Job DescriptionDescription: Hybrid 4 in New York, NY Our client is a global investments company providing informed investment management and investment services across numerous markets. The organization serves institutions, corporations, and individual investors and acts as a single point of contact for clients to create, trade, hold, manage, service, distribute, or restructure investments. Rate: $85.00 to $95.00/hr. w2 Responsibilities: • Own the end-to-end capacity management operating model for Azure services, including planning, modeling, forecasting, monitoring, tuning, and governance., • Ensure sufficient capacity and engineered buffer to meet SLOs, RTO/RPO, and regulatory or contractual requirements with U.S.-only region restrictions and continuous monitoring., • Partner with SREs to operationalize capacity practices via IaC, gated change control, performance baselines, autoscaling policies, and resilience patterns., • Contribute to documentation and evidence such as SSP updates, control narratives, POA&M items, and continuous monitoring artifacts., • Build and maintain service-level capacity models across App Services, databases, storage, messaging, networking, and cryptography services., • Establish buffer standards by service criticality and validate against demand curves, failover scenarios, and maintenance events., • Implement autoscaling strategies with guardrails on quotas and throttling and tune triggers based on SLI/SLOs., • Run baseline and trend analysis on utilization, throughput, and performance and convert findings into tuning, reservations or savings plans, and architecture changes., • Forecast demand from product roadmaps and business growth and translate into capacity plans and procurement reservations with lead-time and runway targets., • Participate in CABs as the capacity and security representative and enforce gated approvals tied to documented impact analyses., • Keep cryptographic mechanisms under configuration management with versioned inventories and approved FIPS-validated modules., • Document capacity-related changes with CIA assessments and update SSP and system documentation when control implementations change., • Integrate vulnerability and flaw remediation tracking with capacity risk considerations and maintain POA&M entries with continuous monitoring evidence., • Ensure external services supporting capacity conform to required requirements with oversight and continuous monitoring., • Enforce U.S. or U.S. Territories-only processing, storage, logging, backups, DR, and support operations for High impact systems and validate region selection in plans., • Balance performance, resilience, and cost using reservations or savings plans, rightsizing, storage tiering, and scheduled scaling with transparent reporting., • Integrate capacity signals into incident, change, and problem processes to drive proactive adjustments., • Perform criticality analysis to prioritize capacity and align hardening, monitoring, backup or DR, and buffer policies to tiers., • Validate DR capacity for failover scenarios and ensure reserved buffer and quotas for disasters without impacting steady state performance., • 10–12+ years in infrastructure capacity and performance engineering across compute, storage, network, and platform services., • Experience operating in regulated environments with familiarity of FedRAMP High concepts and evidence requirements., • Strong data analysis skills with ability to translate telemetry and forecasts into decisions and stakeholder communications., • Process orientation with disciplined change and configuration management across IT operations and finance dependencies., • Experience coordinating cross-functional engineering teams and aligning delivery across multiple platforms and tools., • Familiarity with Azure services and concepts such as Entra ID, managed identities, Azure SQL or MI, storage, networking, policies, and RBAC from a PM perspective., • Excellent communication, stakeholder management, and executive-facing presentation skills., • Ability to translate complex technical requirements into clear plans, milestones, and measurable outcomes., • Azure capacity ecosystem including Monitor, Log Analytics, Metrics, Advisor, Cost Management, Reservations or Savings Plans, and quotas or limits management., • Compute and container scaling with AKS, VMSS, and App Service; HPA or VPA; performance testing with k6 or JMeter; observability with Prometheus or Grafana., • Storage and database performance including tiering, IOPS or throughput planning, caching, indexing, and connection management., • Networking and security capacity with Azure Firewall, NSGs, private endpoints, and Bastion including throughput or latency planning and allow-listing discipline., • Cryptography services such as Key Vault and managed HSM with FIPS-validated modules and key lifecycle capacity considerations., • IaC and configuration management with Terraform, Bicep, ARM, and Ansible or Chef integrated with gated CI or CD., • Governance with Azure Policy, Blueprints, and Initiatives for configuration baselines and region restrictions and SSP and evidence artifact production., • Financial services experience (preferred)., • Building capacity models for multi-region architectures with strict U.S.-only constraints (preferred)., • DR planning and execution with validated failover capacity and documented evidence (preferred)., • POA&M management and continuous monitoring submissions in a FedRAMP context (preferred)., • Bachelor’s degree in computer science or a related discipline.
