Essential Duties & Responsibilities • Supervise and Lead the Benefits Team: Oversee a team of benefits analysts, specialists, or administrators; assign tasks, provide training, conduct performance evaluations, and handle staffing/scheduling needs in the benefits unit., • Administer Employee Benefits Programs: Manage day-to-day operations of comprehensive benefits packages, including health insurance (medical, dental, vision), life and disability insurance, retirement/pension plans, flexible spending accounts, and deferred compensation., • Ensure Compliance and Regulatory Adherence: Interpret and apply federal/state laws (e.g., ACA, FMLA, ADA, COBRA), public sector regulations, collective bargaining agreements and agency policies; ensure benefits administration complies with requirements specific to government or correctional employers., • Handle Enrollment, Changes, and Inquiries: Oversee open enrollment periods, process employee enrollments/changes (e.g., life events like marriage, birth, or status changes), track eligibility, and respond to complex employee questions about coverage, premiums, or claims., • Manage Vendor and Carrier Relationships: Coordinate with insurance providers, retirement systems, and third-party administrators; review and reconcile invoices, premiums, and payroll deductions; audit for accuracy and resolve discrepancies., • Process Specialized Corrections-Related Benefits: Administer elements like workers' compensation/self-insured programs (common due to injury risks in detention settings), hazardous duty pay/supplements, leave programs (including family/medical leave for shift workers), wellness/safety initiatives, and any enhanced benefits for correctional staff., • Support Onboarding and Employee Education: Coordinate benefits orientation for new hires (often correctional officers, detention staff, or support personnel); provide training, communications, and resources to help employees understand and utilize benefits effectively., • Monitor, Report, and Analyze: Review payroll/benefit reports, track participation rates, monitor costs/trends, prepare reports for management or governing bodies, and recommend improvements or cost-saving measures., • Handle Complex or Sensitive Cases: Assist with retirement processing, disability claims, COBRA continuations, or disputes; serve as a resource for HR/management on benefits-related issues in a unionized or high-liability environment. · Education Requirements: Bachelors’ Degree in related field Knowledge, Skills, Abilities, and Other Characteristics • Principles and practices of employee benefits administration — Including health, dental, vision, life, disability insurance; retirement/pension flexible spending accounts; deferred compensation; and voluntary benefits., • Federal, state, and local laws/regulations — Such as Affordable Care Act (ACA), Family and Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), COBRA, HIPAA, ERISA, and California-specific public sector rules (e.g., for counties like Orange County)., • Public sector specific compensation/benefits — Knowledge of hazardous duty supplements, workers' compensation/self-insured programs (due to injury risks in detention), union contracts/collective bargaining agreements (prevalent in sheriff/corrections departments), and public safety retirement tiers., • Human resources principles — Payroll/benefit integration, enrollment processes, open enrollment, life event changes, and compliance auditing., • Detention environment basics — Awareness of shift work impacts on leave/attendance, high-stress/injury risks affecting claims, and how benefits support retention in a high-liability field., • Office practices and technology — HRIS/benefits software (e.g., systems like Workday, PeopleSoft, or county-specific platforms), payroll deduction reconciliation, and data privacy/security., • Supervisory and leadership — Supervising, training, mentoring, and evaluating benefits staff; assigning work; conducting performance reviews; and fostering team performance in a high-volume HR unit., • Analytical and problem-solving — Interpreting complex benefit policies/regulations; analyzing enrollment data, cost trends, and claims; identifying discrepancies in premiums/invoices; and recommending process improvements or cost controls., • Communication — Explaining intricate benefits options clearly to employees (including non-HR correctional staff); handling sensitive inquiries (e.g., retirement, disability, or family leave); preparing reports/presentations for management/unions; and negotiating with vendors/carriers., • Organizational and detail-oriented — Managing multiple deadlines (e.g., open enrollment, compliance filings); processing high-volume enrollments/changes accurately; reconciling benefits data with payroll; and maintaining precise records/audits., • Technical — Using HR/benefits databases, spreadsheets (e.g., Excel for reporting), and office software; conducting benefit audits; and troubleshooting system issues., • Ability to supervise and lead a team — Plan, organize, direct, and evaluate benefits operations; handle staffing/scheduling in an HR support role tied to 24/7 detention operations., • Ability to interpret and apply laws/policies — Ensure compliant administration of benefits unique to public safety employees; adapt to changes in regulations or union agreements., • Ability to handle confidential/sensitive information — Maintain discretion with personal health/financial data, disability claims, or retirement details in a high-liability environment., • Ability to multitask and prioritize — Manage competing demands (e.g., urgent employee inquiries from shift workers, vendor deadlines, audits) while ensuring accuracy., • Ability to analyze data and trends — Review participation rates, benefit costs, and utilization to support budgeting or negotiations; prepare reports for agency leadership or governing bodies., • Ability to communicate effectively — Orally and in writing; deliver orientations/trainings to new hires (e.g., correctional officers); and serve as a resource for complex cases. · This position will not have supervisory responsibilities.
