The Counter Criminal Capabilities (CCC) Programme will modernise HMRC's investigative capabilities through a variety of projects, intended to mitigate escalating threats from organised crime exploiting advanced technologies such as encryption, and enhancing our response to cyber-crime. Examples of the projects in scope of the programme include: • Maintaining Access to Criminal Intelligence (including oversight of secure estates reconfiguration, open-source research tooling, eDiscovery, covert capabilities, IoT exploitation)., • Lead the end-to-end delivery of CCC projects in scope of the programme, ensuring alignment with strategic objectives and benefits realisation., • Proactively identify, assess, and manage risks, issues, assumptions, and dependencies across multiple projects., • Ensure appropriate escalation routes and mitigation actions are defined and monitored., • Build strong and influential relationships across government departments, delivery partners, and enterprise functions., • Work closely with the Senior Business Sponsor, Programme Director, and Senior Responsible Owner (SRO), Programme Board, and operational leads to maintain alignment and accountability., • Lead multi-disciplinary project teams and matrix resources, promoting a positive, inclusive, and high‑performance culture.
