This position is responsible for establishing, implementing, and monitoring all management policies and procedures to be followed by staff in all aspects of housing programs administered by CH, as well as capital improvements, resident services and information technology related to such programming. The COO will assist the CEO in planning, developing, and promoting Columbia Housing's programs and coordinate activities with local, state, and federal government agencies. Assist the CEO in ensuring effective fiscal management of Columbia Housing and provide leadership and guidance to the Finance Department through the assumption of the duties of the Chief Financial Officer. All activities must support Columbia Housing’s (“CH”) mission, strategic goals, and objectives. Essential Duties and Responsibilities The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed. Agency Leadership and Operations • Assist the CEO in the effective administration of CH and in reporting to and maintaining effective relationships with the City, County, Congressional offices, Board of Commission, and a variety of community organizations. May Make verbal reports and presentations to the Board of Commission and other bodies. Prepares reports resolutions for Commission review and approval., • In the absence of the CEO, assumes full management of the agency and services., • Assists in the development and administration of the annual agency plan and the five-year capital fund planning processes., • Establish operational goals, performance standards, staffing levels, and service delivery models. Monitor property performance, budgets, and capital activities; implement corrective actions as needed. Evaluate operational efficiency and allocate resources to improve outcomes., • Oversees the day-to-day accounting processes for CH, including the timely and accurate processing of accounts payable, accounts receivable, payroll, and the establishment and maintenance of internal controls., • Ensures accounting and financial systems are maintained in accordance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and HUD regulations., • Directs budgeting and cost controls, financial analysis, accounting practices, and ensures timely financial and statistical reports for management and Board of Commissioners use. Analyzes and interprets budget to actual financial data., • Manages annual planning and budgeting for CH and its affiliates, develops financial forecasts and cash flow projections to ensure availability of funds for CH’s programs, general operations and long-term stability and capital improvements., • Coordinates compliance and financial reviews and timely audits; serves as primary contact with auditors by providing required information, coordinating documentation needed from other staff, reviewing draft and final audited financial statements and reports, and transmitting reports to all authoritative agencies., • Ensures the accurate processing of the month-end close for multiple properties, including analysis of accounts receivable and forecast billing prior to closing for corrections; posting of related journal entries from the closing of CH's general ledgers, year-end financial statements, preparation of 1099s for HCV landlords and accounts payable., • Oversees HCV financial activities, including monthly HAP runs, VMS, and program budget utilization month-end close, and prepares checks., • Manages the submission of the yearly Operating Subsidy request to HUD. Prepares and submits monthly Mixed Finance Operating Subsidy payment requests and Capital Fund budget development., • Performs reconciliations and draws of HUD grants. Coordinates FSS/ROSS grant usage and projections by expiration date and HUD yearly reporting requirements., • Manages setup, testing, and implementation of financial software. Leadership: Provides direction by clearly and effectively setting course of action for department and subordinates; manages performance by providing regular feedback and reinforcement to subordinates. Job Competencies • Program & Regulatory Knowledge: Strong knowledge of HUD housing programs, including Public Housing, Capital Fund, Operating Subsidy, HCV, RAD, LIHTC, rental transaction procedures, and applicable federal, state, and local laws, regulations, and CH policies. Experience and knowledge of PHA Accounting regulations, GASB and GAAP accounting standards., • Operational & Technical Skills: Ability to plan, organize, develop, and evaluate operational and management programs; proficient in office technology, data management, and standard administrative systems., • Leadership & Performance Management: Ability to hire, supervise, evaluate, delegate, and develop staff; establish objectives, monitor performance, and implement corrective actions., • Professional Judgment & Relationships: Demonstrates sound judgment, discretion, and confidentiality; effectively communicates and builds productive relationships with residents, staff, partners, vendors, and government officials across diverse backgrounds. Education and/or Experience Bachelor’s degree in urban planning, Business Administration, Real Estate, Finance, or a related field and five (5) years of increasingly responsible experience in the general administration of affordable housing, real estate finance, and/or real property acquisitions. A minimum of two (2) years in a supervisory capacity required. Master’s Degree preferred. An equivalent combination of education and experience may be considered. A valid South Carolina driver’s license is required and the ability to be insurable under CH’s automobile insurance plan at the standard rate. Technical Skills The employee should have strong computer skills (e.g. MS Word, Excel, PowerPoint, and Outlook). Must have the ability to learn other computer software programs as required by assigned tasks.
