The Department of Community and Human Services (DCHS) Finance Section is looking for an enthusiastic, skilled, knowledgeable, and team player to collaboratively lead all financial activities in support of the King County Integrated Care Network (KCICN). The KCICN Finance Team is part of the Behavioral Health and Recovery Division (BHRD) Finance Team and is responsible for all KCICN financial analysis and reporting. It is also the primary KCICN fiscal system, process and project advisor to the BHRD division and DCHS department. The KCICN Finance Manager (Strategic Planning Manager I) reports to the BHRD Finance Manager (Finance and Administrative Services Manager/Strategist) and is responsible for leading both the strategic direction and operations of the KCICN Finance Team. This position works closely with the Financial Services Administrator and advises on all KCICN fiscal policy. This position is also the lead KCICN financial advisor to the KCICN and BHRD leadership team. To be considered minimally qualified applicant must demonstrate a background that provides the knowledge, skills and ability to: • Manage and supervise the KCICN Finance Team, responsible for analyzing, evaluating, and reporting all KCICN financials including setting behavioral health provider rates, profit & loss statements, KCICN invoice processes and reconciliation., • Set Medicaid fiscal policy for the KCICN in conjunction with the division finance manager, department chief financial officer, and BHRD division leadership., • Develop and manage the Medicaid operating budget of more than $750 million per biennium, including financial planning and outlook, interpreting state caseload forecast council data, and leading fiscal impact analysis for proposed and/or enacted federal, state, and local legislation., • Develop Medicaid revenue projections, analyze funding options and recommend rate increases for all DCHS programs, not just Medicaid., • Oversee all work products, deliverables, and employee performance of the KCICN Finance Team., • Represent the DCHS Finance Section to key KCICN partners and committees, including the KCICN Executive Team and DCHS Leadership as well as external partners, including the Health Care Authority, Managed Care Organizations (MCO), and community partners and providers., • May provide testimony on behalf of the department or division before elected officials and may be a spokesman for fund and rate issues., • Negotiate the fiscal components of complex legal agreements on behalf of the KCICN, including contracts with each of the state awarded Managed Care Organizations (MCO), • Identify and assess Medicaid projects and systems requirements; provide strategic advice and participate in development of strategic direction for the BHRD division and DCHS department., • DCHS Finance section expert on the development of behavioral health provider rates and HCA Medicaid behavioral health rates (both capitated and fee for service rates), • Core member of the KCICN Finance Committee, providing strategic direction and leadership in conjunction with other KCICN leaders, and BHRD fiscal Mgr. as to policy and direction), • Responsible for integrating KCICN financial information into the Behavioral Health fund, including budgeting and financial monitoring., • Exceptional communicator in written, verbal and presentation forms, particularly with the ability to clearly explain very complex financial information, • Coordinate, interpret and implement federal, state, county and local laws, policies and procedures primarily related to Medicaid funding., • Evaluate fiscal processes for efficiency and work with fiscal and program staff to implement changes as needed for continuous improvement., • Assist with department-wide financial management as needed., • Other duties as assigned. WE ARE LOOKING FOR CANDIDATES WHO HAVE: • Bachelor's degree in accounting, finance, business administration and/or equivalent education and experience, • Enthusiastic with proven positive track record in dealing with and communicating with multiple stakeholders., • Eight to ten years' experience with Medicaid funds and Medicaid programs., • Experience with mental health/behavioral health industry., • Advanced knowledge of budgeting, finance, managerial and financial accounting., • Advanced knowledge of analytical and management systems., • Advanced knowledge of financial information systems., • Knowledge and experience with Generally Accepted Accounting Principles (GAAP)., • Knowledge of human service programs, funding sources, policies, and requirements., • Excellent communication skills, both verbal and written., • Experience processing and reconciling complex financial transactions., • Intermediate/advanced Microsoft Excel skills., • Knowledge of KCICN and Medicaid as it relates to King County., • Knowledge of MCO's and Provider network. DESIRED QUALIFICATIONS:, • Master's degree in accounting, finance, business administration and/or equivalent education and experience, • Knowledge of contract administration., • Knowledge of county programs, funding sources, policies, and requirements, • Five to Seven years supervisory experience, • Five to Seven experience with and knowledge of Managed Care Organizations, • Bachelor's degree in accounting, finance, business administration and/or equivalent education and experience, • Experience with Oracle/EBS, Hyperion, Oracle, and Tableau reporting systemsADDITIONAL POSITION INFORMATION:, • This position has been designated Non-Mission Critical.
