Job DescriptionPayroll Accountant (Temp-to-Hire) Pay Range: $38.49 - $46.79 per hour Schedule: 9/75 Schedule - 8.23 hours/day with every other Friday off Location: Local Government Agency, Long Beach Are Type: Temp-to-Hire About the Role A growing municipal Finance Department is seeking a detail-oriented Payroll Accountant to join their team on a temp-to-hire basis. This position plays a key role in processing citywide payroll, supporting financial operations, and ensuring compliance with pension, union, and regulatory requirements. This is an excellent opportunity for someone with public sector or union payroll experience who wants stability, work-life balance, and long-term growth. You'll be joining a collaborative team that includes a Finance Director, Payroll staff, Accounting Specialists, and an Accounting Administrative Assistant. Key Responsibilities • Prepare, calculate, and process full-cycle citywide biweekly payroll, • Prepare PERS retirement contributions for all vested employees, • Prepare and post payroll journal entries and allocations per MOUs or employment agreements, • Remit and file payroll taxes and other required citywide tax reporting, • Support Accounts Payable and Cash Receipts when needed, • Monitor and update daily cash position; process deposits, ACH credits, and wire transfers, • Maintain general and subsidiary ledgers, journals, and budgetary accounting records, • Maintain budgetary controls and financial documentation, • Administer records for insurance enrollments, retirement funds, pay rates, hours worked, etc., • Reconcile health insurance invoices, • Prepare financial reports, reconcile accounts, and review fiscal statements, • Assist with preparation of state, local, and federal reporting, • Audit payrolls, invoices, purchase orders, and warrants, • Classify and code accounting data, make adjustments, and process closing entries, • Perform related duties as assignedMust-Have Qualifications, • City or municipal payroll experience strongly preferred, • If no city experience, Union or MOU payroll experience required, • Pension experience preferred (CalPERS experience a plus; willing to train), • Full-cycle payroll processing experience, • Strong understanding of payroll regulations and compliance, • Experience preparing journal entries, reconciliations, and allocationsEducation & Experience, • Bachelor's degree in Accounting, Finance, or related field, • Minimum 3 years of finance or payroll-related experience, • Knowledge of:, • Accounting principles and practices, • GAAP / GASB, • Payroll rules and reporting, • MOU guidelines and bargaining units, • CalPERS guidelines (preferred)Skills & Abilities, • High accuracy and strong attention to detail, • Ability to interpret MOUs and apply complex payroll rules, • Strong written and verbal communication skills, • Proficiency in Microsoft Office and accounting or payroll systems, • Ability to manage multiple priorities and deadlines, • Strong teamwork and collaboration skillsWhy This Opportunity?, • Temp-to-hire with long-term potential, • Work-life balance with every other Friday off, • Stable public-sector environment, • Collaborative team and strong leadership, • Opportunity to expand payroll and government accounting experiencePlease click apply now and submit your resume.
