Job Description UNIVERSAL Technologies is seeking a Privacy Counsel / Senior Privacy Attorney for a hybrid position in Brooklyn, NY to provide expert legal guidance on complex privacy, data protection, and cybersecurity matters supporting citywide initiatives and enterprise data governance programs. Active LinkedIn preferred. The selected consultant will advise on regulatory compliance, privacy program implementation, legislative developments, and strategic data governance initiatives while collaborating with senior leadership, legal teams, and technology stakeholders to ensure responsible and compliant data use. ***Projected contract is approximately 6 months. MANDATORY SKILLS / EXPERIENCE Note: Candidates who do not have the mandatory skills will not be considered. • Juris Doctor (JD) from an accredited law school., • Minimum of 12 years of legal experience, including experience supporting enterprise privacy programs, intergovernmental initiatives, or providing legal counsel within complex regulatory environments., • Admission to the New York State Bar and in good standing., • Extensive experience providing legal advice on complex U.S. privacy and data protection laws and regulations including NYC Identifying Information Law, GDPR implications for U.S. entities, CCPA/CPRA, HIPAA, state breach notification laws, and other applicable federal, state, and local privacy statutes., • Demonstrated experience drafting, reviewing, and negotiating privacy-related legal agreements including Memoranda of Understanding (MOUs), Non-Disclosure Agreements (NDAs), data sharing and data processing agreements, terms of service, and other commercial agreements with privacy implications., • Experience developing organizational privacy policies, compliance frameworks, internal guidance materials, and templates to support regulatory compliance and enterprise privacy governance., • Hands-on experience conducting or supporting Privacy Impact Assessments (PIAs), Data Protection Impact Assessments (DPIAs), or similar privacy risk assessments., • Demonstrated ability to advise on privacy and data protection implications related to emerging technologies, digital services, and data-driven initiatives., • Experience supporting the implementation, management, or operation of an enterprise-level privacy program or comparable organizational privacy governance framework., • Experience monitoring, analyzing, and advising stakeholders on privacy-related legislative and regulatory developments and their potential organizational impact., • Demonstrated experience providing strategic legal counsel to senior leadership, government officials, or executive-level stakeholders on complex privacy and data protection matters., • Strong written and verbal communication skills with the ability to clearly explain complex legal and policy concepts to technical, legal, and non-technical audiences., • Proven ability to collaborate effectively with interdisciplinary teams including legal, technology, policy, and operations stakeholders to implement privacy and compliance solutions., • Possession of at least one active International Association of Privacy Professionals (IAPP) certification such as CIPP/US, CIPP/E, CIPM, CIPT, or AIGP., • Experience working as an attorney within a government agency (federal, state, or local), providing direct legal counsel to government clients, or working in-house within a large enterprise or highly regulated industry where legal, policy, and operational considerations intersect. SCOPE OF SERVICES • Provide legal advice and counsel on complex, sensitive, and urgent privacy, data protection, and cybersecurity matters supporting enterprise data governance initiatives., • Advise on federal, state, and local privacy laws and regulations impacting organizational data use, digital services, and cross-agency initiatives., • Prepare Privacy Impact Assessments and provide legal analysis regarding privacy implications of emerging technologies, data sharing initiatives, and digital transformation projects., • Draft, review, and contribute to privacy-related policies, legislation, and organizational guidance documents., • Monitor and analyze legislative and regulatory developments related to privacy, cybersecurity, and data protection while briefing stakeholders on potential impacts and compliance considerations., • Draft, review, and negotiate legal agreements including MOUs, NDAs, data sharing agreements, terms of service, multi-agency data integration agreements, and other privacy-related legal documents., • Develop compliance documentation including policies, guidance materials, templates, presentations, and training materials to support regulatory adherence., • Design and deliver privacy-related training programs for agency or organizational personnel., • Represent privacy leadership in interagency working groups, industry forums, and collaborative initiatives addressing privacy governance and data protection., • Manage stakeholder relationships with government leadership, regulatory bodies, and internal departments regarding privacy policy and compliance matters., • Support strategic initiatives by preparing legal briefs and providing advisory guidance to leadership on privacy-related matters., • Perform additional privacy, legal, and policy initiatives or special projects as assigned.
