Serco supports the Navy as prime for their Amphibious Assault & Connectors Program. This position is for a Hull Mechanical & Electrical (HM&E) Systems specialist in the test division for the US Navy's Ship to Shore Connector (SSC) Program Office, East New Orleans. This position reports to the SSC Test Officer/Director. Responsibilities include assisting in the coordination of tests, milestones, and trials requirements and functional support needed to execute the ship build to test plan and milestone management for the government as well as witnessing testing on board craft under construction. Provides support to the PMS 317 SSC Ship Test Program on the waterfront. In this role you will: * Coordinates, reviews, evaluates and resolves complex engineering issues prepared by the shipbuilder, government contractor organizations or the government design agent to assure the SSC mechanical systems (Gas Turbine Engines, Propulsion Drive Train, Hydraulic and Lube Oil Systems, Control Surface Actuators, etc.) are installed and tested in accordance with the applicable test plan. This includes resolving system engineering, installation, testing and operational issues and supporting special event testing to proof system functionality and to resolve unique problems. The incumbent is required to witness testing dockside and on sea trials. * Observes equipment and system performance. Documents deficiencies. * Resolves deficiencies or provides expert recommendation to the Test Director to assist in resolution. * Provides waterfront support to the various project offices in the resolution of engineeringand testing problems. * Conducts and/or witnesses testing as requested by other SUPSHIP Departments or Naval activities. * Reviews detail design drawings, shipboard system diagrams, vendor drawings, calculations,test procedures/reports, technical manuals, and purchase technical documents to ensurespecification compliance, good engineering practice, and completeness of documentation. * Reviews contract drawings, Government Furnished Information (GFI), Engineering ChangeRequests/Proposals, and other Government data and correspondence for completeness,technical accuracy, conflicts in direction and usefulness to the shipbuilder or detail designcontractor. * Coordinate with engineers and other testing personnel to prepare scopes to implementtechnical FMRs and provide assistance as requested to develop Engineering ChangeProposals (ECPs), such as providing comments and impacts to change proposals. * Recommends changes to design build specifications, which would result in better-designedships at lower costs. * Assists the Test Director in quantifying financial impact of these actionsand ensures contractual implementation. Provides technical insight within the ECP processto ensure processes are in place and monitored to ensure the technical adequacy ofengineering review. * Aide in the coordination of testing milestones, ship construction test, certification and trialand delivery efforts. * Assist the Test Director during Builder's Trial (BT) and Acceptance Trials (AT) to provideoverall coordination and management of the trials. * Review and analyze long-range tests, trials and budgetary plans to ensure that all programrequirements are accounted for and that information is consistent with the budgetaryprocedures and guidelines. * Help to develop and maintain a Test/Trial/Delivery Sequential Events Schedule and executeit for BT, AT and Delivery of the ship. * Act as a member of the Trial Readiness Review Board for determining and reporting trialreadiness. * Assist in implementing the Ship Test Management Plan (STMP). * Assist in the implementation of the Build to Test and Ship Test Program at the shipbuilder'ssite. * Anticipate major problems, recognize future needs and assist in the development ofpolicies, standards, procedures, and instructions for carrying out the Total Ship TestProgram (TSTP).n. Report hardware/software problems/issues resulting from milestone management andtesting to the cognizant personnel to effect corrective action. * Track and review the status of shipbuilder and government furnished Test Procedure (TPs),Test Problem Reports (TPRs) and Test Change Proposal (TCPs) and coordinate with theappropriate In-Service Engineering Agent (ISEA) and other government agencies to ensuretechnical accuracy. * Conduct a simulated Inspection and Survey (INSURV) trial during BTs and act as INSURVcounterparts during ATs. * Under the cognizance of the SUPSHIP Gulf Coast assist in the implementation of the trialdeficiency management system in performance of normal responsible SUPSHIP work. * Aidein the sea trial and trial deficiency management support. * Coordinate and track responsible Shipbuilder and Government certifications. Keep the TestDirector advised as to the status of all certifications being tracked and managed. * In the absence of the Test Director, Chair the On-site Test Task Group (TTG). * In the absence of the Test Director, Chair the On-site Computer Program ConfigurationControl Board (OSCPCCB). * Interact between the test organization and other organizations including SUPHIP matrixorganizations, NAVSEA tech codes and the shipbuilder. * Review Area Coordinator's input and prepare/provide input to the Weekly Test Reports tothe Test Director regarding all aspects of the Ship Systems test activity includingidentification and resolution of test related problems and concerns to avoid test programdelays at the waterfront. * Support the activities of assigned on-site Naval Surface Warfare Center (NSWC) PortHueneme Division (PHD) and Naval Surface Warfare Center Carderock Division Ship SystemsEngineering Station (NSWCCD-SSES) representatives and activities of on-call test and trialssupport personnel.\ * Conduct periodic visits to test facilities and COSAL warehouse (Michoud) to verify properstorage and maintenance of GFE and CFE. * Participate in resolving contract issues associated with systems engineering processes andproducts. Review, evaluate and implement or answer Pre Engineering Change Proposals(PECPs), Engineering Change Proposals (ECPs), Condition Reports, Requests forWaivers/deviations, Specification Change Notices and other technical documentation asrequired to assure that the scope of the work envisioned reflects the intent of the changeand meets contract performance requirements..
