Job Description POSITION SUMMARY The Health Information Technology Manager supports the healthcare and social services programs at Fresno American Indian Health Project (FAIHP). This exempt, full-time information technology position is responsible for, developing effective methodologies for collecting, storing, and coordinating data across the FAIHP patient management and population management systems (e.g., NextGen, Phreesia, and NextGen Population Management). Works with vendors and management to ensure the security of data and accessibility of data to FAIHP personnel and helps support staff. Responsible for providing data management and software support and training for employees, upper management, and other personnel, and creating custom reports for system improvement and required regulatory reports. Under the direction of the Director of Operations, the Health Information Technology Manager ensures software is performing at an optimum level to allow for the effective delivery of health services, including patches, upgrades, and any new enhancements or programs. ESSENTIAL DUTIES, FUNCTIONS & RESPONSIBILITIES • Support the overall success of FAIHP programs by working with program directors regarding patient/client needs this includes reporting on quality measures and indicators (i.e., HEDIS measures, GPRA, Medicare quality indicators, UDS, OSHPD, and/or grant requirements). • Development and maintenance of HIT policies, procedures, training materials, and forms., • Provides support and assistance with financial reporting and operational reports (e.g., productivity, no show, case management on direct pay services, and referrals) by creating reports and/or dashboards. • Supports FAIHP personnel by performing staff support and training as needed on internal software programs such as NextGen, Population Management, and any other software programs. • Supports the revenue cycle by running reports, uploads, dashboards, and data analyses, including capitated lists from health plans. • Supports the oversight of the patient/client registration process, data collection activities, customer service reporting, and any scheduling and reporting. • Supports the work of the organization by generating daily, weekly, monthly, and quarterly operational reports. This may include billing list, open encounters, no shows, unpaid balances, productivity, accounts receivable, referrals, CalWORKs, Tribal TANF, GPRA, UDS, and other ad hoc reporting. • Works with coordinators and program directors regarding encounters and performance data for grant-funded programs., • Main point of contact for concerns related to the practice management system, electronic health records, population management, and other reporting issues, including creating tickets, reports, and attending meetings. • Lead implementation and/or upgrades of Electronic Health Records System / Practice Management System, computer software, Population Management, or any other software as required; ensure routine system backups are completed, monitored, and validated. Ensure compliance with healthcare regulations, including HIPAA. • Lead the exploration and integration of Artificial Intelligence (AI) solutions to support clinical, operational, and population health initiatives, ensuring alignment with organizational goals and compliance standards. • Investigate and resolve discrepancies in patient data. Support clinical research by providing accurate health information data., • Conduct audits to verify the accuracy and completeness of electronic patient records and data., • Manage and train HIT staff on data management policies, procedures, training, and software., • Work with healthcare professionals to streamline patient documentation and data retrieval. QUALIFICATION FOR POSITION EDUCATION: • Bachelor’s or Master’s degree in Computer Science, Computer Information Systems, or related field preferred., • Certification in Health Information Management (RHIA, RHIT). EXPERIENCE: • Minimum of 5 years of electronic health records experience. NextGen experience., • Experience working with Native American communities preferred., • Experience in a supervisory or managerial role, • Strong understanding of healthcare compliance and regulations., • Strong knowledge of medical terminology and healthcare procedures. LICENSE/CERTIFICATIONS: • Registered Health Information Technology (RHIT) certification, Data Management Certification, or SQL Administration certification preferred. • Active CA driver’s license SKILLS: • Intermediate to expert level with MS Office (Access, Word, Excel, and PowerPoint)., • Familiarity of SQL and other database tools., • Knowledge of healthcare regulations and medical terminology., • Excellent diagnostic and problem-solving skills., • Familiarity with GPRA, UDS, OSHPD, and chronic health measure reporting., • Excellent communication ability and demonstrates verbal and written communication skills., • Outstanding organizational and time-management skills., • Familiarity with population health software., • Knowledge and experience with administrative, operations, and accounting processes., • Strong presentation and organizational skills., • Understanding of medical coding including CPT, HCPCS, and ICD-10. A clear background check, drug screen, and negative TB screen are necessary for employment.
