We are seeking an experienced Cost Engineer / Quantity Surveyor to support United States Air Force infrastructure programmes based at RAF Mildenhall. This is a key commercial role responsible for providing cost management, quantity surveying and commercial support throughout the lifecycle of complex engineering and construction projec ts. The Role Reporting to the Program Manager, you will be responsible for providing specialist cost engineering and commercial support across a diverse portfolio of construction and facilities engineering proj ects. The role is fundamental to delivering accurate cost estimates, supporting Independent Government Cost Estimates (IGCEs), developing DD Form 1391 documentation, monitoring programme expenditure and providing life-cycle cost analysis in accordance with the Performance Work Statement (PWS). Key Responsib • ilitiesPrepare detailed construction cost estimates and Independent Government Cost Estimates (, • IGCEs).Develop and support DD Form 1391 documentation for military construction pr, • ojects.Produce cost models, financial forecasts and budget estimates for engineering pr, • ojects.Monitor programme burn rates, expenditure and cost performance against approved b, • udgets.Carry out quantity take-offs from engineering drawings and specific, • ations.Prepare life-cycle cost analyses and whole-life value asses, • sments.Review contractor quotations, variations and change re, • quests.Support work classification reviews, including repair versus construction asses, • sments.Produce monthly cost reports, variance analysis and financial performance dash, • boards.Identify cost risks and opportunities and recommend mitigation stra, • tegies.Work collaboratively with project managers, engineers and commercial stakeholders to ensure effective cost control throughout project de, • livery.Provide commercial advice and support to programme teams and senior mana gement. A bout YouYou will be an experienced Quantity Surveyor or Cost Engineer with a strong commercial background gained within engineering, infrastructure, construction or defence envir onments. • EssentialDegree or equivalent qualification in Quantity Surveying, Commercial Management, Cost Engineering or a related di, • scipline.Significant experience in quantity surveying, cost engineering or commercial ma, • nagement.Strong understanding of cost planning, forecasting and financial r, • eporting.Experience administering construction or engineering c, • ontracts.Excellent analytical, negotiation and commercial managemen, • t skills.Strong communication and stakeholder management a, • bilities.Proficient in Microsoft Excel and Microsoft Office appl ications. DesirableExperience supporting defence, infrastructure or major engineering p • rogrammes.Knowledge and practical application of NEC Engineering and Construction Contracts, including compensati, • on events.Experience with FIDIC or other recognised forms of, • contract.Experience supporting United States Air Force, US Department of Defense (DoD) or UK Ministry of Defence, • projects.Knowledge of programme controls, earned value management and project, • reporting.Membership of the Royal Institution of Chartered Surveyors (RICS), Chartered Institution of Civil Engineering Surveyors (CICES) or equivalent professi, • onal body.Existing BPSS, Security Check (SC) or higher security clearance, or the ability to obtain the appropriate clearance.
