Essential Duties & Responsibilities · Oversee and plan procurement operations — Lead the overall purchasing program, including forecasting needs for supplies, equipment, services, and specialized items (e.g., inmate clothing, food services, medical/pharmaceuticals, canteen operations, warehouse stocking, property control, and recycling) to ensure uninterrupted facility operations and adequate stock levels. · Supervise procurement staff and functions — Manage teams handling purchasing, inventory, warehousing, and related tasks; assign work, provide training, and ensure compliance with policies, procedures, and regulations (e.g., using systems like BIS for purchasing requisitions, purchase orders, RFQs, and contracts). · Develop and manage sourcing, bidding, and contracting — Research market trends, develop specifications for bids/RFPs, solicit quotes, evaluate vendors, negotiate contracts, and award purchases while maximizing value, quality, and cost savings; ensure adherence to competitive bidding rules, small business preferences, and ethical standards. · Ensure regulatory and compliance adherence — Follow strict government procurement laws, departmental handbooks, state/federal guidelines (e.g., State Contracting Manual), security protocols, and standards for detention environments (e.g., preventing contraband risks in supplies, maintaining chain of custody for sensitive items like medical supplies). · Monitor budgets, expenditures, and cost control — Track procurement budgets, analyze spending, approve purchases, and implement cost-effective strategies to stay within allocated funds while meeting operational demands in a 24/7 secure setting. · Manage supplier and vendor relationships — Evaluate, select, and monitor suppliers for reliability, quality, and timely delivery; handle performance issues, resolve disputes, and build long-term partnerships suited to institutional needs (e.g., bulk food or hygiene suppliers). · Oversee inventory, warehousing, and distribution — Coordinate storage, receipt, inspection, and disbursement of goods to various facility areas (e.g., kitchens, medical units, housing units) while maintaining accurate records and minimizing waste or loss. · Coordinate with facility stakeholders — Collaborate with department heads (e.g., food services, medical, maintenance, security) to assess needs, resolve supply issues, and align procurement with operational priorities in a correctional/detention context. · Handle special procurement areas — Manage facility-specific functions such as inmate canteen operations, fleet/vehicle supplies, clothing issuance, property control, or recycling programs. · Prepare reports and ensure accountability — Generate reports on procurement activities, spending, vendor performance, and compliance; conduct audits or quality assurance checks as needed. Required (Minimum Necessary) Qualifications · Education Requirements: Bachelors’ Degree in related field • Level of Experience Requirements: 10 Years experience as a Procurement Manager, • Not currently employed by federal agency/active duty military Knowledge, Skills, Abilities, and Other Characteristics • Comprehensive knowledge of procurement operations and functions in a detention facility, including purchasing, contracting, warehousing, inventory management, inmate canteen operations, clothing/linen issuance, property control, laundry services, and related areas (e.g., security equipment) to administer an effective program without disrupting 24/7 operations., • In-depth knowledge of public-sector purchasing laws, regulations, methods, and procedures (e.g., state Department of General Services rules, federal acquisition regulations, competitive bidding requirements, small business preferences, ethical standards, and agency-specific policies like State Contracting Manuals)., • Knowledge of contract management principles, including interpreting contract language, compliance monitoring, liaison with central contracts divisions, and handling disputes or performance issues., • Knowledge of warehousing and distribution operations, including receipt/inspection of goods, inventory control, storage methods, record-keeping, and minimizing loss/waste in a secure environment., • Principles and practices of personnel supervision, organization, management, budgeting, and public administration in a government or institutional setting., • Awareness of security protocols, contraband prevention (e.g., screening supplies), and the impact of procurement on facility safety, health, and legal compliance (e.g., standards from ACA or departmental policies)., • Strong analytical and problem-solving skills to forecast needs, evaluate bids/quotes, analyze spending data, and make cost-effective decisions under budget constraints., • Excellent negotiation skills for vendor contracts, pricing, terms, and resolving issues while ensuring quality and compliance., • Effective written and verbal communication skills for preparing specifications, reports, correspondence, bid documents, and interacting with stakeholders (e.g., facility staff, vendors, central procurement offices)., • Supervisory and leadership skills to plan, organize, direct, train, and evaluate staff (civilian and sometimes inmate workers), assign tasks, and maintain team performance., • Proficiency in procurement systems and tools (e.g., requisition/purchase order software, ERP systems, inventory databases, or state-specific platforms like BIS or MFMP)., • Research and market analysis skills to identify suppliers, track trends, and develop commodity specifications., • Ability to plan, direct, and organize procurement and services functions in a large correctional/detention facility, ensuring uninterrupted supply of critical items., • Ability to apply purchasing, contract, and personnel management principles effectively., • Ability to write clear commodity specifications and determine if incoming goods meet standards., • Ability to estimate future demands for materials, supplies, and equipment based on operational needs., • Ability to secure cooperation from institutional staff, officials, vendors, and (where applicable) inmates/youthful offenders while maintaining authority and security., • Ability to analyze situations accurately, adopt effective courses of action, and respond to emergencies or control issues involving security/property protection., • Ability to supervise and motivate others, including handling performance issues and training in compliance/security protocols., • High level of integrity, ethical standards, and commitment to public service accountability (critical in government roles handling taxpayer funds and secure environments)., • Dependability, initiative, good judgment, and discretion when dealing with sensitive or confidential information., • Ability to work in a high-security, regulated setting, including potential exposure to emergency response., • Willingness to adhere strictly to policies on contraband prevention, background checks, and fitness for duty in detention contexts. · N/A Supervisory Responsibilities · This position will have supervisory responsibilities.
