Job Description General Summary: The Director of Clinical Operations oversees the daily clinical, operational, regulatory, and quality functions of the Ambulatory Surgery Center (ASC). This leader ensures the delivery of safe, high-quality, patient-centered care while maintaining compliance with all applicable standards, including OSHA, HIPAA, AAAHC, CLIA (if applicable), the Michigan Public Health Code, and relevant federal healthcare regulations. The Director serves as a key liaison to Human Resources and Quality/Compliance teams, and is responsible for leading staff development, infection control, accreditation preparedness, and overall facility performance. The role requires proficient use of SIS (Surgical Information System) and ADP (HR/timekeeping). , Physical and Mental Effort: Physical demands include being on their feet for long periods, lifting and carrying equipment, performing repetitive tasks, and requiring manual dexterity for handling instruments and operating machinery. Mentally, the position demands strong attention to detail, quick decision-making, multitasking, and problem-solving abilities to ensure proper sterilization procedures and workflow efficiency. The supervisor also needs excellent leadership skills to manage and resolve conflicts within the team, while maintaining composure under pressure to meet patient care needs and safety standards. Environmental and Working Conditions: A fast-paced work environment is based on elective and acute/urgent situations requiring surgical intervention. Probability of overtime. May rotate within the perioperative department. Typical Duties and Responsibilities: Clinical Operations & Patient Care Oversight • Ensure delivery of high-quality clinical care across all services and specialties., • Develop and enforce patient care policies, procedures, and nursing standards consistent with AAAHC, CMS, and the Michigan Board of Nursing., • Lead and support daily clinical operations, ensuring proper staffing, efficient patient flow, and adherence to established protocols., • Monitor the ASC’s compliance with HIPAA privacy standards and ensure the secure handling of protected health information (PHI). Regulatory Compliance, Survey Readiness & Risk Management • Serve as the lead for AAAHC survey readiness, including mock surveys, gap assessments, and documentation reviews., • Ensure compliance with OSHA safety regulations, HIPAA rules, CLIA requirements (for any point-of-care testing), CMS Conditions for Coverage, and Michigan ASC licensure laws., • Oversee all quality and safety logs (daily, weekly, monthly, quarterly) and create new logs as needed to accommodate expanded services or specialties., • Lead the ASC’s Emergency Preparedness Program, including fire and disaster drills, evacuation procedures, and team readiness. Infection Prevention & Control • Oversee infection prevention efforts and coordinate with the Infection Control Officer to ensure alignment with CDC, AAAHC, and state guidelines., • Ensure thorough investigation, documentation, and reporting of all infection-related incidents., • Lead monthly in-service education addressing infection control, trends in adverse events, and opportunities for improvement., • Update infection control policies and procedures based on data, specialty growth, and regulatory changes. Human Resources Collaboration & Employee File Management • Collaborate with the Human Resources department on:, • Onboarding and offboarding processes, • Personnel policy adherence, • Corrective action documentation, • Informal and formal employee performance discussions, • Maintain accurate, HIPAA-compliant employee health records, including TB tests, fit tests, flu and required immunizations, licensure, certifications, and annual competencies., • Ensure training records and personnel documentation are up to date and audit-ready., • Address employee conduct issues, escalating appropriately to HR when necessary. Scheduling, Staffing & Logistics • Coordinate with the scheduler to ensure daily staffing aligns with surgical volume and patient needs., • Proactively plan for staff PTO, sick leave, and break coverage to maintain uninterrupted operations., • Communicate daily with OR staff to confirm that equipment, supplies, and support are available for all cases., • Delegate tasks to optimize available staff resources and reduce workflow disruption. Credentialing, Competency & Onboarding • Support the credentialing and privileging process in collaboration with administrative and medical staff leadership., • Ensure new physicians complete standing orders and are onboarded to all clinical protocols., • Ensure clinical staff are oriented to all testing protocols (e.g., glucose, pregnancy, INR) in alignment with CLIA standards., • Track and maintain documentation of staff licensure, certifications, and competencies annually. Supply Chain, Inventory & Equipment Oversight • Oversee clinical inventory control and enforce FIFO (first in, first out) usage to minimize waste and prevent expired items., • Evaluate vendor performance, maintain supply contracts, and ensure readiness of all durable medical equipment (DME)., • Coordinate biomedical inspections and preventative maintenance for all medical equipment., • Review and approve purchase of new technologies in collaboration with senior leadership. Technology, Systems & Documentation • Utilize SIS for surgical scheduling, charting, patient documentation, and quality tracking., • Use ADP for timecard approvals, PTO management, and performance evaluations., • Ensure all electronic documentation and records (patient and employee) meet HIPAA and AAAHC standards for privacy, security, and retention. Quality Assurance, Benchmarking & Improvement • Serve as the clinical liaison to the Quality and Compliance Department:, • Participate in audits, quality reporting, and corrective action plan development, • Lead investigations and documentation for adverse events, infections, and patient transfers, • Provide data and analysis for quality committee meetings and AAAHC performance benchmarks, • Monitor clinical indicators and staff compliance to identify trends and lead continuous process improvements. Workplace Safety & Culture • Conduct regular facility walkthroughs to ensure safety, cleanliness, and organization (e.g., removal of cardboard boxes, misplaced items)., • Enforce OSHA-compliant Workplace Violence Prevention policies and communicate behavioral expectations clearly to staff., • Lead informal staff conflict resolution and maintain a culture of collaboration and professionalism., • Promote a compassionate and respectful environment for patients, families, and colleagues. Physical & Environmental Demands • Physically able to lift and transport instrument trays (up to 30 lbs), perform repetitive tasks, and stand for extended periods, • Exposure to biohazardous materials, cleaning agents, and temperature-controlled environments, • Mentally capable of managing multiple priorities, making quick decisions, and maintaining accuracy under pressure, • Flexibility to work beyond regular hours or rotate shifts to meet operational demands Requirements: Requires thorough technical and working knowledge of the various steps involved in different types of operations to anticipate surgeon’s needs, staff needs, patient and their respective family needs. Requires strong interpersonal, written, and verbal communication skills, positive attitude, leadership skills, mentoring skills. Able to work efficiently under time constraints and able to handle multiple assignments simultaneously. Requires possession of a valid certificate as a registered nurse issued by the state board of nursing examiners.
