Job DescriptionDescription: Position Overview The Federal Program Manager at Phronetik is a trusted strategic partner to federal healthcare agencies and a key driver of successful program execution within the organization. This role goes beyond project oversight, it is about building lasting relationships with government stakeholders, ensuring program outcomes directly advance agency missions, and translating those needs into seamless execution by Phronetik’s internal teams. As the senior point of contact for government stakeholders, the Program Manager ensures programs are not only delivered on time and within scope, but also with measurable impact. Internally, the Program Manager connects Phronetik’s leadership, scientists, technologists, and operational teams, ensuring alignment of contract goals with Phronetik’s mission to advance precision medicine through genomics, data science, and health IT innovation. Essential Duties & Responsibilities • Strategic Partnership: Serve as a trusted advisor to federal healthcare agencies, aligning Phronetik’s expertise with agency mission needs and fostering long-term collaboration., • Program Leadership: Lead large-scale, complex federal health IT and informatics programs from initiation to closeout, ensuring contract goals and agency objectives are consistently achieved., • Stakeholder Engagement: Maintain proactive communication with senior government officials, ensuring transparency, responsiveness, and satisfaction throughout the program lifecycle., • Internal Alignment: Translate agency requirements into actionable plans, coordinating with Phronetik leadership and functional teams to ensure contract delivery aligns with broader organizational strategy., • Governance & Compliance: Oversee adherence to federal contracting standards, healthcare regulations, and Phronetik’s internal quality and compliance frameworks., • Performance Oversight: Establish metrics, monitor progress, and deliver executive-level reports that demonstrate value and program impact to both agency and internal stakeholders., • Risk & Opportunity Management: Anticipate risks, develop mitigation strategies, and identify opportunities to expand and strengthen the agency relationship., • Education: Master’s degree in health informatics, healthcare administration, public health, computer science, business, or related field., • Experience: Minimum of 10 years of progressively responsible experience in healthcare IT, health/clinical informatics, and federal contracting., • Certification: Active Project Management Professional (PMP) certification (or equivalent such as PgMP)., • Federal Experience: Demonstrated success managing programs for federal healthcare agencies (VA, DoD, NIH, CMS, or similar)., • Stakeholder Management: Strong ability to engage, influence, and maintain positive relationships with senior government stakeholders., • Leadership: Proven ability to lead and inspire cross-functional teams and deliver results in large, complex environments., • Communication: Exceptional ability to convey complex information clearly and persuasively to both agency leaders and internal executives., • Direct experience supporting Department of Veterans Affairs (VA) health IT programs., • Knowledge of precision medicine, genomics, and emerging healthcare technologies., • Ability to travel as needed; Potential travel 20% including US and/International.
