The Housing and Community Development (HCD) Divisio n seeks an Acting Assistant Manager of the Health through Housing (HTH) initiative, providing coverage during leadership transition of the Division Director role. This position is short term, and will end when a Division Director is appointed and other staff in Special Duty Assignments return to their base positions. Candidates with close knowledge of the Health Through Housing initiative, experience supervising staff, and who have managed annual budgets greater than $5M are encouraged to apply. This role supports the Acting Manager of HTH in a broad array of operations of the initiative and supervises multiple program staff including contract management for supportive housing services, quality improvement, system partnerships, technical assistance to housing providers, and other service-related operations. This leader collaborates closely with internal and external partners and interest-holders to drive program excellence, assure compliance, advance strategic action, and ensure positive outcomes for formerly homeless individuals in supportive housing by developing service-rich environments where people can heal and thrive. This recruitment is open to current King County Career Service HCD employees who have passed their initial probation and will be filled as a Special Duty Assignment (SDA). This recruitment is to fill a Special Duty Assignment (SDA) that is anticipated to be five (5) months in duration, but subject to change dependent on business need. You must have supervisor approval prior to taking an SDA. To be considered minimally qualified applicant must demonstrate a background that provides the knowledge, skills and ability to: • Manage overall operations and performance of the HTH Initiative, including policies and practices related to HTH team operations, quality improvement, evaluation, data collection, stakeholder coordination, and internal/external operations and systems., • Manage development of HTH policies and procedures that align with HTH's housing first model, local, state, and federal laws, HTH implementation plan, HTH contracts, and other relevant requirements., • Lead day-to-day operations of the HTH initiative, including supervising staff, leading contracted provider relations, problem-solving internal and external operational issues, and implementing internal policies, including Level-Up strategies for contract management., • Ensure execution of strategic vision and continuous alignment with the adopted Implementation Plan, including leading decision-making around operations, evaluation, and communications strategy., • Co-manage special projects such as annual reporting, investment monitoring, transmittals, public records requests, and responses to media inquiries., • Support accountability to legislative commitments, including coordinating and co-managing evaluation-related activities with contractors and internal HTH staff, • Provide information and advice to the HTH Manager, HCD Director, and DCHS leadership in the planning, development, and operation of HTH and keep the HTH manager informed on the status and progress of operations of HTH., • Integrate holistic care for HTH residents through collaboration with community-based organizations, housing providers, and affiliated health and social service systems., • Coordinate with internal stakeholders including the King County Facilities Management Department, DCHS fiscal, Performance, Management, and Evaluation, government relations, and communications staff, DCHS Behavioral Health and Recovery Division, Seattle-King County Public Health, and the King County Executive's Office., • Supervise approximately three to five staff members., • Prepare reports and presentations for County Council, DCHS leadership, and other stakeholders., • Based on the HTH Implementation Plan, create county processes to ensure compliance with the Plan, local, state, and federal statues, and bond requirements., • Apply an equity and social justice mindset to all aspects of the work in partnership with team members, other Division and DCHS staff, and internal and external stakeholders., • Travel as needed to HTH sites located throughout King County. WE ARE LOOKING FOR CANDIDATES WHO HAVE: • Bachelor's degree in a relevant field, such as social work, public administration, or a related discipline. Master's degree preferred., • A minimum of three years experience managing complex program operations and supervising staff, preferably related to affordable housing, homelessness, or other housing-related social services., • Demonstrated experience applying equity and social justice principles and practices., • Strong knowledge of issues related to homelessness and supportive housing programs and best practices in service delivery for adult populations experiencing chronic homelessness and disabling conditions., • Advanced and proficient budget management experience at a high and complex level, with oversight of at least $5M/year for more than a year., • Demonstrated experience implementing programs from inception to completion, including program design and planning, implementation, data and evaluation, and program closeout., • Experience working effectively with elected and other government officials, including both one-on-one and in a committee environment., • Demonstrated ability to build consensus and facilitate collaboration among team members, community members, policymakers, and other stakeholders., • Demonstrated exceptional communication skills, both written and verbal, for different audiences and communication needs, including the ability to work with people of various cultural backgrounds, and communicate complex policy topics to a general audience., • Highly organized with a demonstrated ability to succeed in a fast-paced dynamic environment, work on several tasks simultaneously, organize and prioritize work quickly in response to changing needs, and meet deadlines., • Demonstrated ability to research best practices; gather qualitative and quantitative data; and analyze, synthesize, and draft reports summarizing findings., • Demonstrated analytical and problem-solving skills, including anticipating future initiative needs and strategically developing solutions and using use data-driven insights to inform decision-making and improve program outcomes., • Proven track record of successful team leadership, including experience in motivating, coaching, and managing teams to achieve high levels of performance, collaboration, and professional growth., • Demonstrated ability to build and maintain partnerships with diverse interest-holders, including government agencies, nonprofit organizations, and community groups., • Strong leadership abilities, with the capacity to effectively manage teams, facilitate collaboration, and drive organizational change., • Proficiency in using data analysis tools and software to generate reports, track program performance, and inform decision-making., • Professional commitment to social justice, equity, and the principles of trauma-informed care.
