This position will focus on designing, developing, and implementing system software using the Angular framework and supporting DevOps practices that ensure secure, reliable, and streamlined deployments. The team will work to align technical solutions with current and future business needs, ensuring that system architectures, codebases, and deployment pipelines follow industry best practices. Credit-7 year history; Criminal background check- 7 year history; E-Verify, Confidentiality Agreement, Business Associate Agreement DAILY DUTIES / RESPONSIBILITIES: The System Software Programmer plays a critical role in developing, modernizing, and supporting the South Carolina Department of Public Health’s Human Resources and administrative systems. This position is primarily responsible for building and maintaining applications using the Angular framework, supporting backend integrations, and implementing DevOps practices to ensure secure, efficient, and reliable delivery of software across the agency’s technology platforms. The programmer collaborates closely with HR, IT, Finance, and infrastructure teams to translate technical requirements into scalable system solutions. Responsibilities include designing and developing application components, maintaining CI/CD pipelines, automating deployments, conducting code reviews, performing system testing, and ensuring documentation is up to date. The role also supports system upgrades, contributes to modernization of legacy applications, and ensures all solutions comply with agency IT security standards and federal and state regulations. With a strong emphasis on high-quality code, system reliability, automation, and cross-functional collaboration, this position is essential to maintaining the integrity, performance, and long-term sustainability of critical HR and administrative systems across the enterprise. Specific duties and responsibilities will include but are not limited to the following: Application Development & System Support • Develop, enhance, and maintain financial and administrative applications using the Angular framework and modern software engineering practices. • Understand existing system architectures, integrations, and dependencies, including how DPH systems interface with SCEIS and other enterprise platforms. • Identify technical gaps, performance issues, and modernization opportunities across legacy systems. • Implement system improvements through reliable, secure, and scalable code. Maintain technical documentation, coding standards, and development procedures. • Support all phases of the software development lifecycle, including design, development, integration, deployment, and maintenance. DevOps, Testing & Implementation • Develop and maintain CI/CD pipelines to automate build, testing, and deployment processes. • Perform unit, integration, regression, and automated testing to ensure code quality and system reliability. • Participate in system upgrades, code refactoring, security patches, and platform modernization projects. • Support production deployments and collaborate with infrastructure teams to ensure stable and secure releases. • Work with cross-functional stakeholders to coordinate release schedules and ensure smooth implementation of updates. Technical Documentation & Knowledge Sharing • Create and maintain documentation for application architecture, APIs, integrations, and deployment processes. • Document best practices for coding, DevOps workflows, and security compliance. • Provide technical guidance and collaborate with team members to improve development practices across the organization. Data Integrity, Reporting & Integration Support • Develop and maintain application logic and API integrations that ensure data accuracy, integrity, and consistency across HR and administrative systems. • Support reporting needs by building or optimizing system components that feed reporting tools such as Power BI or similar platforms. • Troubleshoot data inconsistencies and implement technical solutions to improve system performance and customer satisfaction. System Optimization & Modernization • Refactor legacy code and migrate aging applications to modern frameworks and platforms. • Identify automation opportunities to replace manual workflows and improve system efficiency. • Collaborate with HR, Finance, and IT subject-matter experts to understand functional needs and translate them into technical solutions. • Participate in gap analyses to align current system capabilities with future-state technical requirements. Project Participation & Cross-Team Collaboration • Contribute technical expertise to project plans, development schedules, and resource estimates. • Participate in technical design reviews, sprint planning, and Agile development ceremonies as needed. • Update and track work items in the agency ticketing system, ensuring transparency and accurate progress reporting. • Assist project teams in identifying technical risks, recommending solutions, and supporting successful project delivery. • Promote a collaborative, solution-focused environment that supports project momentum and team success. Collaboration, Communication & Security • Work closely with HR, IT, and Finance teams to ensure applications align with business requirements and agency architecture standards. • Update and maintain technical content within SharePoint or other collaboration platforms. • Adhere to all Information Technology development, security, and data protection standards, ensuring compliance with federal and state regulations. • Assist with development of policies and procedures to conform and comply with agency standard cyber security policy design related to information risk management, designation of data as to criticality, confidentiality, and protection. (NIST 800-53, FISMA, SC InfoSec Requirements , etc.) The position will be utilized for 40 hours per week for the duration of this project. The selected candidate should be able to work flexible hours where it may be necessary for work to be completed outside traditional business hours. The candidate will work closely with the Assigned Manager to identify, prioritize, and schedule workload and implementation to IT standards and procedures. The candidate will work closely with Finance and Operations staff and subject matter experts for the system design and testing. This will also include compliance to DPH security policy/procedures as well as integrating systems when possible to streamline staff workflows, user security, and data correction. Module support of the project. • DPH will require that selected personnel sign the DPH confidentially agreement and/or Business Associate (BA) agreement if applicable. All web services must be secure. • DPH will not accept any offers including an “up-lift” charge. The rate paid per consultant must not exceed the maximum rate established for this position described in the State contract terms. • Contractors must be onsite during each week throughout the term of the contract. • Follow agency IT Standards, policies, and procedures to include documentation. • All source code (compiled and un-compiled) will become the sole property of the South Carolina Department of Health and Environmental Control. Any source code, data, product, or functionality resulting from this SOW or previously owned/developed by DPH will remain the sole property of DPH and is not to be incorporated into the core product of any vendor's application. Any modifications and interfaces developed under said contract will be not be used by the contractor for any independent project of the contractor or published or publicized by the contractor without written permission of DPH. • DPH has the final say on all programming choices. Payment Schedule: All timesheets shall be entered and approved in a timely manner per State contract terms. The State will not pay any extra costs (i.e. Travel, employee benefits, insurance, room and board, etc.) for temporary employees under this contract. DPH Support: DPH will provide: • All required information including formulas, data, and mechanisms to check output. • Staff to assist with any application or data questions. • Conference rooms and scheduling for any application demos. • Workstation and required software.
