Great British Energy - Nuclear (GBE-N) is an arm’s length body of the Department for Energy Security and Net Zero, dedicated to supporting the development and deployment of new nuclear technologies in Great Britain. We play a crucial role in advancing nuclear new build, ensuring the UK’s energy security and achieving net-zero carbon emissions. GBE-N focuses on fostering innovation, facilitating investment, and coordinating efforts across the nuclear industry to build a resilient and sustainable energy future. GBE-N’s first step was to start the technology selection process for Small Modular Reactors (SMRs) in 2023. In June 2025, we announced that Rolls-Royce SMR had been selected as the preferred bidder to build the UK’s first SMRs and in November 2025 the first build site was confirmed as Wylfa on Anglesey. In April 2026 we formally signed contracts with Rolls-Royce SMR as our technology partner. Job Profile: For the initial phase of development now commencing, the duration of which is expected to be at least two-to-three years, the project will be run by GBE-N via an Integrated Project Team (IPT) delivery unit, within GBE-N, reporting to the Executive Project Director. Ultimately the IPT, along with other elements of GBE-N, will evolve into a Development Company (DevCo). The Change Manager plays a key role in delivering change and adoption at workstream and initiative level, supporting the successful mobilisation and delivery of the SMR programme. Reporting into the Change Lead, the Change Manager is responsible for planning and executing change activities for assigned initiatives, ensuring people are ready, equipped, and supported to adopt new processes, systems, and ways of working. Working under the direction of the Change Lead, the role focuses on hands-on delivery, stakeholder engagement, communications, readiness, adoption, and continual improvement. The Change Manager will work closely with project managers, subject matter experts (SMEs), digital and capability leads, HR, and suppliers to ensure change is implemented smoothly and sustainably. The role requires comfort working in ambiguity, pace, and complexity, and the ability to operate effectively within a multi-party, regulated programme environment. Responsibilities: Change Delivery & Execution • Deliver change management activities for assigned SMR initiatives, projects or workstreams, aligned to the SMR change management framework and standards., • Develop and maintain initiative-level change plans covering stakeholder engagement, communications, readiness, training, adoption and sustainment., • Apply structured change approaches to support the implementation of new processes, systems, organisational changes and ways of working., • Identify change impacts at role, team and organisational level, working with SMEs to assess readiness and define mitigations. Stakeholder Engagement & Communications • Build strong working relationships with project teams, IPT leadership, SMEs and supply chain partners to support effective change delivery., • Deliver targeted communications and engagement activities to support awareness, understanding and adoption of change., • Act as a trusted point of contact for change-related queries within assigned initiatives., • Support leadership and line managers with change leadership activities, including briefings, materials and key messages. Adoption, Learning & Readiness • Support the development and delivery of adoption strategies, learning approaches and training plans, working with SMEs and delivery teams., • Monitor and assess adoption, readiness and engagement, feeding insights back into change plans., • Support onboarding and mobilisation activities from a change perspective, ensuring new starters and partner resources understand expected behaviours, processes and ways of working. Feedback, Insights & Continuous Improvement • Capture feedback from end users and stakeholders to understand change effectiveness and identify areas for improvement., • Contribute to continuous improvement of change tools, templates and ways of working., • Provide regular updates to the Change Lead on progress, risks, issues and successes. Governance & Ways of Working • Ensure change activities are delivered in line with agreed governance, standards and reporting requirements., • Maintain clear documentation, plans and records to support transparency and assurance. Knowledge, Skills and Experience required: • Proven experience delivering change management activities within complex programmes or projects., • Practical knowledge of change management approaches, tools and best practice., • Strong stakeholder engagement skills, with the ability to influence., • Excellent communication skills, with the ability to tailor messages for different audiences., • Ability to assess and manage change impacts, risks and dependencies., • Strong organisational skills, with the ability to manage competing priorities at pace., • Experience of working in regulated, infrastructure, government or major capital delivery environments is desirable. Qualifications: • Demonstrable professional experience in change and culture programmes, • Degree in a related field, • Change Management certification (e.g., PROSCI, APMG)
