• Job Type: Officer of Administration, • Bargaining Unit:, • Regular/Temporary: Regular, • End Date if Temporary:, • Hours Per Week: 35, • Standard Work Schedule: Core business hours Monday-Friday, schedules vary, • Building: The Human Resources Manager will perform a broad range of human resources and academic affairs functions in support of the FPO's mission to lead in the discovery, prevention, diagnosis, and treatment of disease while delivering outstanding care to all. Responsibilities General • Ensure highest standards of HR service delivery across the employee life cycle across multiple employee classifications, including: talent acquisition, development, and engagement/retention; HR compliance; employee relations; and performance management in alignment with the FPO's business objectives and University policies., • Foster and maintain positive working relationships and proactive communication with key stakeholders, including employees, leadership, Payroll, Service Corp, International Students and Scholars Office, the Office of Faculty Affairs, and Central HR., • Maintain and expand knowledge and understanding of existing and proposed University, local, and national policies/laws/regulations affecting human resources management., • Work with HR team members to manage the talent sourcing/recruitment, selection, and onboarding process for all applicants and finalists for University Officers of administration, Officers of Instruction, Clinical Provider Group, Service Corp, and Temporary staff in coordination with Departmental best practices and Institutional standards., • Manage employee personnel change processes, including new-hire/appointment, reappointment, termination, as well as benefits administration and requests for leaves of absence, workers' compensation, unemployment, and other related transactions; ensuring procedural efficiency while adhering to University and Service Corp policy., • Ensure timekeeping is entered accurately and approved in accordance with appropriate deadlines and establish a system for tracking and communicating leave time accruals and balances, as appropriate., • Assist in recruitment strategy development, interviewing, and staffing needs assessments., • Support and provide guidance to management and staff on employee relations concerns in addition to HR programs and initiatives, troubleshooting concerns, and escalating up to the supervisor as appropriate for assigned employee populations across the University and associated vendors., • Facilitate and mediate between management and staff in regard to conflict resolution, individual and team interventions, performance improvement plans, and remedial performance measures., • Prepare and send appropriate correspondence in support of training initiatives for the FPO. Partner with the supervisor to identify compliance gaps and recommend necessary training to support compliance as needed., • Develop, prepare, generate, and analyze ad-hoc special reports pertaining to staffing levels and vacancy rate, compensation equity, applicant tracking, turnover, and additional data points as requested., • Manage and maintain employees' personnel files, including performance management, recruitment, administrative transactions, Title IX, and other required compliance training, etc., • Manage all new hire and/or exit documents to ensure timely and accurate activation/deactivation in all Columbia systems., • Maintain records of FPO organizational charts, as directed., • Provides coverage for FPOHR generalists as needed. Minimum Qualifications • Bachelor's degree in business administration/human resources or related field required., • Minimum of 4 years of experience in Human Resources, with emphasis on employee relations, leave management, and prior recruitment experience., • An equivalent experience of education, training, and experience may be considered., • Demonstrated competency in employee relations, performance management, employee engagement, and change management., • Excellent communication skills, the ability to negotiate and influence others, and work collaboratively with a culturally diverse staff., • Must have the ability to handle highly confidential information and materials, demonstrating tact and sensitivity in stressful situations., • Must promote and demonstrate a high level of integrity, accountability, and dedication to the core values of the FPO organization., • Must be a motivated individual with a positive and exceptional work ethic., • Must demonstrate intermediate proficiency in computer systems, including the use of spreadsheets., • May need to occasionally travel to ColumbiaDoctors practice locations to perform the scope of duties., • HR professional certification strongly preferred (i.e., SHRM-CP, SHRMP-SCP, CHHR, HRCI, PHR)., • Experience in healthcare and/or academic environment preferred., • PeopleSoft proficiency preferred., • Previous Columbia University experience desired.
