incident investigation and root cause analysis, with the ability to translate findings into lasting improvements across complex, multisite operations., • Strong knowledge of electrical safety in HV/LV construction environments, including safe systems of work for grid connection, substation, and power plant construction activities., • NEBOSH Diploma in Occupational Health and Safety (or equivalent) is essential. NEBOSH Environmental Certificate or a relevant environmental qualification is highly desirable., • Chartered membership of IOSH (CMIOSH) is strongly preferred. Membership of IEMA or an equivalent environmental body is desirable., • Excellent leadership, communication, and influencing skills, with the ability to build a positive safety culture and engage credibly with site operatives, senior executives, and regulatory bodies alike., • Strong commercial awareness, with experience contributing to HSE aspects of contract management, tender evaluation, and project governance., • Willingness to spend regular time on project sites across the UK, with the flexibility to respond promptly to incidents or regulatory matters as they arise., • A proactive and collaborative approach, with the drive to build a best-in-class HSE function in a growing, ambitious business
