Job Description The General Manager (GM) serves as the senior operational leader of a NYCSBUS transportation depot and is responsible for the overall management, performance, and success of daily transportation operations. The GM provides leadership to all operational functions within the depot, ensuring safe, reliable, and efficient transportation services for students across New York City. The General Manager is accountable for operational performance, route coverage, employee engagement, labor relations, safety compliance, customer service, regulatory compliance, financial stewardship, and the execution of company objectives. This position requires a hands-on leader capable of managing a large unionized workforce while maintaining strong relationships with internal and external stakeholders. The GM is expected to promote a culture of accountability, operational excellence, safety, compliance, and customer service while ensuring alignment with NYCSBUS strategic goals and contractual obligations. Essential Duties and ResponsibilitiesOperational Leadership • Direct and oversee all daily depot operations to ensure safe, reliable, and efficient transportation services., • Ensure all scheduled routes are covered and serviced according to company, OPT, and contractual requirements., • Monitor daily route performance, on-time performance, route completion rates, and service quality indicators., • Lead depot management staff in planning, organizing, and executing operational priorities., • Ensure proper coordination between Dispatch, Safety and Training, Maintenance, and Human Resources/Compliance functions., • Maintain operational readiness for regular school days, summer programs, special education services, field trips, and emergency transportation needs., • Develop and implement operational improvement initiatives to increase efficiency and service quality.Employee Leadership & Workforce Management, • Provide leadership and direction to Assistant General Managers, Operations Managers, Dispatch Supervisors, Safety Supervisors, and other depot leadership personnel., • Manage a workforce consisting of Drivers, Bus Attendants, Dispatchers, Trainers, Administrative Staff, and Supervisors., • Foster a culture of accountability, teamwork, professionalism, and customer service excellence., • Conduct regular staff meetings and leadership meetings., • Partner with Human Resources to support recruiting, onboarding, employee engagement, retention, coaching, corrective action, and performance management initiatives., • Monitor attendance, absenteeism, overtime utilization, and staffing levels., • Ensure proper succession planning and employee development within the depot.Labor Relations, • Maintain productive working relationships with union representatives and bargaining unit employees., • Ensure compliance with collective bargaining agreements (CBAs)., • Partner with Human Resources on employee investigations, grievance responses, disciplinary actions, and labor-management meetings., • Promote positive labor-management relations while ensuring operational requirements are met.Safety & Regulatory Compliance, • Promote a safety-first culture throughout the depot., • Ensure compliance with:, • NYS Department of Transportation regulations, • Department of Motor Vehicles requirements, • Office of Pupil Transportation (OPT) standards, • OSHA regulations, • Federal Motor Carrier Safety Administration (FMCSA) regulations where applicable, • Company safety policies and procedures, • Monitor accident trends and implement corrective action plans., • Participate in incident investigations and root cause analyses., • Ensure employees maintain required certifications, licenses, and qualifications., • Support emergency preparedness and crisis management activities.Service Delivery & Customer Relations, • Ensure exceptional service delivery to schools, students, parents, and community stakeholders., • Serve as the primary depot representative for operational matters involving OPT and school administrators., • Address escalated service concerns and complaints in a timely and professional manner., • Monitor customer satisfaction trends and implement service improvement initiatives.Financial & Resource Management, • Manage depot operating expenses and resources responsibly., • Monitor labor costs, overtime expenses, fuel usage, and operational expenditures., • Ensure efficient utilization of buses, personnel, and equipment., • Participate in annual budgeting and forecasting processes., • Identify opportunities to improve productivity and reduce unnecessary costs while maintaining service quality.Strategic Leadership, • Support the execution of NYCSBUS strategic initiatives and organizational goals., • Collaborate with executive leadership on operational planning and company-wide projects., • Lead change management initiatives within the depot., • Promote innovation and continuous improvement throughout the operation.QualificationsEducation, • Bachelor's Degree in Business Administration, Transportation Management, Public Administration, Logistics, Operations Management, or related field preferred., • Equivalent combination of education and operational leadership experience may be considered.Experience, • Minimum 7 years of progressive leadership experience in transportation, logistics, fleet operations, school transportation, public transit, or related industry., • Minimum 5 years managing large teams in a multi-functional operational environment., • Experience managing unionized workforces strongly preferred., • Experience in school transportation or public-sector transportation operations highly preferred.Knowledge, Skills & Abilities, • Strong leadership and people management skills., • Exceptional problem-solving and decision-making abilities., • Strong labor relations and employee relations experience., • Knowledge of school transportation operations and regulatory requirements., • Financial management and budgeting experience., • Experience interpreting operational metrics and performance reports., • Strong verbal and written communication skills., • Ability to lead in a fast-paced, high-volume operational environment., • Proficiency with transportation management systems, routing software, workforce management systems, and Microsoft Office Suite., • Bilingual English/Spanish preferred.Work Environment, • Primarily based at a transportation depot environment., • Frequent interaction with drivers, attendants, dispatch personnel, maintenance staff, school administrators, OPT representatives, and union officials., • Requires availability during early morning operational hours and occasional evenings,
