Wage/Salary Range: $120k Applicants will be notified via phone or email within ten (10) business days of submittal. Essential Duties & Responsibilities · Recruitment and Staffing — Developing and executing long-range recruitment plans to fill vacancies (a persistent challenge in corrections). This includes requesting eligible candidate lists, scheduling interviews, processing background checks/security clearances, and using specialized systems. Turnover is high, so aggressive outreach, job fairs, and targeted advertising for correctional roles are common. · Employee Relations and Labor Management — Handling grievances, disciplinary actions, union negotiations and conflict resolution in a high-stress environment where morale issues, mandatory overtime, and safety concerns are frequent. · Training and Employee Development — Coordinating mandatory for HR related topics. Overseeing employee development programs and advising on training needs assessments. · Benefits, Payroll, and Compliance — Administering leave (including FMLA, workers' comp for injuries), retirement/pension programs, health benefits, and ensuring adherence to federal/state labor laws, plus detention-specific regulations. · Performance Management — Overseeing evaluations, promotions, and succession planning in a hierarchical, paramilitary structure. · Diversity, Safety, and Wellness Initiatives — Addressing burnout, PTSD/secondary trauma, workplace violence risks, and retention strategies amid dangerous and demanding conditions. · Advisory Role — Serving as chief advisor to the Facility Administrator on HR matters, workforce planning, and crisis response (e.g., staffing shortages during incidents or pandemics). Required (Minimum Necessary) Qualifications · Education Requirements: Bachelor’s degree or better in related field • Level of Experience Requirements: 10 Years specifically in Human Resource Manager position, • Not currently employed by federal agency/active-duty military Knowledge, Skills, Abilities, and Other Characteristics • Knowledge of employment labor laws, legal codes, court procedures, precedents, Government regulations, executive orders, agency rules and the democratic political process, • Knowledge of business and management principles involved in planning resource allocation, HR Modeling, leadership technique, productions methods and coordination of people and resources, • Ability to combine pieces of information to form general rules or conclusions (including finding a relationship among seemingly unrelated events), • Knowledge of principles and processes for providing customer and personal services (i.e., customer needs assessment, meeting quality standards for services and evaluation of customer satisfaction), • Ability to monitor/assess performance of self, other individuals and organizations to make improvements or task corrective action, • Ability to identify complex problems and review related information to develop and evaluate options and implement solutions, • Knowledge of principles and processes for personnel recruitment, selection, training, labor relations and negotiation, and personnel information systems, • Knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, and human resources information systems., • Knowledge of principles and processes for providing customer and personal services., • Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, coordination of people and resources, • Ability to speak, read, write and understand English, • Effective communications skills, • Microsoft Office proficiency, • Must have the ability to effectively communicate with other employees., • The ability to apply general rules to specific problems to produce a solution that will work for all employees., • Must be able to discover and see problems that may arise in the corporation or between personnel., • Must have the ability to listen and understand employee concerns and formulate a decision to resolve the issues., • Must maintain a strict level of confidentiality and professional behavior. · N/A Supervisory Responsibilities · This position will have supervisory responsibilities.
