Job Summary: The Manager, Information Technology and Cyber Security will own and build DQE Communications’ IT operations and cybersecurity program. This role will act as a leader to a small team and vendors while contributing hands-on to critical engineering working server infrastructure (Windows/Linux/Unix), hybrid on‑prem/public cloud, enterprise network/security services, and a Windows/macOS endpoint estate. The ideal candidate is as comfortable building and troubleshooting systems as they are setting strategy, budgets, and policy. Must be local to the Pittsburgh area. Hybrid work environment. Key Job Responsibilities: • Oversee the day-to-day operations of IT systems, including servers, networks, hardware, software, and databases., • Own IT & Cyber roadmaps, budgets, vendor management, and sourcing to support DQE’s growth., • Lead the design, development, and deployment of new IT systems and services., • Manage IT staff and contractors, including hiring, training, scheduling, and performance evaluations., • Partner with internal teams to align technology with outcomes., • Own the server infrastructure across Windows Server, Linux (RHEL/Ubuntu), and Unix environments., • Implement configuration management, patching, monitoring, and capacity planning., • Ensure data backup and disaster recovery plans are in place and tested regularly., • Develop, implement, and maintain comprehensive cybersecurity policies, procedures, and controls., • Monitor networks and systems for security breaches, incidents, and vulnerabilities., • Conduct regular risk assessments, penetration testing, and security audits., • Respond to and investigate security incidents, coordinating with relevant stakeholders., • Educate employees on best practices for cybersecurity and conduct training sessions., • Ensure compliance with legal, regulatory, and industry standards (e.g., GDPR, ISO 27001, NIST)., • Develop and execute strategic IT and cybersecurity roadmaps aligned with business goals., • Provide regular reports to senior management on IT and security performance, risks, and initiatives., • Proven experience developing, deploying, operating, and maintaining security systems., • Extensive knowledge of operating system and database security., • Advanced knowledge of network technologies, network security, and network monitoring solutions., • Knowledge of security systems including anti-virus applications, content filtering, firewalls, DDOS mitigation systems, authentication systems, and intrusion detection and notification systems., • Extensive knowledge of security protocols and principles, • Subject matter expert in applying cybersecurity concepts and techniques, • Understanding of various monitoring solutions and requirements., • Strong understanding of Microsoft Windows Operating Systems, Linux Operating Systems and Networking and Firewall Infrastructure, • Strong interpersonal, communication and organizational skills with the ability to exhibit sound judgment and express verbal and written information effectively, • Experience with endpoint security and advanced malware protection technologies., • Experience with active and passive vulnerability scanning tools, • Preferred experience with web application testing and scanning, • Experience with software vulnerability management tools., • Bachelor’s degree in Information Systems Security or a related discipline, or an equivalent combination of education and experience., • 5+ years of experience in IT management with at least 2 years in a cybersecurity leadership role.
