Job Description GENERAL STATEMENT OF DUTIES The Senior Accountant is responsible for ensuring that financial data collected, input, stored, organized, analyzed, and reported by the district internally and externally is complete and accurate for all state reporting, internal data requirements, and outside agencies data exports. The Senior Accountant is also responsible for implementing and maintaining current and future financial data systems such as Infinite Vision, Nutrikids and other systems present in our K-12 education environment. Support duties include working directly with central office and school staff regarding the financial accounting, payroll, employee benefits, and student organizations. SUPERVISION PROVIDED: Oversees the daily operations and work flow of financial secretaries and other office staff to ensure accurate and timely input, use, and reporting of financial and personnel data; works in cooperation other members of the administrative team to address work flow and performance issues. SUPERVISION RECEIVED: Works under the supervision of the Business Manager with a great deal of autonomy and the expectation that the Senior Accountant will use considerable independent judgment to identify data tasks, prioritize tasks, implement tasks, report relevant outcomes, seek additional assistance when needed, and work in cooperation with other members of the administrative team to assign relevant processes and protocols to non-certified and certified staff. ESSENTIAL DUTIES AND RESPONSIBILITIES: Ability to fulfill duties and responsibilities of Business Manager in his/her absence. Supervision of accounting office data processing transactions, which consist of: • Access confidential staff data, and confidential employee evaluation data (staff, teacher, and administrator) and personally identifiable employee information to perform the functions of the position and maintain financial accounts;, • Analyze work history, personnel records, and other data for the purposes of contract negotiations;, • Assist in managing the duties of Financial Secretaries and in evaluating employees in these areas;, • Perform Accounts Payable functions, verifying of direct payments which includes the supervision of the processing of purchase orders, the checking of invoices, and the preparation of bill schedules;, • Perform payroll functions as they relate to appropriate UCOA coding, ensuring proper general ledger coding and posting, approving direct deposit and retirement ACH activity at the bank level and act as the backup for bi-weekly payroll submission;, • Prepare retirement reports, reconciliation and filing with appropriate parties;, • Supervise accounts receivable, including but not limited to, monitoring the State RIPAY site to ensure proper recording of EFT funds transfers;, • Compile and prepare various cost and expenditure reports;, • Assist with the preparation and monitoring of the operating and grant budgets;, • Reconcile the District’s checking account done via the Infinite Vision software program;, • Provide backup coverage for accounts payable as needed;, • Maintain controls and accounting for the District’s debt service fund including reconciliation of US Bank statements, recording of interest revenue and inter-fund transfers as required;, • Assist with the monthly closing of the general ledger, appropriation reports, bill payment reports, prepare budget report for School Committee, and maintaining controls of all Subsidiary Ledgers to include analyzes accounts, trace errors and make correcting journal entries as necessary;, • Issue (print) transmittal reports to the IRS and RI Division of Taxation;, • Provide necessary information to the Business Manager to ensure monthly reconciliation of revenue, expense and cash transactions; Monitor reconciliation of quarterly and annually benefit expenditures (retirement, FICA, Federal and State withholding) with Treasurer;, • Coordinate year-end closing procedures for all funds which includes the preparation of adjusting and accrual entries;, • Maintain controls for school lunch program including reconciliation of daily deposits, cash reconciliation at month end, preparation and submission of net cash resources report to RIDE;, • Comply with the Uniform Chart of Accounts including all required report submissions and the Agreed Upon Procedures Report prepared by the audit firm;, • Maintain all financial records and controls for reporting purposes;, • Provide fiscal oversight of private foundation grants including input and tracking of all l special revenue funds grant awards and expenditures. Ensures compliance with UCOA guidelines for same;, • Provide fiscal oversight of Federal and State grants including preparation and monitoring of time and effort certifications;, • Perform Career and Technical Education quarterly billing to sending districts;, • Provide all aspects of accounting relative to the Student Activities Funds;, • Serve as liaison with the District’s financial/personnel software vendor;, • Assist Business Manager with year-end audit preparation and works with audit manager on final drafts;, • Communicates with school personnel, parents, students, and central office staff while complying with the confidentiality requirements in local, state, and federal policies and statutes Maintain confidentiality. Due to the nature of the documents and information that the person in this position will be exposed to, it is an essential that confidentiality is constantly maintained to the highest degree;, • Prioritize and execute tasks effectively in a high pressure environment;, • Assure financial and other data is collected, input, stored, organized, analyzed, and accurately reported by the district internally and externally; and MINIMUM QUALIFICATIONS; Five years of successful school accounting experience and state and federal accounting, budget preparation and payroll (preferred); • A Bachelor’s degree from an accredited college or university desired with a major in accounting or closely related field (preferred);, • Experience with Infinite Visions, Advance Excel skills, & PowerPoint (preferred), • Two plus years of successful school accounting experience and state and federal accounting, budget preparation and payroll (required);, • Knowledge of Accelerants, UCOA, automated accounting systems and accounting practices (required);, • Proficiency in the use of Microsoft Office and advanced proficiency with Microsoft Excel (required);, • Demonstrated ability to perform the responsibilities above as evidenced by course work, education and professional experience, professional activities and the interview process; Ability to work with mathematical concepts such as probability and statistical inference;, • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations;, • Ability to utilize current technology for communication, data analysis, and access to research and instruction;, • Ability to define problems, collect data, establish facts, and draw valid conclusions; Ability to interpret a variety of instructions in various forms and deal with several abstract and concrete variables;, • Ability to apply knowledge of current research and theory in specific field; Ability to establish and maintain effective working relationships with students, staff, and the community; Ability to communicate clearly and concisely both in oral and written form;, • Ability to perform duties with awareness of all district requirements and school committee policies;, • Ability to prepare ad-hoc financial report requests in a timely manner;, • Ability to communicate effectively both written and orally;, • Ability to work in a fast paced environment and adhere to deadlines;, • Ability to exercise good judgement;, • Citizenship, residency or work visa in the United States required;, • Ability to communicate well with school personnel, parents, students, and central office while complying with confidentiality requirements in local, state, and federal policies and statutes;, • Demonstrated ability to perform the responsibilities above as evidenced by course work; and educational experience, involvement in professional activities, and the interview process.
