Job Description PROGRAM MANAGER (OMH COMMUNITY RESIDENCE) JOB TITLE: Program Manager (OMH Community Residence) POSITION GRADE: 82 DEPARTMENT/PROGRAM: Residential Services SUPERVISOR: Director of Residential Behavioral Health Services JOB SUMMARY: Under the direction of the Director of Residential Behavioral Health Services, the Program Manager is responsible for leading and managing regulatory compliance, risk management, staff development, milieu treatment, and program budget in the Community Residence (CR). This position carries out all responsibilities with fidelity and accountability to the Agency’s Mission, Vision, Sanctuary Commitments, and Strategic Plan. ESSENTIAL FUNCTIONS: • Exercises full compliance with the Agency’s Code of Conduct, all Agency Policies and Procedures., • Maintains confidentiality and security for all client and staff related materials and/or records., • Practices, models, and coaches Cornell’s Therapeutic Crisis Intervention (TCI)., • Integrates Sanctuary Model into all aspects of the Community Residence program & culture., • Maintains a climate that attracts, maintains, and motivates a diverse group of high quality staff and volunteers. Recognizes and rewards staff and volunteers. Assures appropriate management responsiveness to employee concerns., • Recruits, screens, hires, trains, supervises, & retains high quality residential staff., • Provides supervision, direction, coaching, mentoring and opportunities for professional development of direct reports and assures the same for the staff., • Delegates and assigns work efficiently to residential direct care staff, student interns, and program volunteers, delegating appropriate levels of autonomy while maintaining adequate supervision and support., • In partnership with the Program Supervisor, assures necessary staffing levels at all times and accurate records of time worked by residential direct care staff., • Coordinates & participates in 24/7 on-call supervisory support to residential staff., • Develops, implements, and reviews/revises quality improvement initiatives in alignment with regulations and agency strategic plan., • Exercises full compliance with Agency code of conduct, all Agency policies and procedures and Federal & State laws and regulations. Maintains regulatory compliance with all applicable agencies (OMH, IOC, CMS, MHLS, COA, etc.)., • Manages and assures program compliance with Medicaid billing processes and overall Corporate Compliance processes., • In partnership with the Program Supervisor, assures accurate and timely documentation of all required aspects of youth daily functioning., • Reviews and trends all program incident reports from a supervisory risk management perspective, and designs and carries out plans to reduce risk for both youth and staff in the program., • Demonstrates, promotes and practices diversity, equity and inclusion in relation to clients and staff through respect and understanding achieved through training, individual supervision and Agency cultural activities., • Develops relationships with each client to promote healthy growth and development., • Plans, develops, and implements a consistent and predictable daily routine and schedule of activities for the program that is youth guided., • Participates in treatment meetings for program youth and assures that residential direct care staff complete and document assessments and participate in development of treatment goals and methods on an ongoing basis., • In partnership with the Director of Residential Behavioral Health Services, designs, implements, and monitors program budget on an ongoing basis., • Communicates and Collaborates with other departments to provide high quality interdisciplinary treatment for youth and families., • Maintains a visible presence among program youth, families, staff, interdisciplinary team members, and agency departments., • Represents the Community Residence program & agency with community stakeholders., • Supervises bachelor level student interns, developing them as potential Youth Care Professional candidates., • Performs all duties of a residential direct care staff as needed. POSITION SPECIFICS: Education: • High school diploma required. Bachelor degree in human services related field strongly preferred., • Certified Therapeutic Crisis Intervention Trainer or ability to become certified within the first 6 months of employment Experience: • 2 years of experience in adolescent services, including some supervisory experience Skills: • Ability to engage youth and families individually and in groups., • Strong organizational skills., • Staff development and team-building skills., • Creative problem solving., • Microsoft Outlook, Word and Excel. Physical Demands: The following lists physical demands an employee will perform on a regular basis: standing, walking, sitting, bending, stooping, squatting, kneeling and climbing; Must be able to perform a variety of household tasks, climb stairs, move throughout the cottage or Community Residence, work cooperatively in a team environment and quickly respond to emergencies. This position requires successful completion of Therapeutic Crisis Intervention (TCI) training, which includes a written test and demonstration of the competency to perform physical restraints, as specified by the program and regulatory body. Additionally, staff must successfully complete all required TCI refreshers in order to maintain continued employment. The physical demands described here are representative of those that must be met by an employee to successfully complete Therapeutic Crisis Intervention Training: the ability to drop repeatedly to knees, twist and turn, exert oneself physically at an intense level, and support another adult’s weight. . Position also requires employee to transport clients utilizing an agency vehicle. Travel: • Valid NYS License Required, • Occasional travel for job development.
