Job Description Position Title: Permit Technician Supervisor: Senior Planner Department: Planning and Community Development FLSA Status: Non-Exempt Summary of Position The Permit Technician performs all functions related to the intake, processing, issuance, and inspection of development permits in the City of Doraville. Duties and responsibilities include, but are not limited to, providing staff and the public with permit-related information, processing permit applications, managing inspections for active construction, and performing additional duties as assigned. This position also serves as one of the receptionists for City Hall. Hourly Pay Range $19 - 26 Essential Duties and Responsibilities The following are typical for this position. The omission of duties does not exclude them if similar or logically related. • Greets visitors and responds to inquiries from the public., • Answers phone calls and assists or redirects as needed., • Advises customers on the process to obtain a permit., • Receives and processes permit applications, and issues permits., • Schedules and manages inspections for active projects., • Ensures all reviews are completed in a timely manner., • Provides regular permit reports to staff and other bodies, including the US Census Bureau and DeKalb County., • Actively works to streamline the permitting and licensing process., • Verifies customer’s identification when required., • Handles confidential files and materials., • Understands the City of Doraville fee schedule., • Handles and processes payments., • Assists the City Planner and other Planning Department staff when needed. All applicants to this position are required to have the following skills or certifications: • Eighteen (18) years of age or older., • Degree in planning, public policy, engineering, or a related discipline; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position., • Able to function effectively in a work environment in which the employee is exposed to significant public scrutiny., • Become or apply to become a Notary Public within three (3) months of hire., • Proficient in Microsoft Office, including OneDrive., • At least one (1) year experience in customer service or clerical work, including interacting with the public, and preparing and maintaining a variety of records or documents., • Ability to pass a pre-employment background investigation, to include but not limited to, a drug screening and an oral interview. Desired Skills and Qualifications • Conversational or fluent in any of the following languages: Spanish, Korean, Mandarin, Bangla., • Prior experience working for state or local government., • General knowledge of site plans and permitting processes., • Familiarity with the basics of the International Building Code (IBC) and International Residential Code (IRC)., • International Code Council (ICC) Permit Technician Certification, or equivalent., • Knowledge of the City of Doraville Code of Ordinances and policies, as well as applicable state and federal laws., • Ability to organize and recall records according to departmental and/or governmental regulations., • Comfortable with public speaking., • Ability to comprehend, interpret, and apply regulations, procedures, and related information for the public, user departments, and the business community., • Ability to function both independently and within a team environment., • Experience working with elected officials., • Requires minimal supervision., • High attention to detail and accuracy., • Possess a valid Georgia driver's license. Mental and Physical Requirements Ability to exert moderate, though not constant, physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds). Ability to communicate orally and to perceive and discriminate colors or shades of colors, sounds, taste, odor, depth, texture, and visual cues or signals. Performance of essential functions may require exposure to dirt, dust, pollen, odors, wetness, humidity, rain, fumes, smoke, temperature and noise extremes, hazardous materials, fire, unsafe structures, heights, confined spaces, machinery, vibrations, electric currents, traffic hazards, bright/dim lights, toxic agents, explosives, water hazards, disease, pathogenic substances, or rude/irate customers.
