Job Description POSITION SUMMARY The Senior Accountant will support the mission, vision, and values of the Logan Heights Community Development Corporation (Logan Heights CDC) and LHCDC Holdings LLC whose mission is to strengthen residents and businesses in Greater Logan Heights neighborhoods through community empowerment, education, economic growth, and housing development. As a member of the Accounting team, the Senior Accountant will plan, organize, control, and direct the financial areas of accounts payable, accounts receivable, benefits, cash management, financial reporting, and payroll. Reporting to the Chief Financial Officer, the Senior Accountant will be responsible for the management of all finance, accounting, and reporting activities. The Senior Accountant administratively supports the accounting operations and interfaces with donors, vendors, and other organizational staff members. The position requires an in-depth knowledge and understanding of generally accepted accounting principles and administrative practices as well as demonstrated knowledge of the New Markets Tax Credit (NMTC) program, including experience with compliance reporting, allocation tracking, and financial statement preparation for Community Development Entities (CDEs) and Qualified Active Low-Income Community Businesses (QALICBs). The work consists of both routine and non-routine administrative accounting work performed using general procedures and processes. ESSENTIAL DUTIES AND RESPONSIBILITIES Accounting Management (50%) • Prepare detailed accounting schedules, reconciliations, and account analyses;, • Verify that program cost allocations are in accordance with policies and procedures;, • Update and maintain the chart of accounts;, • Research and correct accounting discrepancies in accordance with GAAP; and, • Prepare special reports by collecting, analyzing, and summarizing account information. Reconciliation (15%) • Prepare all monthly bank account reconciliations;, • Reconcile any financial discrepancies by collecting and analyzing account information;, • Maintain fixed asset/depreciation, prepaid expenses, and accounts receivable schedules; and, • Other ad hoc reconciliations as required. Payroll/Benefits (5%) • Enter payroll data into the general ledger through journal entries; and, • Prepare and record payroll journal entries in the accounting software. Financial Oversight (10%) • Monitor cash balances and funding sources;, • Manage cash position/liquidity to assure the solid financial condition of Logan Heights CDC and LHCDC Holdings LLC;, • Assist in developing the annual budget and report the actual performance compared to the monthly budget;, • Facilitate annual audit conducted by an independent CPA firm and maintain relationship with audit firm;, • Monitor revenue and expenditures in relation to the Board approved annual budget;, • Prepare and distribute budget to actual reports and monthly financial statements;, • Provide support with any necessary adjustments or corrections;, • Achieve budget objectives by scheduling approved vendor expenditures, recording donor contributions, tracking funding inventory, analyzing variances, and initiating corrective actions; and, • Assist with decision-making regarding capital investments, pricing, contract negotiations, significant costs, benchmarks, and other matters with management and the Chief Financial Officer. Compliance and Reporting (5%) • Comply with federal, state, and local legal requirements by studying existing and new legislation, anticipating future legislation, enforcing adherence to requirements, filing financial and tax reports (THIS SHOULD BE DONE BY THE CPA FIRM), and advising management on needed actions;, • Interact with program directors or other stakeholders to produce timely, efficient, and accurate month-end close and all internal management and financial reporting through annual report;, • Make recommendations for changes and update financial policies and procedures as needed;, • Ensure that all financial organization policies and procedures are followed;, • Establish proper techniques to discover and prevent fraud; and, • Ensure compliance with internal control policies. Audit Coordination (15%) • Facilitate annual audit conducted by an independent CPA firm and maintain relationship with accounting firm;, • Coordinate audit activity;, • Respond to requests from auditors' representatives, grantor organizations, and governmental organizations, including official financial reports and claims;, • Collaborate with and provide supporting documentation to the external auditors to ensure successful audit results and compliance; and, • Perform related duties as assigned. POSITION OVERVIEW The ELOP Site Supervisor coordinates, implements, and assists with the success of the Club sites and classroom instruction. Collects and analyzes achievement data. Maintains a strong connection between the school day and the after-school program. Coordinates and develops learning and enrichment partnerships with community and youth service agencies. Manages the recruitment of Program Leaders and participates in the selection of students for the after-school program. Leads, inspires, trains, and assesses part-time staff. With direction from the Manager or designee, strengthen and align the BGCGSD educational and enrichment programs in accordance with ELOP grant funding guidelines and BGCGSD program requirements and expectations. BUDGET, FINANCE AND REPORTING • Monthly reports must reflect all activities, attendance, and participation, review weekly Group Leader reports, to be included in the weekly report to the Manager., • Work with the admin team in the administration of grant requirements and member participation to satisfy grant requirements; earn all potential grant revenue., • Control Club site expenditures within budgeted allotments (Exception: higher ADA=additional staffing), • Accountable for the proper maintenance of all financial documentation and records in accordance with BGCGSD policy and procedures. 4. OUTREACH AND PROMOTION • Maintain current and active membership in a local service club and/or approved community organization., • Develop and maintain public relations to increase the visibility of programs, services, and activities within the Club and the community., • Participate in meetings with principal/school personnel l to build and maintain relationships with school leadership., • Develop and implement an annual outreach plan that includes details of Club site promotion, • Establish goals for recruitment of program volunteers., • Make a minimum of three (3) presentations about Club services to schools, community groups, or local civic groups., • Develop site-specific information, calendars, and publicized events and submit to Development for posting on the Web site and relevant social media outlets., • Support organizational standards regarding internal and external Club messaging, marketing materials, and logo usage., • Function Name/Tasks 5. FACILITY MANAGEMENT • Ensure new cleaning/disinfecting protocols are being followed., • Responsible for the site remaining clean, neat, organized, and in good repair., • Report all facility repair requests to the school administration/janitorial team for scheduling., • Keep all equipment in good repair and ready for play; maintain a clean and orderly Club., • Maintain an up-to-date inventory of Club equipment and supplies., • Make certain that program areas are well-lit, and that club equipment is maintained in good working condition. 7. PERSONNEL MANAGEMENT • Assist with supervision of approximately 10 to 20 youth (depending on the current guidelines), in various recreational and developmental activities in multiple areas, • Supervise 4-12 club staff, • Maintain accurate records of volunteers., • Communicate any potential issue or concern regularly with the Manager regarding personnel, parents, peers, partners, or Club members., • Conduct an annual, written performance evaluation (which includes goals and objectives to be met over the next evaluation period) of each subordinate staff member., • Ensure that all subordinate staff attends all mandatory staff training., • Responsible for Club staff becoming 100% trained at the Foundation Level of Youth Development in BGCA’s Leadership University within one (1) year of their employment., • Personally complete the Foundation Level of Management in BGCA’s Leadership University within the first year of employment., • Communicate with HR on all proposed written performance documentation, issues, and concerns with subordinate staff., • Two (2) years of college and relevant experience, working in a Boys & Girls Club; or an equivalent combination of knowledge and experience or the ability to pass the California Administrator Performance Expectations test (CAPE). Required, • Demonstrated leadership to coordinate and evaluate the efforts of staff in the accomplishment of program goals, set performance standards by observing behavior, providing objective feedback, and counseling and implement corrective actions as needed to mediate disputes and resolve conflicts.
