Position Overview The Construction Manager (CM) provides two (2) full-time onsite construction management support for the James A. Haley Veterans' Hospital EHRM Infrastructure Upgrades project in Tampa, Florida. The CM supports the COR by coordinating submittal reviews, managing the submittal process, documenting and tracking RFIs, monitoring schedules and long-lead items, performing field inspections, verifying as-built records, supporting issue resolution, and documenting compliance with VA standards, project specifications, VA Medical Center requirements, and contract requirements. The CM provides contractor support only and will not perform inherently governmental functions, accept or reject work, authorize changes, approve RFIs or submittals, supervise Government personnel, or direct construction means and methods. Key Responsibilities Construction Oversight • Perform routine onsite inspections as construction proceeds and prepare daily inspection reports, • Identify work that does not conform to contract documents and notify the COR for determination and direction, • Track defects, omissions, corrective actions, and safety or environmental issues requiring correction, • Monitor compliance with OSHA requirements, VA policies, and applicable healthcare facility standards, • Track required tests and inspections and coordinate with independent testing agencies/laboratories, as applicable Submittal & RFI Management • Support establishment and maintenance of the submittal review process, submittal register, and timely stakeholder reviews, • Review submittals for compliance with specifications, VA standards, codes, and James A. Haley VAMC requirements, • Track long-lead items and document schedule impacts for communication to the COR, • Coordinate RFIs and responses without assuming final Government approval authority, • Maintain electronic correspondence, filing, and project records in VA-required construction management systems Schedule & Cost Monitoring • Monitor construction schedules against the approved baseline and current progress; identify slippages and recommend corrective actions to the COR, • Track milestones, phasing requirements, workflow, material deliveries, inspection dates, and testing dates, • Support COR review of change documentation, cost proposals, issue tracking, and claims/dispute documentation when requested, • Compare work completed against payment applications and provide observations to support COR review, • Assist the COR with cost estimate review support and notify the COR when observed cost, schedule, or scope issues may affect project performance Commissioning & Closeout • Support required testing, inspection, owner-furnished equipment coordination, relocation coordination, and closeout activities as directed by the COR, • Maintain marked-up plans and verify that as-built records and contractor redlines reflect field changes, • Review O&M data, closeout submittals, turnover information, and related construction closeout documentation, • Support field investigations, surveys, and other VA-directed construction support as required Required Deliverables • Daily inspection reports documenting work area, phase, observed tasks, percent complete, defects, corrective actions, and safety/environmental issues, • Weekly summaries and meeting documentation, including agenda support, minutes, action items, and follow-up on Government actions, • Submittal review documentation with recommendations, justifications, and progress schedule annotations, • Schedule reviews identifying activity relationships, updates, delays, missing activities, and illogical sequencing, • Defect and omission lists, observation reports, modification narratives, sketches, and drawings as required, • As-built verification and closeout support records submitted electronically per COR direction, • Cost estimate review support and project issue documentation when requested by the COR Qualifications • Required Experience and Technical Competencies, • Bachelor's degree in construction management, engineering, architecture, or related field from an accredited university; educational requirement may be substituted by fifteen (15) years of directly related experience, • Minimum seven (7) years of experience managing facility construction projects, including supervision or coordination of engineering, design and construction activities, schedule control, cost management, program budgeting, and overall project management activities, • Ability to inspect materials, workmanship, and building system installations and identify deficiencies against approved construction documents, • Ability to interpret and coordinate architectural/engineering plans, specifications, shop drawings, working drawings, schedules, contracts, work letters, charters, surveys, and related project documents, • Ability to evaluate building systems and field conditions against scope, specifications, VA standards, and project requirements, • Ability to support quality assurance, safety, time, cost, change, and information management across assigned disciplines, • Ability to read and interpret construction documents, communicate effectively with project construction team members, prepare complete field documentation, and coordinate with VA, A/E, contractor, and stakeholder representatives, • Standards, Credentials, and Training, • Familiarity with OSHA safety requirements, VA safety practices, VA Technical Information Library standards, Joint Commission requirements, and healthcare coordination requirements, • Ability to obtain and maintain required VA access credentials, including PIV/visitor badge requirements, favorable NACI background check, and required VA training, • Complete OSHA 30-hour safety training, VA Cyber Security Awareness, and VA Privacy Awareness training within required timeframes, • S. Citizenship required; foreign nationals are prohibited from performing work under this contract, • Preferred Qualifications, • Healthcare project or healthcare facility experience preferred Work Conditions • Full-time onsite support at James A. Haley Veterans' Hospital, 13000 Bruce B. Downs Blvd., Tampa, FL 33612., • Estimated maximum 40 hours per week per person, with work anticipated during approximately 80% normal business hours and 20% off-business hours, including nights as required., • Task order includes a base year and two (2) option years, aligned with the stated period of performance., • The Government will provide a workstation and VA computer; CM personnel must obtain required VA CM software access, PIV/visitor badge credentials, and required VA training. CM duties will be performed in coordination with the COR and in accordance with VA direction, applicable standards, and contract requirements.
