Additionally, we received the Providence Journal Rhode Island Top Workplaces award and Culture Excellence Awards for Compensation & Benefits, Innovation, Leadership, Purpose & Values and Work-Life Flexibility Position Summary / Objective: The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of Defense entity responsible for research and development, test and evaluation, engineering, and Fleet support services for the Navy’s ships, submarines, military watercraft, and unmanned vehicles. This position supports NSWCPD Code 24 which is responsible for program management, engineering, technical, and logistics support for Hull, Mechanical, and Electrical (HM&E) systems on U.S. Navy Submarines. Essential functions: Reasonable accommodations may be made to enable individuals with disabilities to perform these essential functions. • Provide updates to technical manuals, drawings, Allowance Parts Lists (APLs), Preventive Maintenance Systems (PMS), and Operational Sequencing Systems (OSS)-information to ensure the most current data is available for stakeholder use., • Support development of ILS trainings to provide to the ISEAs on an annual basis of different ILS systems and processes. ILS training can include, Provisioning, Engineering Change Proposals (ECP), MBPS, TMDERs, TFBRs, ATIS, CITIS etc., • Support development of Integrated Logistics Support (ILS) packages for delivery at the end of maintenance availabilities. Tasks include the development of ILS Certifications for NSWCPD review (including the tracking and clearing of outstanding ILS caveats), as well as the associated updates and subsequent reviews., • Support development of technical responses to Technical Feedback Reports (TFBRs), Technical Manual Deficiency Evaluation Reports (TMDERs), and Technical Referrals (TRs)., • Support Front End Analysis (FEA) on current training, training gap analysis, and Job Duty Task Analysis (JDTA) Tasks include development of system training curriculums and Training System Installation Plans (TSIPs) for NSWCPD review., • Review existing (or new) technical and maintenance documentation for accuracy and completeness; Contractor shall also support logistics analysis to ensure that equipment is properly supported within the supply system., • Assess, report, and monitor assigned HM&E equipment regarding potential material readiness, safety, and obsolescence., • Provide engineering and technical support regarding the development of engineering change proposals., • Manufacturing Phase-Out or Discontinuation of Production, Diminishing Sources, and Obsolete Materials or Components., • Perform other related duties as assigned. Required education and experience: • Graduate of high school, trade school or industrial school, or GED equivalent, • Three (3) years of experience in the development, updating or use of ILS products including Central Data Management Authority (CDMA) for Navy systems and equipment toidentifymaterial and logistic requirements for ship systems and repairs., • One (1) year of the three years including experience with U.S. Navy Submarinelogisticssupport documentation, systems and applications, including PMS, Technical Manuals, EOSS, APLs, COSAL. Preferred education and experience: • Navy and/or NAVSEA experience. Competencies: • Proficiency in Microsoft Office, specifically, Word, Excel, PowerPoint, and Outlook software., • Excellent verbal and written communication skills, as well as presentation skills., • Excellent organizational skills and attention to detail., • Excellent time management skills with a proven ability to meet deadlines., • Strong analytical and problem-solving skills., • Ability to prioritize tasks and to delegate whenappropriate., • Thorough understanding of, or the ability to quickly learn about the project or product being developed., • High comfort level working with and around all military/organizational levels, clients, customers, suppliers, and visitors., • Must be highly reliable and demonstrate personal initiative to operate in a fast-paced environment with changing priorities. Additional eligibility requirements Work authorization/security clearance requirements: An active DoD Secret security clearance. Position Type/Expected Hours of Work: The typical workday is eight hours in length. Some flexibility in hours is allowed, with concurrence from the supervisor. Attendance at prescheduled mandatory meetings is required. Must be available during the core work hours as determined by your contract/location and must account for the required number of hours in a pay period to maintain Full-time status. Telework: • Situational telework may be allowed for this position subject to customer requirements/expectations. Travel: • Ability to travel CONUS; potential to travel OCONUS, • Travel up to10%may be required.
