Job Description SUMMARY The Regional Sales Manager is responsible for the quality and profitability of the Bank’s Small Business Administration (“SBA”) loan portfolio. Assist in the development and monitoring of loan policies and procedures as it relates to SBA activities. Has an advanced working knowledge of SBA loan programs. May be asked to oversee the underwriting of conventional commercial and industrial credits, construction, or other types of credit transactions from time to time. Ensures compliance with established Bank policies and procedures. Demonstrates knowledge of, adherence to, monitoring and responsibility for compliance with state and federal regulations and laws as they pertain to this position including but not limited to the following: GLBA (Gramm-Leach-Bliley Act), Regulation Z (Truth in Lending Act), Regulation DD (Truth in Savings Act) Regulation B (Equal Credit Opportunity Act), Dodd–Frank Wall Street Reform and Consumer Protection Act (Dodd Frank Act), Elder Abuse Laws, Bank Secrecy Act in conjunction with the USA PATRIOT Act, Anti-Money Laundering and Customer Information Program, Right to Financial Privacy Act (state and federal) and Community Reinvestment Act. REQUIRED DUTIES 1. Manage budgeting, loan productions and personnel for multiple regions assigned by the Chief SBA Lending Officer, 2. Assist the Chief SBA Lending Officer in annual budgeting and goal setting, 3. Manage the regional/LPO budget to ensure that production goals are achieved, 4. Develop and implement marketing activities within the budgetary constraints established by supervisor, 5. Generate new business through prospecting, outside calling, networking and referrals, 6. Work to foster new and expand existing customer relationships through cross-selling products and services, 7. Conduct site visits, meetings, and interviews with borrowers and referral sources, 8. Identify, collect, and analyze relevant information to assess credit risk, 9. Conduct financial and repayment analysis with a focus on cash flow to assess and identify a borrower’s repayment ability, 10. Responsible for all phases of the process to include: lead generation and sourcing, initial analysis and submission of requested documents to underwriting and closing staff, adherence to all Bank loan policies/procedures., 11. Actively participate in local SBA district functions with assigned marketing area., 12. Maintain and applies a thorough understanding of the bank's credit policy, SBA eligibility and all necessary business practices to ensure the submission of accurate and complete loan application packages. Ensure all loans comply with regulatory requirements, 13. Generate loans that maintain an acceptable level of performance., 14. Assist external departments within the Bank with any requested servicing action within assigned marketing area., 15. Assist with various projects and other operational duties. Work collaboratively with others to help support and achieve the overall goals of the Division, 16. Develop and implement sales, process, pricing and credit strategies to grow a sound portfolio, develop competitive advantages, and optimize profitability of the business unit., 17. Respond to inquiries or refer inquiries to the appropriate department or person, and exhibiting the necessary follow through with customers and/or staff involved., 18. Provide supervision and support to all areas of the department where service or assistance is needed; oversees activities of assigned department personnel; opens and closes the department., 19. Monitor staff in daily tasks, operations and quality control; ensures the organization of assigned areas of the department, coordinating available resources (e.g., staff, materials, etc.) for maximum results., 20. Assume responsibility for special projects; gathers data and prepares reports for Senior Management, audits and other personnel., 21. Play a positive role in the development and growth of assigned department staff through excellent communication skills, both verbal and written, along with strong delegation skills assuring a highly cross-trained staff., 22. Perform personnel actions including performance appraisals, disciplinary actions, and interviewing candidates for employment; supervises the daily activities of the department including, but not limited to, effective delegation of assignments, developing work schedules and providing necessary training., 23. MINIMUM REQUIREMENTS These specifications are general guidelines based on the minimum experience normally considered essential to the satisfactory performance of this position. Individual abilities may result in some deviation from these guidelines. • Bachelor’s degree (BA) or equivalent of 10+ years related experience and/or training; or the equivalent combination of education and experience. Work related experience should consist of a financial analyzing or lending background. Educational experience, through in-house training sessions, formal school or financial industry related curriculum, should be business or financial industry related., • Advanced experience, knowledge and training in financial statement and tax return analysis typically resulting from a combination of education in accounting, financial and/or credit analysis or related areas., • Advanced experience, knowledge and training in all lending activities and terminology., • Advanced knowledge of commercial, construction, real estate and consumer loan processing., • Ability to lead less experienced loan officers and other staff members as assigned., • Advanced knowledge of related state and federal lending and compliance regulations, and other Bank lending policies., • Ability to develop marketing and business development skills with customers., • Basic knowledge of branch operation procedures, Company products and services., • Ability to read, analyze and interpret general business periodicals, professional journals, and technical procedures., • Basic knowledge of human resource labor laws and policies., • Intermediate skills in computer terminal and personal computer operation; mainframe computer system; word processing and spreadsheet software programs., • Intermediate typing skills to meet production needs of the position., • Advanced math skills; ability to calculate interest, commissions, proportions, and percentages; balance accounts; add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals; locate routine mathematical errors; compute rate, ratio and percent, including the drafting and interpretation of bar graphs., • Exceptional verbal, written and interpersonal communication skills, with the ability to apply common sense to carry out instructions and instruct others, train personnel, write reports, correspondence and procedures, and speak clearly to customers and employees., • Thorough understanding of management procedures; ability to plan department or Company activities (setting objectives, developing strategies, budgeting, and developing policies and procedures); initiative to organize various functions necessary to accomplish department or Company activities; effectively staff (selecting, training and developing employees); directing employees towards the desired objectives (delegating, motivating, resolving problems); controlling the function (developing performance standards, measuring results, taking corrective action and rewarding employees as appropriate)., • Ability to deal with complex problems involving multiple facets and variables in non-standardized situations., • Ability to work with no supervision while performing duties., • Current driver’s license and a vehicle with appropriate insurance coverage if required to drive in the course of performing assigned duties and responsibilities. Pay $95,000 - $158,000 per year. The salary reflects the full, reasonably expected salary range for this position. Salary is based on the candidate’s current experience, education, skills, and abilities related to the position. Successful candidates may be eligible for bonus, stock, commissions, and incentives at the Company’s sole discretion.
