Job Description: The Center for Population Health Data Science (CPHDS)- launched in October of 2023- aims to catalyze critical data modernization work and enable the agency to make progress toward linking public health, healthcare, and social service for timely and effective public action. We are working towards making these data more accessible, timely, equitable, meaningfully usable, and protected – and actively used to protect and promote the health and well-being of New Yorkers. We aim to strengthen agency-wide data capabilities by empowering our workforce, enhancing intra- and inter-agency data sharing, and using modern technology to yield trusted and integrated data and insights. A real-time and comprehensive view of city needs is needed to enhance public health actions and improve health outcomes for the most vulnerable New Yorkers. This position will be based at the Health Department’s office in Long Island City, NY, with the possibility of hybrid work. The Bureau of Data Technology and Standards, Data Governance and Informatics (DGIU), seeks a Data Governance Coordinator who will be responsible for the proper disclosure of the DOHMH's public data assets on the Mayor’s Office of Technology and Innovation (OTI) central Open Data web portal. This role ensures the department’s compliance with Open Data Law, Local Law 11 of 2012. This law mandates that all NYC Agencies make their public datasets available on a single NYC Mayoral Office web portal (Open Data Portal), which is managed by the Mayor's Office of Technology and Innovation (OTI). DOHMH strives to make health data available to our constituents as one means to facilitate health equity. The availability of these public data assets is intended to “streamline intra-governmental and inter-governmental communication, promote innovative strategies for social progress and to create economic opportunities.” The Open Data Governance Coordinator, under the Data Governance Implementation Manager, will develop, implement, and maintain processes and protocols ensuring the proper disclosure of the department's public data assets to Open Data. This position will work closely with an array of DOHMH stakeholders and the Mayor’s Office of Technology and Innovation to ensure data confidentiality, and promote DOHMH’s data on Open Data, while meeting the OTI required specifications for Open Data. Duties: • Engage DOHMH stakeholders to promote the importance of data documentation for data governance, management and use and ensure timely data and documentation deliverables. Creatively engage with DOHMH programs to help them showcase their data in Open Data., • Liaise with DOHMH information technology, legal, communications, and data steward personnel to ensure Open Data requirements are met, including those for the agency’s Annual Open Data compliance plan., • Coordinate with DOHMH communications staff to perform public outreach and presentation with the aim of increasing strategic use of the City’s datasets and complying with OTI requirements., • Coordinate and communicate with the DOHMH General Counsel Freedom of Information Law (FOIL) Office to determine FOIL requests that are Open Data eligible., • Address Open Data public inquiries through the coordination of responses from DOHMH data managers., • Liaise with the Division of Information Technology’s security and technical personnel to coordinate the automation of data updates, which will ensure the continuity of data availability., • Prepare and maintain documentation to support all operations pertaining to Open Data., • Liaise with DOHMH stakeholders to prepare Open Data for publication, • Collaborate with DOHMH disclosure risk mitigation data scientists to develop and ensure confidential datasets for public access, • Ensure data prepared for publication are appropriately formatted and machine-readable while meeting the requirements of OTI., • Review data asset data dictionaries and corresponding metadata and documentation to ensure these documents meet OTI requirements prior to publishing., • Develop and maintain Sharepoint Document Management integrated with the Teams system to support cross-agency data domain and agency data governance core policies., • Maintain document integrity using document ID system, version control (e.g. master vs. drafts; checkout, checked back in), manage review cycles, and respond to feedback by reviewers. Use all features of the Document Management system to effect efficiency in these activities., • With initial guidance, develop core Data Governance templates and documents using exceptional Microsoft Office skills and features that include text formatting, document formatting, working with lists, creating templates, tables, charts and graphs, collaboration (tracking changes, etc.), styles, sections, page navigation, accessibility and forms., • Support governance tracking and communication systems keeping up-to-date contact information and timely, accurate and complete deliverables. Address any delays or missed deadlines of data and metadata releases., • Document the rationale and justification for tools and services needed to maintain DOHMH Open Data compliance or Document Management., • Minimum of 2 years of experience working in data governance, information management, health compliance and/or in health information and communication technology, preferably with a background in information, including document management, HIPAA plus other health privacy and security standards, public health, law and/or specialization in health data governance and its policies., • Bachelors or Masters’ degree in a relevant discipline (information management, administrative management, public health, data privacy law, epidemiology, etc.)., • Knowledgeable about health data, file layouts, data dictionaries and ability to create and understand similar documentation, use by data stewards and data analysts., • Expertise in Microsoft Office Sharepoint, Teams for document management, Word, Excel and PowerPoint; and Airtable and Adobe Acrobat., • Expertise in Microsoft Word, including text formatting, document formatting, working with lists, Creating Templates, Tables, Charts and Graphs, Collaboration (tracking changes, etc.), using styles, Working with Sections, page navigation, Accessibility and Forms and Microsoft Excel formulas and functions (e.g. lookups, pivot tables, conditional formatting)., • Highly analytical and effectively able to troubleshoot and prioritize needs, requirements, and other issues., • Ability to be proactive and self-motivated., • Ability to build strong relationships with teammates, partners, and specialists by fostering teamwork, partnership, and collaboration in a virtual or face-to-face environment., • Excellent written and oral communication skills., • Hybrid Work Schedule., • Generous Paid Time Off and Holidays., • An attractive and comprehensive benefits package including Medical, Dental and Vision., • Flexible Spending Accounts and Commuter Benefits., • Company Paid Life Insurance and Disability Coverage., • 403 (b) + employer matching and discretionary company contributions., • College Savings Plan., • This is a temporary grant-funded position ending in November 2027., • This individual must reside in the tri-state area (NY, NJ, CT) by their confirmed start date., • Preference may be given to individuals residing in New York City (5 boroughs) or surrounding New York State counties.
