An opportunity has arisen within the Financial Strategy Team for a Financial Strategy Accountant with financial analysis experience in a dynamic financial environment. The role will support the Council in maintaining strong financial management in response to increasing service demand and funding pressures, enhancing understanding of the Council's financial position. It will have oversight of the Council's treasury management function, Balance Sheet analysis and support wider strategic finance activities, including Local Government Reorganisation. The role contributes to ensuring resources are used effectively to deliver positive outcomes for the people and place of North Lincolnshire. Financial Strategy sits at the heart of the Council's finance service, coordinating medium‑term financial planning, monitoring financial performance and managing treasury and liquidity. The team supports the Council in understanding its financial position, securing long‑term sustainability and helping senior leaders manage risks and plan future priorities. The role will support the Council's long term financial sustainability through robust financial planning, balance sheet analysis and strategic financial insight that will contribute to the development and monitoring of the Medium‑Term Financial Strategy (MTFS). The Accountant will support the development of a stronger balance sheet management approach, ensuring that the use of debt, reserves and capital financing remains sustainable and aligned with our long‑term financial strategy. The role will oversee the Treasury Management function, including the development and monitoring of the Treasury Management Strategy, Capital Strategy and Prudential Indicators. A core focus will be analysing the Council's balance sheet to provide insight into the sustainability of its financial strategy, including monitoring key indicators such as debt levels across the Council, reserves, liquidity, CFR and assessing interactions with the capital programme and long‑term borrowing requirements. The role will review borrowing levels, monitor the affordability and sustainability of capital investment, and assess the impact of borrowing decisions on the Council's overall financial resilience. Using external benchmarking tools and comparative public financial data, the postholder will compare the Council's financial indicators, debt levels, reserves and capital financing metrics with those of other local authorities to identify emerging risks, trends and opportunities. Working closely with colleagues across finance, the role will provide analytical support to inform financial strategies including presenting complex financial information clearly to support senior management. Strong analytical capability is essential to drive improvement and efficiency across the council. You will be able to analyse and interpret complex financial and economic data, identify risks and opportunities, and provide clear evidence to support informed decision‑making. Knowledge of treasury management, capital financing or balance sheet analysis would be advantageous, as would an understanding of the regulatory framework for local authority treasury management (inc. the CIPFA Treasury Management Code and Prudential Code) and a commitment to continued professional development is essential.
