About the Workforce Development Division The Workforce Development Division of the Office of Economic and Workforce Development (OEWD) serves San Francisco jobseekers and local employers. OEWD strives to ensure that San Francisco has a qualified workforce that attracts, retains and expands industries, and maximizes Senior Employment opportunities for local residents through comprehensive training initiatives and services to ensure that no community member is left behind when it comes to the chance to go to work and succeed. CityBuild, an initiative under the Workforce Division is seeking a Senior Employment Liaison. CityBuild prepares San Franciscans for career opportunities in the construction industry through two distinct sets of training programs:CityBuild Pre-Apprenticeship Construction Training Programs – Intensive hands-on programs that provide San Francisco residents with the foundational knowledge, skills, and support to enter careers in the construction trades and succeed as new apprentices. The nationally-recognized CityBuild Academy is the flagship of the CityBuild pre-apprenticeship network, which also includes tailored trainings based on particular needs of jobseekers, projects, and the construction industry based on the AFL-CIO Multi-Craft Core Curriculum (MC3).Construction Administration and Professional Services Academy – Courses that prepare San Francisco residents for a career in Administration and Professional Services in the back-offices of Construction Industry employers. CityBuild provides ongoing assistance to CityBuild graduates, local jobseekers, and construction employers through its Employment Network Services program (ENS), which includes providing information on applicable local hiring policies and making referrals in partnership with local hiring halls to assist contractors with meeting their local hiring requirements.Job Description Appointment Type: Permanent Exempt (PEX) Appointment. This position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointing officer. Under direction of division management, the Senior Employment Liaison performs professional technical duties in the areas of construction employment and training. This includes employer engagement-job development, trades skills assessment, project monitoring, program evaluation, staff supervision as directed and lead the CityBuild portfolio of the On-Ramp Violence Prevention and Professional Services Academy. The Senior Employment Liaison position is challenging and often fast paced. Senior Employment Liaisons must be team oriented, but able to work independently and be innovative. This position’s success is built on the ability to build strong working relationships with job seekers, CityBuild trainees, labor representatives, and construction contractors, with the primary goal of providing meaningful employment opportunities for community members and exceptional customer service for employers. Senior Employment Liaisons must understand all applicable local hiring policies and be able to effectively convey local hiring procedures one-on-one and in group settings. The Senior Employment Liaison is charged with fulfilling the objectives and goals of CityBuild and the Office of Economic and Workforce Development. This position will work on highly visible construction projects covering the various Construction Workforce Policies including and not limited to the City’s First Source Hiring Program, the Mandatory Local Hire for Construction and HUD Section-HOPESF projects. At the Direction pf division management, the Senior Employment Liaison will need to have strong community relation skills, and he/she will have to represent CityBuild at community meetings throughout the day and some evenings. This position is a senior role and will be responsible to lead a team of Employment Liaisons providing coordination of job placements, development of policies and procedures, coordinating special training, support the grants management of CityBuild’s portfolios, and training team members. Responsibilities The Senior Employment Liaison will be responsible for balancing multiple tasks which include routinely following CityBuild’s Employment Network Services process, managing relationships with construction contractors and labor representatives, coordinating grants management, data processing and advising interested job seekers of potential opportunities on various construction projects. The senior position will also be providing leadership responsibilities to other Liaisons. The following are additional responsibilities:Develop and display a comprehensive understanding of the tasks and skills of the various construction trades; be familiar with the basic requirements of apprenticeship programs and a strong knowledge of the entrance parameters of local unions.Act as a single point of accountability for specific projects and provide customer service as needed to promote healthy customer relationships.Coordinate with CityBuild Compliance Team to perform the following tasks:Conduct regular site visits of assigned construction projects, assess project progress and prepare site visit reports.Attend pre-bid and pre-construction meetings as scheduled and make contractors aware of the Employment Network Services and other CityBuild services. Track and analyze assigned construction project’s local hiring status and make recommendations when necessary.Develops and coordinates preparation of portfolio annual work and performance plans with knowledge of operating budgets and program funding streams.Career advice and coach CityBuild trainees on their interest in various construction trades and matching them to their skills and abilities.Coordinate with industry partners for the placement of CityBuild graduates including CityBuild Academy and CAPSA participantsLead in reviewing and rating workforce development proposals in CityBuild programming.Work with employers to customize curriculum for entry-level, mid-level and incumbent worker training on special projects where additional pre-apprenticeship training is neededConduct program monitoring in coordination with Workforce Programs teamKnowledge of national and local sector models that are innovative; implement best practices that serve Construction industry needs as well as those of local job seekers.Proficient with database systems including Cloud-based applications Distinguishing Features Positions in this class function at the senior journey level in the Community Development Specialist series. Employees in this class carry out their assignments with considerable independence and do not receive day-to-day supervision. Positions in this class are distinguished from the lower class 9772 Community Development Specialist by their significant coordinating and monitoring responsibility over a variety of grant funded projects in one or more of the following program areas: CityBuild Academy, special training, program development, implementation & enhancement. Employees in this class may serve in a lead role for subordinate personnel. Additional responsibilities include: Data and Reporting Utilize the City’s vendor for electronic certified payroll reporting system, Workforce Manager, and other software application for jobseeker tracking tools.Collects and evaluates qualitative and quantitative data through reporting systems.Interpret Federal, State and local policies and incorporate relevant requirements into existing local workforce policiesPrepare monthly, quarterly and ad-hoc sector and program data and program performance analysis to present to senior management, Workforce Investment Board members, sector stakeholders and City Officials. Assists in evaluating and recommending CityBuild’s strategies and vision with Department’s Strategic Initiative’s team.Collects data and prepares a wide variety of reports, memoranda and correspondence.Reviews and analyzes monthly reports submitted by various community groups, organizations and agencies to ensure contract compliance. Employer, Stakeholder and Workforce System Engagement Lead the coordination and implementation of workforce sector stakeholders (including employers, training providers, educators, public officials, community members, industry and labor representatives) to best connect local residents with sector employment.Oversight of sector collateral and public messaging to assure that the public is aware of workforce sector services, programs and trainings. Coordinate with workforce system to assure that citywide job seekers can access sector services.Establish and nourish relations with construction employers. Convene with employers through individualized and group meetings, focus groups, and round table discussions to provide information on sector initiatives and gauge their workforce needs.Create individualized recruitment plans with employer partners to help employers fill their workforce needs with sector candidates.Work effectively with a variety of stakeholders, including City department heads, union representatives, general contractors, community advocates and City staffSpearhead effective engagement and outreach to diverse populations, including re-entry population, public housing residents and public aid recipients. Qualifications Minimum Qualifications These minimum qualifications are to be used as a guide for establishing the education, training, experience, special skills and/or license which may be required for employment in the class. Possession of a baccalaureate degree from an accredited college or university AND three (3) years of administrative/professional experience in community development, housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR 2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND two (2) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice; OR 3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; AND one (1) year of administrative/professional experience in community development, housing and /or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR 4. Possession of a Juris Doctor degree from an accredited college or university AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice. SUBSTITUTION: Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.
