Job Description Director of Workforce Expansion and Development ABC Institute Apprenticeship College Position Summary Reporting directly to the Chief Operating Officer, the Director of Education serves as the senior leader responsible for ensuring the academic integrity, regulatory compliance, and operational excellence of ABC Institute’s statewide apprenticeship and education programs. This position combines strategic oversight with hands-on management of educational operations, including instructor payroll, expense verification, and regulatory reporting. The Director safeguards fiscal integrity, data accuracy, and adherence to all federal, state, and local standards governing apprenticeship and workforce education. As the chief architect of compliance and academic delivery, the Director leads instructors, coordinators, and support staff to maintain quality, consistency, and accountability across ten campuses statewide. This role partners closely with the Directors of Student Affairs and Business Development to ensure ABC Institute continues to expand its reach and uphold its reputation as Florida’s premier construction education provider. Key Responsibilities Regulatory Compliance & Reporting • Serve as the institutional compliance officer for all academic and training operations statewide., • Ensure full compliance with FDOE, U.S. Department of Labor, LEA, and other regulatory standards., • Develop, maintain, and publish annual compliance calendars, reporting deadlines, and audit documentation., • Prepare and submit required filings, student counts, and performance data with accuracy and timeliness., • Monitor evolving state and federal regulations and advise leadership on policy implications., • Oversee the development, maintenance, and continuous improvement of all pre-apprenticeship, apprenticeship, and continuing education curricula., • Establish and track KPIs for classroom and lab performance, instructor retention, and student outcomes., • Implement systems to monitor and improve educational delivery, attendance, and completion rates., • Manage classroom resources, scheduling, and technology integration to ensure optimal learning environments., • Recruit, hire, and onboard instructors and coordinators across all training locations., • Lead and hold accountable a statewide team for quality instruction, compliance documentation, and student engagement., • Conduct performance evaluations based on measurable criteria and provide ongoing coaching for professional growth., • Review and authorize instructor payroll, staff reimbursements, and academic budgets to ensure accuracy, integrity, and fraud prevention., • Oversee the collection and management of educational and financial data required for grants, compliance reports, and board submissions., • Manage portions of the institutional budget related to academics, recommending adjustments based on performance and need., • Lead the structured implementation of classroom and lab technologies, including virtual reality, new training equipment, and modernized testing tools., • Develop processes, checklists, and standard operating procedures that foster efficiency, scalability, and accountability., • Use data analytics and employer feedback to refine curricula and strengthen student and apprentice retention., • Serve as a key liaison between academic operations, business development, and member employers., • Solicit and analyze employer and student feedback regarding curriculum, lab exercises, and communication quality., • Provide programmatic leadership updates and performance reports to the COO and the ABCI Board of Directors., • Minimum of 5 years of professional experience managing teams and programs within education, training, or workforce development., • Demonstrated success in regulatory compliance, reporting, and audit preparation., • Proven ability to lead people in daily operational activities with attention to precision and accountability., • Experience overseeing payroll, budgets, and financial controls to prevent discrepancies and maintain integrity., • Highly organized, able to manage multiple initiatives and competing deadlines., • Proficient in Microsoft Office and database management systems., • Bilingual (English/Spanish) strongly preferred; effective communicator across all levels of industry and education., • Prior experience with education or nonprofit organizations preferred.
