Job Description JSG is seeking a Payroll Tax Compliance Specialist for a 6-month contract position in El Segundo, CA. Payroll Tax Specialist is a self-driven, action oriented, and solution focused individual responsible for ensuring accurate and timely processing of all frequencies of payroll using ADP Workforce Now, including computing wages and overtime payments, calculating and recording payroll deductions, and processing manual pay requests. The role requires advanced knowledge to act as the subject matter expert for resolution related to the payroll system, company policies, as well as compliance of federal and state regulations as they relate to payroll tax, wage and hour laws (including Fair Labor Standards Act (FLSA), and garnishments. The role provides support to all roles within the Payroll Team. The role is primarily responsible for the timely management of all tax correspondents and deliverables of federal, multi-state and local agency notices, as well as researching tax laws and regulations and implementing the appropriate process and treatment. Skills/Experience: Degree Requirements: High School Diploma * • Process payroll for minimum 2700 US multi-state employees, including compliance requirements for commissions., • Subject matter expert regarding Regular Rate of Pay compliance requirements on both federal and state levels., • Monitor for continuous adherence to all federal, state, and local compliance requirements related to the payroll function, including but not limited to moving requirement targets like final pay, minimum wage, and meals and rest premiums., • Responsible for the comprehensive interpretation and application of new and existing legislation impacting payroll., • Responsible for the coordination of all payroll tax activities, including compliance with local, state, and federal regulations and filings. Maintain full communications with ADP as well as strong reference material related to all tax information, for all companies. Role is primary to ADP tax related processes, including but not limited to, quarter and annual amendment processing, tax filing notices (Tracers), Error Correction Notices, Quarterly Tax Verification Letters, and respective reconciliations related to local, state, and federal tax levels., • Coordinate and interact with federal, state, and local agencies on all issues relevant to payroll processing., • Responsible for the audit of all financial data related to payroll tax deposits and filings., • Reconcile quarterly and annual ADP tax filings and ensure accurate W-2 reporting., • Responsible for the collection and balancing of time data (hours) from Dimensions, for all companies, following set desk procedures. Maintain strong partnership with Human Resources and IT to ensure that the timekeeping system is performing accurately, as expected., • Routinely run, review, and audit payroll to ensure that all internal controls are met., • Timely sorting and distribution of all incoming mail., • Perform regular and periodic internal audits of various payroll areas and prepare materials for external or internal auditors, as needed., • Ensure that all record keeping meets organizational and legal requirements., • Responsible for all year-end tasks related to payroll taxes, including W2Cs and amending of tax return(s), as necessary., • Adhere to routine procedures related to processing all frequencies of payroll, including weekly, biweekly, monthly, bonus, quarter-end, prior quarter adjustments, and prior quarter amendments., • Research, analyze, and resolve payroll related inquiries, problems and general questions., • Proven ability to work under tight deadlines and manage workflow to ensure all payroll transactions are processed accurately and timely, every payroll cycle., • Consistent commitment to the successful achievement of team and organizational goals through a desire to participate and help other members of the team., • Recommend and participate in the development of new and/or updating existing desk procedures, related to all payroll operations, utilizing knowledge of internal systems as well as local, state and federal policies and regulations, to help strengthen departmental controls., • Build and maintain strong partnerships with all business partners. This is especially important with all Human Resources departments, Accounting, Sales Compensation, and IT to ensure that common systems perform accurately and as expected., • Review existing department processes and creatively amend to increase effectiveness and efficiency., • Prepare, analyze and distribute regular and adhoc payroll reports to relevant stakeholders., • Review, research, and troubleshoot system related issues and work with ADP or IT team, as appropriate., • Responsible for every level of manual pay processes, including reconciliation, following set procedures., • Ensure procedures and processes are followed that lead to delivery of timely and quality results and continually reassess their effectiveness for continuous improvement., • Demonstrate a commitment of listening to understand in order to provide world class service to all customers. Answer employee questions timely and professionally while protecting employee confidentiality at every level., • Administer and/or attend cross-training, as needed., • Maintain critical partnerships with each Payroll team member., • Perform and engage in special projects, as assigned., • Minimum 5-10 years of related payroll processing and multi-state tax experience., • Solid understanding of the Fair Labor Standards Act (FLSA), • Solid understanding of federal, state, and local payroll tax laws and compliance requirements., • Excellent verbal and written communication skills are required to facilitate clear and concise communication with a high level of professionalism., • Payroll software proficiency (e.g., ADP, Workday, UKG, Paychex, Ceridian, Oracle, QuickBooks), • Payroll Tax Filing & Reporting (Federal, State, and Local levels: Forms 941, 940, W-2, W-3, 1099), • Knowledge of IRS Regulations and compliance requirements (e.g., FICA, FUTA, SUTA), • Garnishment and Withholding Processing, • Excel and Data Analysis (e.g., pivot tables, VLOOKUP, data validation), • Year-End Tax Reporting and Reconciliation, • Tax Research Tools (e.g., Payroll Source Plus, XpertHR, Bloomberg Tax, CCH), • Audit Preparation and Documentation, • Understanding of Employee Classification Rules (W-2 vs. 1099), • Electronic Tax Payment Systems, • CPP designation strongly preferred., • Well versed in standard payroll accounting concepts, practices and procedures.
