Job Description Job Summary: The Jewish Federation of Southern New Jersey is seeking a Director of Residential Services to oversee the overall operations, activities, care coordination, and staff of the residential program at Weinberg Commons, a program of the Jewish Federation of Southern New Jersey. Ensures maximum provision of care to individuals with developmental disabilities regarding daily living activities, safety, day/vocational/employment activities, and interaction with others while maintaining compliance with State, Federal, and funder entities. Job Responsibilities: 1. Provides supervision and oversight to direct reports and offers support to indirect reports as needed, including: • Ongoing leadership, advice, training, and guidance to staff regarding the daily care, instruction, and safety of persons served at Weinberg Commons., • Ensuring proper staffing patterns and work distribution within the Weinberg Commons program., • Conducting regular staff meetings for Weinberg Commons staff and attending regular Jewish Federation meetings to promote a constant flow of information, open discussions, knowledge sharing, and ensuring staff are well-informed., • Attending various internal management meetings, external conferences, family conferences, etc. to both obtain and share information., • Directly managing the ongoing job performance of direct reports, developing and communicating performance goals, completing performance evaluations within established timeframes, developing and taking action on performance improvement plans, and determining and implementing disciplinary action as needed., • Appropriately delegating work responsibilities., • Supporting the professional development and career growth of direct reports by identifying and providing ongoing training and certification attainment in accordance with State licensing regulations and any accreditation standards, as applicable. 2. Directs and oversees the overall operations, activities, and overall environment of the residential program at Weinberg Commons, including: • Following established Weinberg Commons and Jewish Federation of Southern New Jersey policies and procedures, and maintaining compliance with the Division of Developmental Disabilities (DDD), Health Insurance Portability & Accountability Act (HIPAA), Department of Labor (DOL) (as applicable), and Department of Human Services (DOH) 1047 regulations, as well as other regulators and/or funders as applicable., • Ensuring that the Weinberg Commons program is in full compliance with State licensing regulations and/or the Jewish Federation and Weinberg Commons’ quality standards for safety, security, cleanliness, and comfort., • Ensuring on-call and rotational support to effectively manage a 24 hour/7 day a week program for individuals being supported. 3. Participates in the development and ongoing oversight of the annual financial operating budget, monitors expenses, identifies and resolves budget variances, effectively reallocates dollars to meet the established annual financial budget, and ensures that the Weinberg Commons program operates within the established fiscal budget., 4. Participates in the admission process for the Weinberg Commons program. Ensures effective transitioning to discharge sites. Oversees the screening process of prospective residential referrals to determine appropriateness of placement of individuals entering or leaving the program., 5. Willingly and effectively cooperates with the Division of Developmental Disabilities (DDD) and other licensing and State or local municipalities in any inspections and investigations upon requested., 6. Actively participates in the development and implementation of improvement systems, risk management systems, and outcome measurement systems to ensure an overall efficient and cost-effective operation. Oversees the performance improvement system to identify and ensure resolution of problematic issues, enhancement of existing systems and procedures, etc., and ensures attainment of outcome measurement goals., 7. Maintains effective verbal and written communications with internal and external stakeholders, including but not limited to individuals, parents, guardians, other family members, healthcare personnel, colleagues, managers and coworkers across programs and disciplines, and neighbors. Operates in accordance with the Plan of Care for each individual regarding programs and treatment, healthcare, religious and sexual preferences (if applicable), ethnic and cultural support, recreational and socialization activities, physical fitness and healthy living, family visits and involvement, and disagreements and grievances within areas of responsibility., 8. Oversees the overall integrity of individual and/or medical records and files for persons served, including ensuring that files are complete, accurate, and up to date for timely review by internal and external auditors, insurance companies, etc., 9. Ensures adherence to State-approved emergency procedures and Jewish Federation and Weinberg Commons approved crisis intervention techniques for each person served., 10. Serves as a role model by projecting a positive self-image of professionalism, appearance, courtesy, conduct, confidentiality, honesty, fairness, personal integrity, and a respect for the fundamental rights, dignity, and privacy of others., 11. Remains current with required training certifications, meets State-regulated licensing and regulatory accreditations, and adheres to mandatory requirements., 12. Abides by the Mission Statement, Vision Statement, and JFed Way Fundamentals in promoting ethical behavior, establishing relationships, and providing guidance in decision-making situations., 13. Performs other related management and oversight duties as assigned or as necessary. Remains flexible and adaptable in assignments. Job Requirements: • Bachelor’s degree., • Five (5) years of progressive management experience working with people with developmental disabilities, at least two (2) of which were supervisory in nature at a senior or administrative level., • Knowledge in the design and supervision of programs serving individuals with developmental disabilities, development of staff, and the application of fiscal and qualitative standards. Additional Technical Requirements: • Advanced Level PC skills: Microsoft Office Suite –Outlook, Teams, Excel, Word, and PowerPoint., • Ability to perform work that is routine and strong attention to detail., • Knowledge of systems and functionality., • Ability to work in cross-functional teams., • Excellent project management, customer service, organization, and time management skills.
