Job Description POSITION SUMMARY: Direct supervision of assigned personnel within the Sanitation Department in Public Works. Direct supervision to include the ability to manage schedules, performance, and interpersonal issues of department employees. It may involve the ability to recommend changes to work priorities or strategies within the department. With a small, dynamic team, the Sanitation Services Superintendent will have the opportunity to foster a close-knit, agile work environment that adapts quickly to challenges. By addressing immediate operational issues while maintaining a focus on long-term goals, this leader can ensure the department’s continued resilience and success. Facing both immediate challenges and the need for sustainable growth, the Superintendent will play a pivotal role in ensuring the department's long-term success. This includes developing creative solutions to environmental issues and providing strategic direction and execution to ensure the next generation inherits reliable service and a well-aesthetically maintained city. MAJOR RESPONSIBILITIES & DUTIES: The Sanitation Services Superintendent role must have strong management skills, backed by the technical expertise needed to establish credibility and lead effectively. The Sanitation Services Superintendent will have a progressive mindset, recognizing the importance of this position responsible for the management of the sanitation division, its staff, and activities to meet community and regulatory requirements for the city. The role is highly visible, requiring effective listening and speaking skills essential for engaging with diverse audiences, externally and internally. The ideal candidate should be progressive in their training and perspective on plans. This role assigns, monitors, and evaluates staff performance and is responsible for hiring, training, and holding sanitation employees accountable in alignment with department policies and Public Works Department Team Agreements. The Superintendent will ensure compliance with Federal, State, and local regulations regarding sanitation and environmental safety. Key Responsibilities include: • Oversee the City’s Solid Waste Enterprise Fund inclusive of evaluating residential and commercial fees, the Pay as You Throw (PAYT) bag program, developing annual capital budgets and managing expenditures., • Oversee sanitation vehicles and equipment usage, maintenance, and evaluate new equipment for purchase in accordance with the City’s strategic plan., • Plans, organizes, implements, oversees landfill operations, waste collection, waste reduction, recycling and public information programs., • Respond to and resolve public inquiries and complaints with responsiveness and care., • Develop effective processes, safety protocols and fostering a collaborative, forward-thinking environment., • Conducts regular inspections of the work of the solid waste, street cleaning, and recycling collection personnel; checks for improperly prepared refuse and recycling, estimates amount of refuse and recyclables on each route and develops and maintains a street sweeping schedule., • Analyzes community needs and develops action plans to meet City priorities; works with City Departments, external agencies, and other organizations to define and resolve Sanitation service issues., • Manages the Sanitation Division staff and activities to meet community and regulatory requirements for the City., • Provides leadership to assure that Sanitation services are provided in alignment with the City’s strategic objectives and state and Federal laws., • Reviews the work of assigned staff to assure the work quality, care and timely accomplishment of assigned duties and responsibilities., • Works with City Departments, external agencies, and other organizations to define and resolve Sanitation services issues., • Prepares regulatory compliance reports for City personnel and external agencies., • Reviews Sanitation trends, issues, and recommends operational improvements., • Supervises staff and evaluates performance; monitors operations to identify and resolve problems and priorities., • Plans and manages resource allocations; assures efficient operations and cost-effective practices., • City and department policies and procedures. Guidelines include city policies and procedures, city personnel policies, and safety procedures., • Computers and job-related software programs inclusive of the city’s asset management software., • Budgeting process., • Skill in the preparation of clear and precise administrative reports., • Skill in oral, interpersonal, and written communication. PHYSICAL DEMANDS/ WORK ENVIRONMENT: • The work is typically performed while intermittently sitting, standing, stooping, walking, bending, or crouching. The employee occasionally lifts light and heavy objects and uses tools or equipment requiring a high degree of dexterity., • The work is typically performed outdoors and at Public Works facilities. The employee may be exposed to noise, dust, dirt, grease, machinery with moving parts, infectious diseases, dead animals, and irritating chemicals. Work requires the use of protective devices such as masks, goggles, or gloves. MINIMUM QUALIFICATIONS: • Education: College diploma or equivalent required., • Experience: Minimum of three (3) years of related experience required; demonstrated interest in or readiness for supervisory or management responsibilities strongly preferred., • Licensure: Possession of, or the ability to obtain in a timely manner, a valid Georgia Class B Commercial Driver’s License (CDL) appropriate for the type of vehicle or equipment operated., • Computer Skills: Proficiency in personal computer applications, including word processing, excel, and asset management software., • Technical Knowledge: Understanding of solid waste collection, disposal, resource recovery, and recycling methods and systems; knowledge of applicable federal, state, and local regulations governing solid waste management operations and planning., • Supervisory Practices: Knowledge of the principles and practices of employee supervision, including recruitment/selection, training, performance evaluation, and disciplinary procedures., • Administrative Skills: Familiarity with administrative principles and methods, including goal setting, program development and implementation, and budget management., • Safety Knowledge: Knowledge of applicable safety regulations, safe work practices, and the proper use of safety equipment relevant to the position.
