Job Description CASE MANAGER QUEENS SUPERVISED RELEASE PROGRAM POSTED: 4/23/2026 ABOUT CJA The New York City Criminal Justice Agency (CJA) is a not-for-profit service and research organization that operates in partnership with the New York City Mayor's Office of Criminal Justice. CJA is the City's main pretrial services agency, combining operations, pilot projects, and research under one roof. CJA utilizes procedural justice practices to provide pretrial services to over 100,000 persons arrested annually in New York City. PROGRAM SUMMARY CJA operates a Supervised Release Program in Queens Criminal Court for defendants of all ages who are charged with felonies and misdemeanors, and who present a substantial likelihood of detention, but are at risk of failing to appear in court if released on recognizance. The program, which operates during the day and night court, screens targeted defendants for release, subject to specific conditions including maintaining face-to-face and telephone contact with the program, participating in a screening protocol for substance abuse and mental health issues, and agreeing to program monitoring and reporting of non-compliance, re-arrests and scheduled court appearances. POSITION SUMMARY Reporting to the Supervising Clinical Case Manager and under the direction of the Clinical Director, the Case Manager is a dynamic, knowledgeable, and experienced individual with a social service, psychology, or clinical background to help make an impact on the ever-changing role of the court system and alternative initiatives aimed at reducing detention and crime rates in the city. The Case Manager hired for this position will be working on a team that serves both youth and adult clients (ages 16 years and older). The Case Manager in this role will be responsible for building relationships with participants and their support systems. In building these relationships, the Case Manager will coach and connect people with resources to meet their unique needs, such as education and employment programs, career assessments, job readiness, and other opportunities aligned with their personal goals and interests. PRIMARY RESPONSIBILITIES The Case Manager's functions include: Client Needs Assessments: • Conducting the intake/assessment interview to identify participants' immediate needs, including risk factors for recidivism., • Assessing for mental health and substance abuse problems, making outside referrals as appropriate., • Working with people to explore interests and create plans to take steps towards meeting goals., • Assessing for school and/or job readiness and connecting young participants to quality school and job programming, vocational trainings, technical skills classes or other certification programs, as well as peer support services, based on their personal interests and goals., • Build relationships with program participants ages 16 years and older, • Identify and collaborate with support systems, such as guardians and significant, in participant's life., • Reviewing with participants the conditions of release, program agreement, and consents for disclosure, • Maintaining face-to-face and telephone contact with participants, monitoring re-arrests, and preparing on-calendar and off-calendar reports for court., • Utilizing cognitive behavioral therapy, including using the use of interactive journaling, in applicable sessions., • Run psychoeducational and supportive psychotherapeutic groups for participants ages 16-24 years old., • Updating computerized case management appointments accordingly to produce periodic reports on participant's compliance., • Writing formal progress reports for each court date, in accordance with program requirements and quality standards; advocate for graduated sanctions for eligible clients., • Maintaining professional communication with defense attorneys, Assistant District Attorneys, and referral agencies until transfer or completion of reporting responsibilities, • Appearing and advocating in court regarding participants' compliance as necessary, • Bachelor's degree in social work, psychology, sociology, criminal justice, or other related field, • 2 years of experience in case management; at least 1 of those years working with an adolescent population., • Knowledge of NYC Court Operations, • Familiarity with the Alternative to Detention (ATD), Alternative to Incarceration (ATI) or other advocacy program models, • Working knowledge of treatment programs (substance abuse, mental health, etc.) and other support services (GED, job training, YIP, etc.) for referrals, • Ability to exercise sound and quick judgment, • Excellent communication and writing skills, • Excellent time management skills, • Computer literate with the ability to quickly adapt to changing technology, • Bilingual skills preferred (Spanish, Mandarin, Korean, French-Creole, a plus). Job Description We are seeking a Housing Specialist who will be responsible for permanent housing placement for all housing-ready individuals in the shelter. The Housing Specialist will have an assigned caseload and will be responsible for the successful placement of these individuals by DHS' contractual requirements. The Housing Specialist works with community organizations, government agencies, and property owners to secure living arrangements and negotiate rents, deposits, and move-in terms on behalf of their clients. The position involves various tasks that increase housing options for people who are trying to transition to permanent housing. Under the supervision of the Clinic Director, the Supervising Attorney’s general responsibilities will include training and supervising students in client representation; working on the Clinic’s docket of cases and developing and managing several of the Clinic’s projects independently; and performing varied administrative and other tasks to assist in the Clinic’s operation. The Disability and Civil Rights Clinic was launched in 2015 and is an in-house clinic that functions as a small pro bono law firm representing low-income adults with intellectual and developmental disabilities in a variety of civil legal matters, including public benefits, parental rights, alternatives to guardianship, and discrimination in access to programs and services. The Clinic is committed to providing legal representation to underserved communities and conducts outreach and education efforts to achieve this end. Through direct legal services, affirmative litigation, public policy reform and projects, community education and coalition building, the Disability and Civil Rights Clinic engages in various forms of advocacy to make the greatest impact on the community. The Supervising Attorney will be a part of a vibrant group of clinical faculty members who teach in the eight in-house clinics and direct our externships at BLS and will be welcomed into all aspects of the law school community, including faculty workshops, events, and supporting student pro bono organizations and activities. Responsibilities Under the supervision of the Clinic Director, the Supervising Attorney will be responsible for the following: • Clinical Work:, • Supervising at least 8 clinic students per semester in their case work, which may include traveling and attending offsite meetings as needed to represent clients;, • Managing Clinic projects/cases and vetting new Clinic projects/cases;, • Overseeing the Clinic’s docket during summers and winter breaks;, • Co-teaching the weekly clinic seminar, which addresses a combination of substantive law, practical skill development, and reflection. Topics include guardianship and supported decision-making, disability justice, supervision/surveillance by the family regulation system, and federal disability anti-discrimination laws;, • Assisting in designing and the teaching components of the Clinic seminar; and, • Developing and maintaining Clinic relationships with clients, strategic partners, co-counsel, and other community stakeholders., • Administrative Duties:, • Supporting the development of Clinic policies and training materials;, • Promoting the Clinic to students and community-based organizations;, • Participating in professional development, training, and networking activities; and This position is a non-faculty, contract appointment and does not carry faculty status. The supervising attorney is not eligible for faculty research support, faculty development funding, tenure or promotion review, or other privileges associated with faculty appointments, except as required by law or institutional policy. The appointment is at will and subject to applicable law and institutional policies. Continuation of the position is subject to periodic review based on performance, programmatic needs, enrollment, and available funding. Because the position involves direct supervision of students and ongoing representation of clinic clients, the supervising attorney is expected to commit to the full academic term and to support appropriate transition planning in the event of departure. The training curriculum integrates core competencies, health specialties, job readiness and occupational health & safety through three months of full-time classroom studies, followed by a two-month internship component. Current Opening: The CHW Training Facilitator is the lead instructor for the CHW Training program and CHW refresher course, which includes teaching, programming and curriculum development and providing one-on-one coaching (including internship placements and job placement assistance for the main CHW training). This is a bargaining unit position and will work 40 hours/week in Brooklyn. Key Responsibilities but not limited to: • Intake and screening: Assist with outreach efforts for CHW training participants. Interview prospective CHW students. Support orientation and registration of class participants., • Teaching and curriculum development: CHW class facilitation, planning and teaching classes. Develop a comprehensive, organized, replicable curriculum for the training program., • Programming: Schedule external speakers. Arrange logistics for training day-to-day operation. Perform administrative tasks for the training program (maintain students’ attendance records, class materials preparation, creating and feeding Google Classroom platform, enter placement information into tracking systems, respond to funder related requests as needed), • Participants’ mentorship: Provide one to one support to class participants with resume, cover letter, job interviews and career counseling. Assess students’ skills and readiness for internships. Collaborate with volunteer tutors on individual trainee support., • Job placement support: Conduct job searches then emailing to CHW graduates. Follow up with CHW graduates on their job placement process and provide job readiness coaching., • Eligible to work in the U.S, • Bachelor’s degree or equivalent, • Strong facilitation skills.
