The Center currently has over 100 staff working at five facilities across San Diego County. POSITION SUMMARY Reporting to the Senior Director of Quality Assurance and Contract Compliance, the Contract Compliance Specialist will support the Operations and Quality Assurance departments. This position leads the contract compliance processes, supports audits and monitoring activities, provides training and technical assistance, maintains contract related records, and manages contracts and subcontracts. Responsibilities include maintaining relationships with external stakeholders, ensuring expenditures are in accordance with the terms of contracts, completing subcontractor audits and site visits, and coordinating compliance-related tasks. PRIMARY ROLES & RESPONSIBILITIES Organizational Effectiveness • Works collaboratively with funders, subcontractors, and stakeholders to ensure a shared understanding of contract scopes of work, performance target goals, and documentation standards., • Serve as a primary liaison with funding agencies, subcontractors, and external partners, ensuring timely and accurate communication across internal teams., • Maintains good relations with funding agency representatives, which includes providing timely responses to inquiries and meeting deadlines set forth by funding agencies., • Assist with contract orientation meetings, monitoring meetings, and closeout meetings for assigned contracts., • Maintains and updates a centralized, shared library of executed contracts, amendments, and contract-related documents/materials., • Performs quality control tasks for assigned contracts, including tracking objective achievement, developing reports, and communicating results to stakeholders., • Monitor subrecipient and subcontractor performance to ensure compliance with contract terms, scope of work, and applicable regulations (including 2 CFR 200), • Conduct risk assessments of subcontractors to determine appropriate monitoring level and oversight strategy, • Review and track subcontractor deliverables, invoices, and supporting documentation for accuracy, allowability, and alignment with approved budgets, • Coordinate and conduct monitoring activities such as desk reviews, site visits, and compliance check-ins, • Collaborate with internal teams (finance, programs, leadership) to ensure alignment between subcontractor performance, invoicing, and contract expectations, • Create and send report reminders to staff in charge of submitting the reports., • Monitor report submission and follow up with staff as needed to make sure reports are submitted on time., • Serve as the primary point of contact for internal staff and external partners regarding insurance-related compliance questions, • Manage and oversee organizational insurance coverage to ensure compliance with requirements set by federal, state, county (including San Diego County), and other funding sources, • Review contract and grant agreements to identify insurance requirements, including coverage types, limits, endorsements, and additional insured provisions, • Coordinate with insurance brokers and carriers to secure, renew, and adjust policies to maintain continuous and adequate coverage, • Coordinate and manage site visits, monitoring reviews, and audits conducted by funders, • Prepare staff and leadership for monitoring visits by conducting internal readiness reviews., • Compile, review, and submit required documentation to funders in advance of and following site visits, • Track monitoring outcomes, including findings, recommendations, and required corrective actions, • Maintain contract and compliance documentation in accordance with record retention requirements, • Conduct internal audits and compliance reviews, including pre-monitoring assessments and contract closeout evaluations, • Collaborate with QA and cross-functional teams to develop and deliver required reports aligned with funder expectations, • Provide training and guidance to staff to support understanding and adherence to organizational policies, • Education/Experience: two to three years' experience related to contract monitoring or contract compliance; or a certificate, associate's degree, or bachelor's degree with transferable skills., • Professional Skills: ability to interact with various types of staff; strong planning and organizational skills; comfort making connections through email, teams, and phone calls; ability to track and report on goals., • Personal Skills: professional and personable; comfortable speaking about accounting policies and procedures; familiarity with the LGBTQ+ communities and the work of The Center, • Technology Skills: Intermediate skills in MS Office Suite, particularly Outlook, Excel, and Word., • Education/Experience: two to three years' experience related to contract monitoring., • Technology Skills: Advanced skills in MS Office Suite, particularly Outlook, Excel, and Word., • Compensation: The pay range for this position is $24.72 – $27.28 an hour and is commensurate with experience.
