Job Description D'Leon Consulting Engineers is seeking a Resident Engineer in Los Angeles, CA. Responsibilities • Monitor and oversee all on-site construction activities related to taxiway reconstruction, including pavement, grading, drainage, and airfield electrical systems., • Apply advanced knowledge of airfield construction practices, FAA standards, and airport operational constraints to ensure successful project delivery in an active airfield environment., • Ensure all construction activities comply with FAA Advisory Circulars, including AC 150/5370-10, AC 150/5300-13A, and the AC 150/5340 series for airfield lighting, markings, and signage., • Oversee and inspect PCC and HMA paving operations, including subgrade preparation, base installation, jointing, dowel placement, and smoothness testing in accordance with FAA requirements., • Supervise installation and integration of airfield electrical systems, including lighting cans, duct banks, isolation transformers, and circuit cutovers., • Lead daily field coordination with contractors, inspectors, designers, and airport stakeholders to ensure compliance with plans, specifications, and phasing requirements., • Manage complex construction sequencing, including night work operations, tight closure windows, and microphasing typical of taxiway reconstruction projects., • Identify potential field issues early, evaluate impacts to safety, schedule, and operations, and implement timely resolutions in coordination with project stakeholders., • Maintain full awareness of airport operations, including movement and non-movement areas, aircraft taxi patterns, and operational limitations., • Coordinate closely with Airport Operations, Air Traffic Control (ATC), Aircraft Rescue and Fire Fighting (ARFF), and tenants to ensure minimal disruption to ongoing airport activities., • Enforce Construction Safety and Phasing Plans (CSPP) and ensure strict adherence to all airport safety protocols., • Monitor and enforce safety measures including Foreign Object Debris (FOD) control, escorting and badging requirements, airfield driver training, and proper use of barricades, markings, and temporary lighting., • Exercise authority to stop work when unsafe conditions arise and escalate issues appropriately to protect personnel and airport operations., • Maintain accurate and detailed project documentation, including daily reports, quantity tracking, photo logs, and field verification records., • Utilize field management software such as Autodesk Build, PlanGrid, or similar platforms to manage project documentation and workflows., • Administer and track RFIs, submittals, nonconformance reports, and change orders, ensuring timely resolution and proper documentation., • Prepare regular progress reports and communicate project status, risks, and recommendations to the Owner and senior management., • Facilitate coordination meetings with contractors, airport staff, designers, and regulatory agencies., • Evaluate contractor claims and potential change orders for merit and support negotiation and resolution processes., • Anticipate project risks related to schedule, phasing, materials, and airport operations, and proactively develop mitigation strategies., • Balance contractor productivity with operational constraints to ensure both project efficiency and airport safety. Qualifications • Bachelor’s degree in Civil Engineering, Construction Management, or a related field required., • Minimum of 8–12 years of experience in construction management or resident engineering, with a strong emphasis on airfield or airport infrastructure projects., • Demonstrated experience delivering taxiway, runway, or apron reconstruction/rehabilitation projects in active airport environments., • Extensive knowledge of FAA standards and airfield construction requirements., • Proven ability to manage field operations, lead teams, and coordinate with multiple stakeholders in complex, high-pressure environments., • In-depth understanding of airport operations, including movement areas, safety protocols, and operational coordination., • Experience implementing and enforcing Construction Safety and Phasing Plans (CSPP)., • Proficient in construction documentation, reporting, and use of project management/field management software platforms., • Strong problem-solving skills with the ability to make sound decisions under pressure., • Excellent written and verbal communication skills, with the ability to clearly convey technical information and operational impacts.
