Job Summary: Tryfacta is seeking a Staff Analyst for our client in San Jose, CA 95118. This is a temporary contract assignment. Position Title: Staff Analyst Location: San Jose, CA 95118 Duration: 960 hours Work Schedule: M-F, 40 hours per week Responsibilities for this position include, but are not limited to: * Administrative support for unit 820 including: processing of invoices (related to advertisements), assistance in solicitation advertisement, support within Infor (e.g. fulfilment of encumbrance requests), assistance with logging and tracking of data related to unit functions for reporting of KPI's/metrics; administrative support of our various projects and initiatives; support for p-card program and travel programs. Duties: 1. Perform technical and procedural work in support for an assigned unit, division, or program; apply technical procedures, methods, and techniques to support program and management analysis functions and processes; monitor and explain operational and program requirements and processes to various stakeholders., 2. Develop, prepare, and process a variety of original and technical documents, such as bid documents, legal advertisements, contracts and addendums, plans and specifications, purchase requests, invoices, reimbursement packages, grant applications with work plans and budget estimates, and cost-sharing agreements., 3. Research, interpret, and ensure compliance with laws, codes, rules, and regulations and District and program guidelines, policies, and procedures related to assigned areas of responsibility., 4. Research and compile information and data from internal and external sources on topics related to assigned areas of responsibility; review, organize, and summarize data collected; compare data to identify trends and discrepancies; and present preliminary findings and recommendations in an appropriate format for review by professional or senior staff., 5. Organize, maintain, and update assigned record systems and databases; enter, update, and audit data to ensure quality control; develop queries and run reports; research data within areas of assigned responsibility to prepare reports and provide follow-up information to inquiries; and periodically review and purge files in accordance with the records retention policy., 6. Research and resolve operational and program problems through the review of records, interpretation of requirements and regulations, projection of the impact of potential actions and decisions, participation in audit processes, and the coordination with multiple stakeholders., 7. Assist in developing and monitoring assigned budgets, including gathering and reviewing financial data to identify and recommend account adjustments and fund transfers, developing narratives and project plans, monitoring labor hours and other expenses, ensuring accurate allocation to accounts, providing account balances and updates to management and staff, processing invoices and purchase orders, maintaining budget spreadsheets, entering information into the financial software system, and attending budget meetings., 8. Compose, edit, proofread, and submit Board agenda, staff, financial, budgetary, operational, and other technical and programmatic charts, reports, contracts and agreements, technical documentation, and various correspondence and informational materials regarding assigned activities., 9. Verify and review calculations, forms, and reports for accuracy, completeness, and conformance with established regulations and procedures., 10. Act as meeting and/or committee secretary coordinator, including preparing agendas and informational packets, setting up the room, and taking notes, distributing action items and transcribing minutes for assigned boards and committees., 11. Serve as a liaison and provide information and assistance to employees, the public, private organizations, community groups, and other agencies regarding assigned activities; receive and respond to complaints and questions; interpret and explain applicable regulations, policies, procedures, systems, rules, and precedents according to existing guidelines; and coordinate and resolve problems when appropriate., 12. Familiarity with ERP's or similar financial systems preferred. Excellent communication skills. Familiarity with procurement functions not required but a bonus. Principles of business writing and report preparation. Ability to: Learn the operations, policies, and procedures of the District and assigned area. Interpret, summarize, and present administrative and technical information and data. Interpret, apply, explain, and ensure compliance with applicable federal, state, and local policies, procedures, laws, and regulations, technical written material, and District policies and procedures. Recommend and implement modifications to existing programs, systems, and procedures. Research and summarize data and prepare logical written reports and correspondence related to assigned area independently or from brief instructions. Make mathematical, financial, and statistical computations. Establish and maintain a variety of filing, recordkeeping, and tracking systems. Organize and prioritize a variety of projects and multiple tasks. Organize work, set priorities, and meet critical time deadlines. Use common desktop applications and software as well as specialized software related to the work. Develop and use spreadsheets and databases. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Training Equivalent to an Associate's degree from an accredited college or university with major course work in business administration or a related field. Experience Three (3) years of experience handling a variety of administrative support and technical duties. Substitution Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of two years.
