The Felony ATI Court, which is led by Administrative Judge Ellen Biben, seeks to forge a new response to individuals charged with felonies by linking them to community-based social services. The Court is the first of its kind, providing an innovative model for other jurisdictions seeking to develop and implement meaningful post-conviction sentencing options for individuals facing felony charges. Reporting to the Clinical Director of Felony ATI, the Social Worker will be part of a team that provides neutral, third-party assessments and case management services to the Felony Alternative to Incarceration (ATI) Court. The Social Worker will be responsible for conducting independent clinical assessments, providing referrals to community-based services, offering comprehensive clinical case management, and monitoring participant compliance. An essential and dynamic feature of the Social Worker’s role will be close collaboration with key stakeholders. The Social Worker will work regularly with the judge and court staff from New York Country Supreme Court who oversee the Felony ATI Court, as well as with other stakeholders, including the Manhattan District Attorney’s Office and New York City defense organizations. The Justice Center provides high-quality, free civil legal services benefiting over 27,000 New Yorkers each year who lack resources to hire private counsel. With a staff of about 50, the Justice Center relies on expansive pro bono partnerships with law firms and corporate legal departments, and also works closely with the courts, the City Bar, and other stakeholders to support and advance the Justice Center’s multiple civil legal services projects. The City Bar Justice Center’s consumer bankruptcy and education debt practice advises individuals burdened with consumer, medical, and student loan debt on rights and remedies available to them under Chapter 7 personal bankruptcy and consumer laws; offers financial literacy education resources to the larger community; and trains and mentors pro bono attorneys to assist clients and support legal clinics, trainings, and presentations. CJA is the City's main pretrial services agency, combining operations, pilot projects, and research under one roof. PROGRAM SUMMARY CJA operates a Supervised Release Program in Queens Criminal Court. The program, which operates during the day and night court in Queens, screens targeted defendants for release at criminal court arraignment, subject to specific conditions including maintaining face-to-face and telephone contact with the program, participating in an assessment process to identify needs such as substance use and mental health, and agreeing to program monitoring of court appearances and re-arrests. This is a great opportunity for a dynamic, knowledgeable individual, experienced in dealing with high-needs populations such as those with mental health diagnoses, at-risk youth, and others with social, emotional or developmental challenges, who have criminal court involvement. This position will leverage exemplary clinical and interpersonal skills to provide clinical support to participants enrolled in the program. Specifically, the Clinician, SRP will facilitate CBT-informed sessions for all Tier 2 participants, provide short-term counseling for any participant identified as a strong candidate for mental health support, and external referrals to therapy, as appropriate. This position provides hours towards LCSW accreditation. The Clinician, SRP will not carry a standard SRP caseload. This is a pilot program to offer FFT to families and young people who might otherwise find themselves incarcerated without this alternative. FFT is an evidence-based model which is home-based, intensive, family therapy. The FFT Therapist participates in all FFT training and consultation activities, and program reviews. In addition to providing Family Therapy, the FFT Therapist will collaborate with other service providers, including but not limited to the Mayor’s Office of Criminal Justice (MOCJ) and New York City Criminal Justice Agency (CJA). The FFT Therapist is required to complete all FFT documentation requirements, including meeting appropriate therapeutic and engagement requirements and assessing for family safety and risk. Work collaboratively with survivors to define case goals, objectives, and action plans. · Meet program expectations for client contacts. Will contact client within 24 hours due to the critical nature of the work. · Advocate on behalf of clients to overcome systemic barriers related to court, immigration, housing, public benefits, etc. · Facilitate/co-facilitate groups for clients. · Develop content, schedule, and participate in monthly outreach events and document attendance of participants. · Collaborate with internal and external partners to advocate for survivors in court matters, housing matters, public assistance, immigration, etc. · Complete all data collecting and reporting promptly. Job Description Job Title: Clinical Court Liaison Job Summary: CASES is a New York City agency at the forefront of the intersection between behavioral health and the criminal justice system. Our mission is to increase public safety through innovative services that reduce crime and incarceration, improve behavioral health, promote recovery and rehabilitation, and create opportunities for success in the community. The CASES Court services department services court mandates or endorsed programming at all points in the criminal legal process. CASES operates, alternative to detention (ATD) and alternative to incarceration (ATI) community-based programs that are facilitated by the NYS Office of Court Administration (OCA) judiciary. CASES interfaces with multiple stakeholders to support these ATD and ATI program options for thousands of defendants in multiple boroughs. Specifically the arraignment team screens approximately 10,000 defendants a year for ATD and ATI programs, Supervised Releasee and newSTART. Additionally, the ATI intake assessment team screens 500 amount per year to divert people into 3 (three) CASES community based programs, Reframing Opportunity Alternatives and Resilience (ROAR), Nathaniel Community Success (NCS) and Nathaniel Assertive Community Treatment (NACT).
