Job Description The M25 is one of our Flagship projects in the UK! It is the most used part of the UK Strategic Road Network with it seeing over 200,000 vehicles per day and it’s a critical infrastructure asset for personal and goods vehicles into and around our capital. The network includes around 800 structures and 5 tunnels, so it requires high levels of performance, constant improvement and repairs to keep it operating smoothly. We’ve formed a Joint Venture project called Connect Plus Services (CPS) to work with our partners to widen, operate and maintain the M25 under a 30-year contract and looking for an Enterprise Architect to play a vital role in the delivery of the Digital Transformation of the M25 joint venture (busiest motorway network in Europe) – being instrumental in strategic change programmes and identifying innovative solutions to business needs. Accountability for IT architecture for the M25 IT systems and a roadmap of activity, aligned to architecture principles, to improve the longer-term architecture. Ensure development and adoption of a consistent structured methodology for enterprise architecture on the M25, reporting progress, developing, and managing an enterprise architecture plan and implementing appropriate governance. Working with the Project Managers and business leads so that the portfolio of projects progress to plan and any concerns are escalated as required to the Head of Business Transformation and Senior Leadership Team. Work with wider Business Transformation team, sharing architectural principles, logic of architectural decisions and impact for projects, IT service and Information Security. In addition, build strong relationship with communications, HR, Business Planning & Performance, Asset & Network Planning, Asset Delivery and Network Operations to ensure that they are aware of the architectural process, roadmap and improvements. Work with stakeholders across the M25 community to share lessons on technology decisions, proposals for alternative technology solutions and benefits of consistency around defined technology stacks. Own and manage the Technical Design Authority (TDA), providing challenge on new solutions, understanding how solutions have been developed and ensuring secure by design principles are followed. Identify technical impact for projects / programmes and ensure project and programme managers are managing this effectively. In conjunction with the Head of Business Transformation, Digital Delivery Lead and IT Service Lead, feed into the development of a digital strategy, vision, and roadmap to build engagement and communicate delivery of the wider portfolio. Understand financial impact of TDA decisions and work to mitigate any adverse impact on budgets with the Head of Business Transformation. Support large change programmes, that include procurement exercises, providing input into procurement processes and scoring potential suppliers based on their technical capabilities and alignment to architecture principles. Self-starter who can work independently but draw upon business teams where required - developing solutions to specific business needs, understanding business requirements, and reviewing solution impacts Key Responsibilities: • Delivery of enterprise architecture processes and principles., • Development of an enterprise architecture methodology, including key artefacts., • Capture enterprise architecture decisions, providing logic and proposing plans to mitigate these impacts., • Regular updates on progress made and status reporting to the Head of Business Transformation and Business Planning Director., • Running and managing the Technical Design Authority (TDA) to review all proposed technical solutions and focus on bespoke solutions to ensure they have been coded effectively and considered security as part of their development., • Supporting key governance forums, such as the Change Board and providing regular contributions to the Portfolio Review Meeting., • Identification, reporting and tracking of architecture risks, issues, and dependencies. Overview of team purpose The Public Affairs team manages relationships with London & Partners’ key strategic stakeholders to create economic growth that is resilient, sustainable and inclusive across London. The team manages the day to day contact with Greater London Authority (GLA) and advises on, and supports the production of, briefings, speeches, and Mayoral bids. It also leads on liaison with the London Assembly including supporting L&P attendance at committees. The team develops strong relationships with stakeholders at London Councils, Boroughs, City of London and subregional partnerships. It also carries out policy analysis and engagement with relevant political and civil service stakeholders in government departments, MPs, Select Committees, APPGs and think tanks. The team also leads on being the main point of contact for universities, Business Improvement Districts (BIDs), key business stakeholders, and supports them to access London & Partners’ services. Purpose of the role As Public Affairs Manager, you will lead stakeholder relationships across a defined London sub-region, working closely with borough officers and councillors, MPs, Assembly Members, universities, chambers of commerce and other partners. Acting as a central point of contact for London & Partners’ activity in your area, you will ensure consistent messaging, strong communication and effective navigation of our services. You will build and maintain long-term, trusted relationships with stakeholders, working collaboratively across London & Partners to meet shared objectives and deliver high levels of stakeholder satisfaction. Reporting to the Head of Public Affairs, you will also support wider public affairs activity during peak periods, including engagement with the GLA. This includes maintaining close relationships with participating boroughs and business leaders, coordinating activity across the cohort, and ensuring alignment with London & Partners’ strategic priorities and messaging. Support wider stakeholder relations activity • Support the CEO’s engagement across London by aligning their priorities with the CEO’s needs and objectives., • Support London & Partners’ wider work across policy and political engagement, trade associations and civil society to create the optimum environment for the organisation to operate., • Manage internal coordination with colleagues to ensure a coherent approach., • Attend business and trade body external events to represent London & Partners.
