Job DescriptionDescription: GENERAL SUMMARY Manages apartment community by performing the following duties personally or through subordinates. The Leasing Specialist is responsible for the physical and electronic maintenance of all documentation and execution of the leasing process and regulatory compliance, in keeping with the site goals and in compliance with federal, state, and local regulations, company policies, procedures and the Tenant Selection Plan. REQUIRED DUTIES Leasing • Receive/answer inquiries (e.g. Phone, walk-in, e-mail), • Conducts preliminary and secondary screenings of prospects and applicants, • Shows available units and services the property offers, • Refers prospects to other properties when site vacancies are unavailable, • Conducts in-person interviews, • Adhere to the Tenant Selection Plan (TSP), • Follow all specified guidelines within the company’s Tenant Selection Plan (e.g. documentation, preferences, maintaining waitlists), • Coordinate unit inspections with housing authorities as needed, • Schedules appointments, gives information to callers, composes and types correspondence, reads and handles incoming mail, files, applications, • Completes required documents for background checks on incoming applicants, • Maintains property documents and records, • Responds to agency inspections (if applicable), • Maintains property computer accounts and records, • Prepares vacancy, collection, turnover, and other statistical reports, • Update, purge, maintain, audit perspective applications annually, • Maintains office appearance, • Responds to and documents applicant grievances, incidents of injury, and requests for services., • Inspects property & units prior to leasing, • Schedule unit lead inspections, • Informs incoming residents of initial rents/deposits in accordance with terms of lease agreement, • Explains new resident orientation and move-in procedures, • Introduces residents to the appropriate Building Coordinator and RSC for RSC program introduction, • Controls vacancy downtime (e.g. unit turnovers, viable resident candidates, monitor vacancy list/waitlist), • Ensures posting of all licenses and notices required by local, state and federal jurisdiction, • Understands all laws and ordinances pertaining to property operations and staff supervision, • Travel to/from other buildings and outside agencies, • Participates in Hearings with Rhode Island Housing, • Collaborate with outside agencies (e.g. all Housing Authorities, VA services), • Contributing to other areas as needed to support our organization's values and long-term success, • Provide support for recertifications at various locations, • Provide on-site coverage for emergencies/crisis/turnover of staff situations as needed Requirements: • EDUCATION High school diploma or general education degree (GED); or twelve months related experience and/or training; or equivalent combination of education and experience., • EXPERIENCE Prior experience with Low Income Housing Tax Credits, Section 8 or similar affordable housing programs. Experience with leasing and unit tours. Thorough comprehension of Fair Housing Laws. Strong organizational, analytical, and problem-solving skills. Excellent verbal and written communication skills. Knowledge of RealPage products preferred., • LANGUAGE SKILLS Bilingual (English/Spanish) preferred - Ability to read, analyze, and interpret common technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to effectively present information to top management, public groups, and/or resident groups., • MATHEMATICAL SKILLS Proficient understanding of basic math concepts. Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percentage and to draw and interpret bar graphs., • REASONING ABILITY Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions and deal with several abstract and concrete variables., • CERTIFICATES, LICENSES, REGISTRATIONS Certified Occupancy Specialist or equivalent. Certificate in tax credit compliance. Certified Fair Housing manager., • CRIMINAL BACKGROUND Local, state and federal Background Criminal Investigations (BCI checks) must validate no history of criminal activity., • ATTENDANCE Regular and reliable attendance is an essential function of this position, • PHYSICAL DEMANDS The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job., • While performing the duties of this job, the employee is frequently required to walk; sit; use hands to finger, handle, or feet; and talk or hear.
