Job Description SUMMARY The Corporate SSHO & Quality Assurance Manager provides corporate-level safety, occupational health, quality assurance, quality control oversight, compliance support, auditing, reporting, and continuous improvement for all DCO Operations & Maintenance (O&M) facilities and associated projects. The position establishes consistent corporate expectations for safety and quality performance while supporting facility and project management teams, site-level SSHOs, quality personnel, supervisors, subcontractors, and other responsible personnel. It serves as DCO's primary corporate resource for safety, occupational health, quality assurance, quality control, risk management, and compliance across the O&M portfolio. This is a corporate oversight position. It does not replace a contractually required site-level SSHO, Alternate SSHO, Designated Representative, Quality Control Manager, competent person, or other qualified individual. Where contract requirements impose separate responsibilities or prohibit combining safety and quality functions, the applicable contract requirement governs. PLEASE NOTE: Travel among DCO O&M facilities is an essential function. Travel frequency will vary based on facility locations, operational risk, audit schedules, customer requirements, incidents, and business needs. Overnight and extended travel may be required ESSENTIAL DUTIES AND RESPONSIBILITIES Corporate Safety & Health Oversight · Provide corporate safety and occupational health oversight for all DCO O&M facilities and projects. · Establish and maintain standardized DCO O&M safety expectations, procedures, inspection protocols, and reporting requirements. · Review and provide oversight of facility/project Accident Prevention Programs (APPs), Deliberate Risk Assessments (DRAs), Job Safety Analyses (JSAs), Activity Hazard Analyses (AHAs), and related safety submittals. · Conduct periodic corporate safety audits and facility inspections. · Identify unsafe conditions, unsafe practices, program deficiencies, and systemic trends; track corrective actions to closure. · Provide technical safety support to facility managers, project managers, supervisors, and site-level SSHOs. · Support management during significant incidents, accidents, near misses, regulatory inspections, and other safety events. SSHO Program Management · Establish minimum DCO qualification and competency expectations for site SSHOs and verify site SSHO qualifications where assigned by contract or DCO requirements. · Maintain a corporate roster of SSHOs, Alternate SSHOs, Designated Representatives, and other safety personnel. · Track applicable OSHA training, continuing education, EM 385-1-1 requirements, and other required credentials. · Provide technical mentoring and support to site SSHOs and establish consistent inspection and reporting requirements across DCO facilities. · Maintain and assign safety training modules within DCO’s learning management system (LMS). Safety Audits, Training & Incident Management · Develop annual corporate safety audit schedules and focused audits based on risk, incidents, trends, and regulatory requirements. · Develop or coordinate safety training, toolbox talks, management briefings, and safety meetings. · Establish standardized procedures for incident, injury, illness, near-miss, and property-damage reporting and investigation. · Maintain corporate visibility of OSHA recordkeeping and facility safety statistics. · Review incident investigations for root causes, contributing factors, and corrective actions, and communicate lessons learned across the DCO O&M organization. Quality Assurance & Quality Control Oversight · Establish and administer a DCO-wide quality assurance program for O&M operations. · Review facility/project Quality Control Plans and Quality Assurance Plans. · Verify that required quality inspections and testing are conducted and documented. · Conduct periodic corporate QA audits and evaluate subcontractor/vendor quality programs. · Identify recurring quality deficiencies and establish corrective and preventive actions. · Coordinate with facility quality personnel and off-site engineering, technical, manufacturer, or specialty resources. · Provide corporate support for significant inspections, acceptance activities, quality meetings, and unresolved quality issues. Failure Analysis & Corrective Action · Participate in significant equipment, facility, operational, safety, and quality failure investigations. · Facilitate or support root-cause and failure analysis. · Track corrective and preventive actions through completion and verify effectiveness. · Identify systemic issues and lessons learned applicable to other DCO facilities. Corporate Reporting & Performance Management · Develop standardized monthly safety and quality reporting for the DCO O&M portfolio. · Track leading and lagging safety indicators, quality deficiencies, corrective actions, inspections, training, incidents, and recurring failures. · Provide senior management with facility-by-facility trends, significant risks, open issues, and required management actions. · Maintain dashboards, audit records, corrective-action logs, and other corporate performance-management tools. Compliance & Continuous Improvement · Maintain working knowledge of applicable OSHA, USACE/EM 385-1-1, contract, federal, state, local, and DCO requirements. · Monitor regulatory and contractual changes and communicate significant changes to affected personnel. · Develop standardized forms, checklists, inspection templates, procedures, and audit protocols. · Promote continuous improvement and consistent safety and quality practices across the DCO O&M portfolio. AUTHORITY AND ACCOUNTABILITY · Conduct corporate safety and quality audits at DCO O&M facilities and request documentation reasonably necessary to evaluate compliance. · Identify and document safety and quality deficiencies and require corrective-action plans through the appropriate facility/project management chain. · Escalate significant or unresolved safety and quality concerns to senior DCO management. · Recommend additional training, inspections, engineering review, or technical support. · Recommend suspension of unsafe work when an imminent or serious hazard exists, subject to DCO procedures and applicable contract requirements. · Exercise corporate assurance and governance while preserving the responsibilities of facility managers, project managers, site SSHOs, Quality Control Managers, supervisors, and other contractually designated personnel. EDUCATION / EXPERIENCE Education · Bachelor's degree in Safety, Occupational Safety and Health, Engineering, Construction Management, Quality Management, or a related field preferred. Equivalent education, training, and experience may be considered where permitted by applicable contract requirements. Professional Experience · Minimum five (5) years of safety experience involving preparation, implementation, management, auditing, or enforcement of safety programs on projects or operations of similar size, scope, and complexity. · Minimum five (5) years of experience preparing, implementing, auditing, or enforcing Quality Management System/Quality Control programs on contracts or operations of similar size, scope, and complexity. · Experience with federal, military, USACE, facilities, industrial, utilities, construction, or O&M environments preferred. · Experience managing multiple facilities, subcontractors, or geographically dispersed operations preferred. JOB REQUIREMENTS Required / Preferred Credentials · OSHA 30-Hour Construction or General Industry training, as appropriate to the work. · Ability to satisfy applicable EM 385-1-1 SSHO requirements when assigned to a project requiring those qualifications. · CSP, ASP, CHST, CIH, or another nationally recognized safety credential preferred. · CPR/First Aid certification preferred. · Construction Quality Management (CQM) certification where applicable. · ASQ certification such as Certified Quality Auditor (CQA) or Certified Quality Engineer (CQE) preferred. · ISO 9001/QMS experience preferred. Knowledge, Skills & Abilities · Strong knowledge of OSHA requirements and safety management systems; working knowledge of USACE EM 385-1-1 where applicable. · Knowledge of APP, AHA, JSA, and DRA processes. · Strong understanding of quality management, inspection, testing, and corrective-action principles. · Strong auditing, root-cause analysis, and failure-analysis skills, including the ability to identify systemic issues across multiple facilities. · Excellent written and verbal communication skills and the ability to prepare clear, professional management reports. · Ability to communicate effectively with senior management, government representatives, facility personnel, subcontractors, and technicians. · Strong organizational and documentation skills; ability to manage multiple facilities and competing priorities. · Proficiency with Microsoft Office and electronic reporting systems. Key Performance Indicators · Completion of scheduled corporate safety and quality audits. · Timely closure and reduction of repeat corrective actions. · Training and certification compliance; AHA/JSA/DRA review compliance; quality inspection compliance. · Incident investigation and corrective-action performance. · Subcontractor safety and quality performance. · Timeliness and accuracy of monthly corporate reporting. · Identification and implementation of lessons learned. · Customer and contract compliance. PHYSICAL REQUIREMENTS · Ability to conduct field inspections and access work areas consistent with site safety requirements. · Ability to wear required personal protective equipment (PPE). · Ability to work indoors and outdoors and in varying environmental conditions as required by facility operations. WORKING CONDITIONS · Ability to routinely travel to and work at multiple DCO O&M facilities, including industrial, mechanical, utility, and other operational environments. · Regular travel among DCO O&M facilities is an essential function. Travel frequency will vary based on facility locations, operational risk, audit schedules, customer requirements, incidents, and business needs.
