We empower people to break the cycles of homelessness, welfare dependency, substance abuse, and incarceration through innovative work and housing programs. The Doe Fund seeks a Program Director to lead and oversee the implementation of the NYC Department of Environmental Protection (DEP) Green Infrastructure Workforce Program, a $1.5 million annual initiative to maintain over 1,035 rain gardens across East New York and Ozone Park. This initiative integrates environmental stewardship with workforce development, offering transitional employment and career training to individuals facing employment barriers. This role requires a leader with expertise in workforce development, green infrastructure, and large-scale field operations, with the ability to manage a mixed seasonal and year-round workforce while ensuring project efficiency and compliance. RESPONSIBILITIES: • Program Leadership and Workforce Management, • Oversee the recruitment, hiring, and training of program staff, including a Field Operations Manager, Field Supervisors (year-round), and Crew Members (seasonal and year-round)., • Manage seasonal workforce transitions, ensuring efficient onboarding and scheduling as summer and winter crews cycle in and out., • Ensure that year-round Field Supervisors provide continuity and ongoing leadership for seasonal staff rotations., • Develop and implement an operational framework that integrates DEP green infrastructure maintenance best practices with workforce training models., • Oversee program scalability and long-term sustainability, leveraging lessons learned from prior workforce initiatives.Operational Oversight and Compliance, • Ensure contractual compliance with DEP and other regulatory agencies, meeting all performance benchmarks, reporting requirements, and safety standards., • Develop and oversee quality control measures to ensure the maintenance of rain gardens meets DEP specifications., • Coordinate with the Field Operations Manager to optimize work schedules for both peak-season and off-season staffing., • Implement a data-driven approach to track maintenance work, workforce training progress, and overall program impact.Stakeholder Collaboration and Community Engagement, • Serve as the primary liaison between The Doe Fund and NYC DEP, ensuring strong communication and alignment of program goals., • Build and maintain partnerships with community organizations, environmental advocacy groups, and workforce development stakeholders., • Represent the program at public events, conferences, and stakeholder meetings to advocate for green workforce initiatives., • Work with The Doe Fund’s External Affairs team to promote the program’s impact through media and community outreach.Funding and Budget Management, • Oversee the program’s $1.5M annual budget, ensuring cost-effective allocation of resources., • Ensure financial accountability, budget forecasting, and compliance with grant or contract requirements. QUALIFICATIONS: * • Bachelor’s degree in a relevant field preferred (Environmental Science, Biology, Urban Planning, Public Administration, Workforce Development, or related field)., • Minimum 5+ years of experience in program management, workforce development, green infrastructure, or municipal contract administration., • Proven track record of managing large-scale maintenance or operations teams, including seasonal and year-round workforce transitions., • Experience with government contracts, including reporting, compliance, and performance tracking., • Strong knowledge of green infrastructure, horticulture, or public space maintenance., • Excellent leadership and team management skills, with the ability to oversee field-based crews and operational staff., • Strong analytical skills, including experience using data to drive decision-making and program improvements., • Ability to engage with government agencies, funders, and community stakeholders., • Exceptional communication and problem-solving skills.
